A RESOLUTION AUTHORIZING THE CITY MAYOR, HONORABLE ROLEN C. PAULINO TO ENTER INTO AND SIGN A MEMORANDUM OF UNDERSTANDING

WITH THE  KOREAN VOLUNTEERS/RESIDENTS ASSOCIATION OF SUBIC BAY FREEPORT ZONE WITH REGARD TO SOCIO-CIVIC ACTIVITIES AND DONATIONS TO BENEFIT CHILDREN FROM INDIGENT FAMILIES

WHEREAS, Olongapo recognizes and appreciates its partnership with different communities, the  Korean Volunteers/Residents Association of Subic Bay Freeport Zone as one, in various developmental endeavors;

 WHEREAS, part of their social responsibility thrusts is geared towards sponsoring feeding program or meal provisions for  children from the  poorest of the poor families,  health and wellness, educational, aesthetic, musical and arts  developmental programs; 

WHEREAS, a Memorandum of Understanding to be entered into by Olongapo City is deemed necessary for  the sustainability of the program  all for the benefit of the disadvantaged families in the City;

NOW, THEREFORE, on motion of City Councilor Edna A. Elane, with the majority decision of the Members of the Sangguniang Panlungsod present,

  RESOLVED, AS IT IS HEREBY RESOLVED by the Sangguniang Panlungsod in session assembled to authorize, as it hereby authorizes the City Mayor, Honorable Rolen C. Paulino to enter into and sign a  Memorandum of Understanding with the  Korean Volunteers/Residents Association of Subic Bay Freeport Zone with regard to socio-civic activities and donations to benefit children from indigent families.

A RESOLUTION EXPRESSING ITS SUPPORT TO HOUSE BILL NO. 5336 SPONSORED BY CONGRESSMAN ROY M. LOYOLA ENTITED: “AN ACT PROVING FOR

PARENT SUPPORT AND FOR OTHER PURPOSES”

            WHEREAS, the 1987 Philippine Constitution recognizes the family as foundation of the nation.  The aforesaid policy as embodied in Article XV Section 1 which states that “The State recognizes the Filipino family as the foundation of the nation.  Accordingly, it shall strengthen its solidarity and actively promote its total development.”

            WHEREAS, Section 4 of the same Article provides that “The family has the duty to care for its elderly members by the State do so through just programs of social security.”

            WHEREAS, Article 195 of the Family Code of the Philippines mandates the parents and their children to support each other;

WHEEAS, despite the legal and moral obligation of the children to support their parents, many elderly are being neglected and abandoned;

            WHEREAS, on January 20, 2015, Congressman Roy M. Loyola of the 5^th District of Cavite, sponsored a bill seeking to strengthen the filial responsibility of the children by mandating them to support their parents who are incapacitated or otherwise incapable of supporting themselves;

            WHEREAS, the aforesaid bill also seek to penalized children who, aside from providing support, also abandoned their parents.

            NOW, THEREFORE, on motion of City Councilor Alreuela M. Bundang-Ortiz, with the unanimous accord of the Members of the Sangguniang Panlungsod present,

  

            RESOLVED, AS  IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to express as it hereby expresses its support to House Bill No. 5336 sponsored by Congressman Roy M. Loyola entitled: “An Act Providing For Parent Support And For Other Purposes”.

            Let a copy of this resolution be furnished to Congressman Roy M. Loyola and the House of Representatives for their information.

A RESOLUTION EXPRESSING INTEREST OF OLONGAPO CITY TO PARTICIPATE IN THE NATIONAL COMPETITIVENESS COUNCIL’S (NCC) CITIES AND MUNICIPALITIES COMPETITIVENESS INDEX (CMCI) SURVEY FOR 2015

            WHEREAS, in October 2006, the Public – Private Sector Task Force on Philippine Competitiveness was created by virtue of Presidential Executive Order No. 571 to promote and develop national competitiveness;

WHEREAS, in June 2011, President Aquino issued Executive Order No. 44 amending E.O 571, renaming the ‘Public – Private Sector Task Force on Philippine Competitiveness’ as the ‘National Competitiveness Council’;  

            WHEREAS, to measure and quantify the national competitiveness, a Competitiveness Index was created in 2013 by the National Competitiveness Council (NCC) and the Regional Competitiveness Council (RCC) with the assistance of Project INVEST of the United States Agency for International Development;

           WHEREAS, the Index provides a picture of how local government units are performing in terms of Economic Dynamism, Government Efficiency and Infrastructure with a vision of promoting a more competitive Philippines and instill a culture of excellence, through public-private sector collaboration as a means to reduce poverty through inclusive growth;

            WHEREAS, the National Competitiveness Council (NCC) formally requested the City Government of Olongapo to support the Regional Competitiveness Council (RCC) in the survey and data collection  by requiring department heads and constituents to provide necessary information;

  

WHEREAS, further, the National Competitiveness Council (NCC) formally requested the City Government of Olongapo to issue a City Council Resolution to participate in the survey;

WHEREAS, it is deemed that the City Government of Olongapo to participate in the National Competitiveness Council (NCC) Cities and Municipalities Competitiveness Index Survey for 2015;

NOW THEREFORE, on motion of City Councilor Elena C. Dabu, with the unanimous accord of the Members of the Sangguniang Panlungsod present;

            RESOLVED, AS IT HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to express interest as it hereby expresses interest of Olongapo City to participate in the National Competitiveness Council (NCC) Cities and Municipalities Competitiveness Index Survey for 2015.
