A RESOLUTION AUTHORIZING THE CITY MAYOR IN BEHALF OF JAMES L. GORDON MEMORIAL HOSPITAL (JLGMH) TO ENTER INTO A MEMORANDUM OF AGREEMENT (MOA) WITH ST. JOSEPH COLLEGE FOR THE LATTER’S AFFILIATION TO THE JLGMH

WHEREAS, the James L. Gordon Memorial Hospital (JLGMH), a tertiary training hospital owned and managed by the City Government of Olongapo, endeavors to provide excellent medical and health care services to the people of Olongapo as well as its neighboring towns and provinces;

WHEREAS, awarded by the Department of Health (DOH), as a Sentrong Sigla Hospital, the JLGMH now stands as a training ground where students enrolled in nursing and in other allied medical courses can be trained in various specialty areas at JLGMH, to comply with the requirements of the law for them to undergo Related-Learning Experience (duty hours);

WHEREAS, St. Joseph College – Olongapo City is offering Master of Arts in Nursing (MAN) in consortium with the Bataan Polytechnic State College (BPSC). Students enrolled therein are likewise required by law to undergo actual training in administrative level in different specialty areas in hospitals;

WHEREAS, the said college requests that their students of MAN be admitted and allowed to undergo actual training at the James L. Gordon Memorial Hospital;

WHEREAS, the City approves the aforesaid request of the St. Joseph College provided that the training intended for the students of the Gordon College, which is owned and operated by the City, will not be jeopardized;

WHEREAS, Sangguniang Panlungsod deems it beneficial to authorize the City Mayor to enter into the said affiliation agreement to pave way for the said training;

NOW, THEREFORE, on motion of Councilor Marey Beth D. Marzan, co-sponsored by Councilor Angelina B. Andrada, with the unanimous accord of the Members of the Sangguniang Panlungsod present,

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled to authorize, as it hereby authorizes the City Mayor in behalf of James L. Gordon Memorial Hospital (JLGMH) to enter into a Memorandum of Agreement (MOA) with St. Joseph College for the latter’s affiliation to the JLGMH.

A RESOLUTION CONFIRMING THE APPOINTMENT OF DR. ARNILDO TAMAYO, CITY GOVERNMENT DEPARTMENT HEAD II, SG-26 UNDER THE CITY HEALTH DEPARTMENT


WHEREAS, the City Mayor has appointed Dr. Arnildo Tamayo as City Department Head II, SG-26 under the City Health Department pursuant to Civil Service Laws, Rules and Regulations;

WHEREAS, Section 454(d) of Republic Act 7160, otherwise known as the Local Government Code of 1991, provides that heads of departments shall be appointed by the City Mayor with the concurrence of the majority of all Members of the Sangguniang Panlungsod;

NOW, THEREFORE, on motion of Councilor Angelina B. Andrada, with the unanimous accord of the Members of the Sangguniang Panlungsod present,

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to confirm, as it hereby confirms the appointment of DR. ARNILDO TAMAYO as City Government Department Head II, SG-26 at the City Health Department which effects the appropriation in the amount of Two Hundred Seventy Thousand Two Hundred Fifty Two Pesos (PhP270,252.00) in the item City Government Department Head II under the account “Salaries” of the City Health Department.

WHEREAS, the City of Olongapo is committed in programs that foster public health and welfare;

WHEREAS, the Columban College, is an institution duly recognized by the Commission on Higher Education, intends to affiliate their interns and students from the College of Nursing and School of Midwifery to the City’s Barangay Health Centers for their Related Learning Experience;

WHEREAS, the students, as adjunct to the health care providers may be able to help in community health services and in the implementation of different Department of Health (DOH) programs;

WHEREAS, Columban College administration for their part, must ensure close supervision of their students, render genuine and compassionate health care service, and abide with the policies and guidelines of the City Health Department;

RESOLUTION NO. 06

A RESOLUTION AUTHORIZING THE OLONGAPO CITY TOURISM COUNCIL TO UTILIZE A PORTION OF THE TRANSCON LOT FOR THE AGE-OLD TRADITION OF THE PINTAKASI AS PART OF THEIR FUND RAISING ACTIVITIES


WHEREAS, under Republic Act ( RA) 7160 otherwise known as Local Government Code of 1991, it is provided that

SEC 458. Powers, Duties, Functions and Compensation- (a) The Sangguniang Panlungsod, as the legislative body of the City, shall enact ordinances, approve resolutions and appropriate funds for the general welfare of the City and its inhabitants pursuant to Section 16 of this Code and in the proper exercise of the corporate powers of the City as provided for under Section 22 of this Code and shall:

(3) Subject to the provisions of Book II of this code, enact ordinances granting franchises and authorizing the issuance of permits or licenses, upon such conditions and for such purposes intended to promote the general welfare of the inhabitants of the City and pursuant to this legislative authority shall:

(V) Any law to the contrary notwithstanding, authorize and license the establishment, operation, and maintenance of cockpits and regulate cockfighting and commercial breeding of gamecocks;
Provided, that existing rights should not be prejudiced;

WHEREAS, the City is formulating a master plan for the Olongapo City Tourism Council which will endeavor in developing the tourism industry of Olongapo as well as create a multiplier effect on the livelihood of Olongapenos;

WHEREAS, the said council will develop and execute strategies that will market and promote Olongapo as a tourist haven for both foreigners and Filipinos;

WHEREAS, the Sangguniang Panlungsod deems it beneficial for the City for purposes of income generation and as an additional tourist attraction, at least for the period of 18 January to 18 March to allow the operation of the traditional Pintakasi;

NOW, THEREFORE, on motion of Councilor Gina Gulanes-Perez with the majority decision of the Members of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panglungsod in session assembled to authorize, as it is hereby authorizes the Olongapo City Tourism Council to utilize a portion of the transcon lot for the age-old tradition of pintakasi as part of their fund raising activities.

A RESOLUTION REQUESTING ALL RESIDENTS, STUDENTS AND BUSINESSMEN OF OLONGAPO CITY THROUGH THE SEVENTEEN (17) BARANGAYS, THE DIVISION OF CITY SCHOOLS AND THE OLONGAPO BUSINESS CLUB TO PROPAGATE PLANTS AND TREES TO HELP IN THE BEAUTIFICATION AND RE-GREENING OF THE CITY

WHEREAS, plants and trees are significant and highly visual portions of the urban forest, likewise a vital system essential to the quality of life in the urban environment of the city of Olongapo;

WHEREAS, appropriate planning, planting and maintenance of plants and trees provide the residents of the city economic, social, environmental, ecological and aesthetic benefits and contribute to the public health, welfare and safety;

WHEREAS, properly maintained plants and trees provide social and psychological well-being and enhance property values, securing and encouraging public and private investment and the benefits from the urban forest can best be realized when adequate and reasonable care is provided in a consistent and continuous manner; and planting, preserving and maintaining plants and trees are essential components for improving the quality of life in the various communities of the city;

WHEREAS, all residents are requested to plant ornamental and flowering plants in their front yards and along the streets as well as vegetables and fruit-bearing trees in their backyards, as these activities will not only help the environment but provide livelihood and economic relief for them;

WHEREAS, all schools are requested to organize at least twice a year a tree planting and re-greening program for the students to realize that they are part and beneficiaries of the environment that they need to be responsible and protective to their environment;

WHEREAS, all businessmen are requested to place ornamental and flowering plants in front of their business establishments to help the city in its beautification drive to boost the tourism industry;

WHEREAS, the city will likewise; extend its support in this project by providing additional plants to all city parks and placing ornamental plants inside the city hall offices.
NOW, THEREFORE, on motion of Councilor Gina Gulanes-Perez with the unanimous accord of the Members of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to request, as it is hereby requests all residents, students and businessmen of Olongapo City through the seventeen (17) barangays, the Division of City Schools, and the Olongapo Business Club to propagate plants and trees to help in the beautification and re-greening of the City.
