RESOLUTION NO.59

A RESOLUTION REQUESTING THE SUBIC BAY METROPOLITAN AUTHORITY (SBMA) AND SUBIC BAY FREEPORT LOCATORS TO DONATE SCRAP MATERIALS AND OTHER ITEMS TO THE CITY OF OLONGAPO FOR VARIOUS LIVELIHOOD AND SKILLS TRAINING PROGRAMS AND PROJECTS

WHEREAS, Olongapo City and the Subic Bay Metropolitan Authority as well as the Freeport locators have long standing economic, social and cultural partnerships in various developmental projects;

WHEREAS, SBMA has scrap materials stored at the warehouse yard which are not being utilized and will be better of donated to the Olongapo City Government for beneficial use of its residents;

WHEREAS, Freeport locators, on other hand, can directly help the various city programs by donating their scrap materials such as rags, wood, metal and plastic materials as well as other recyclable/reusable items;
WHEREAS, the aforesaid materials can be of better use for poverty alleviation and livelihood/skills training programs of Olongapo City;

NOW, THEREFORE, on motion of City Councilor Eduardo J. Piano, with the unanimous accord of the members of the Sangguniang Panlungsod present,

RESOLVED, AS IT IS HEREBY RESOLVED, By the Sangguniang Panlungsod in session assembled, to request, as it hereby request the Subic Bay Metropolitan Authority (SBMA) and Subic Freeport locators to donate scrap materials and other items to the City of Olongapo for various livelihood and skills training programs and projects.

Let copies of this Resolution be furnished the Chairman and Administrator of the Subic Bay Metropolitan Authority and other Subic Bay Freeport Locators for their information and action.

A RESOLUTION COMMENDING THE BUSINESS ONE STOP SHOP (BOSS) FOR AN EXEMPLARY PERFORMANCE AS HALL OF FAME AWARDEE IN STREAMLINED PROCEDURES IN THE ISSUANCE OF MAYOR’S PERMIT

WHEREAS, in the Business Permit and Licensing Office is one of the special service divisions in the Olongapo City Government tasked at processing and issuance of permits and regulating business establishments;

WHEREAS, in 2008, the City of Olongapo revived the “Olongapo Business One Stop Shop”; rendering prime service to the public with the Business Permit Licensing Office, City Planning and Development Office, City Engineering Office, City Health Office, City Treasurer’s Office, Environmental Sanitation and Management Office and Bureau of Fire together serving the needs of the business community;

WHEREAS, from then on, Olongapo City’s BOSS has been receiving special awards and recognition which include the “Best One Stop Shop” in Central Luzon and First Place in the Documented Streamlined Procedures in the Issuance of Mayor’s Permit in 2008 by Central Luzon Growth Corridor Foundation Inc. (CLGCFI);

WHEREAS, for two consecutive years of 2009 and 2010, the Olongapo City’s BOSS received Special Citation in the Most Business Friendly LGU Award by the Philippine Chamber of Commerce and Industry (PCCI);

WHEREAS, in January 2010, the Olongapo’s BOSS was given the ISO 9001: 2008 Certificate in the processing and issuance of Mayor’s Permit for business establishment by SGS United Kingdom Ltd;

WHEREAS, in 2010, the BOSS received a Plaque of Recognition – Model LGU in the Implementation of Reforms under the Nationwide Streamlining of Business permits and Licensing System by the Department of Trade and Industry (DTI), Department of the interior and Local Government (DILG), CLGCFI and once again, First Place in Documented Streamlined Procedures in the Issuance of Mayor’s permit by CLGCFI which resulted for them to clinch the Hall of Fame Award for Outstanding Achievement as consistent First Place Winner for Three consecutive years in the implementation of Documented Streamlined Procedures in the issuance of Mayor’ Permit;

WHEREAS, with their strong drive to meet their objectives, the number of registered business establishments grew from 4,985in 2007 to 6,340 in 2010; revenues from business taxes and fees have also increased from PhP67 Million in 2007 to Php91 Million in 2010;

WHEREAS, the Olongapo City Business One Stop Shop has shown an exemplary performance with should serve as a model and inspiration to the whole City Government Organization;

WHEREAS, the combined efforts of the Aforesaid offices, resulted to additional projects being implemented for the constituents of Olongapo City through its HELPS program initiated by the present administration of Honorable City Mayor James Gordon, Jr. ;

NOW, THEREFORE, on motion of the City Councilor James G. Delos Reyes, with the unanimous accord of the Members of the Sangguniang Panlugsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to commend, as it hereby commends the business One Stop Shop for an exemplary performance as hall of Fame Award in Streamlined Procedures in the Issuance of Mayor’s Permit;

A RESOLUTION REITERATING OLONGAPO CITY’S REQUEST TO THE SUBIC BAY METROPOLITAN AUTHORITY TO ASSIST BY THE WAY OF ALLOCATING FUNDS OR EQUIPMENT IN THE DREDGING OF CHANNELS AND RIVERS SHARED BY OLONGAPO CITY AND SUBIC BAY FREEPORT AS PER RESOLUTION NO. 47, SERIES OF 2010

WHEREAS, the City Government recognized the danger brought about by clogged and polluted waterways and there is, in fact, an urgent need to dredge and revive Olongapo waterways to prevent massive flooding, polluted beaches, and scarcity of clean water both in the city and Subic Bay Freeport;

WHEREAS, the industrialization and reclamation by the SBMA and its locators contributed in the clogging and pollution of the city’s rivers and bay;

WHEREAS, the city government in its vigorous campaign to protect and maintain its rivers and channels through continuous implementation of dredging operations, sees the need for SBMA, who shared rivers and channels with Olongapo, to assist by way of allocating more or less Thirty Million Pesos (PhP30M) or needed equipment for the immediate de-clogging of rivers and channels shared by Olongapo City and Subic Bay Freeport;

NOW, THEREFORE, on motion of City Councilor Eduardo J. Piano, with the unanimous accord of the Members of the Sangguininag Panlumgsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to reiterate, as it is hereby reiterates its request to SBMA to Assist by way of Allocating Funds For equipment in the dredging of channels and rivers shared by Olongapo City and Subic Bay Freeport as per Resolution No. 47 Series of 2010.

RESOLUTION NO. 56

A RESOLUTION REITERATING OLONGAPO CITY’S REQUEST TO THE SUBIC BAY METROPOLITAN AUTHORITY (SBMA) TO CONSTRUCT A JETTY/BREAKWATER OR OTHER SIMILAR STRUCTURE TO PREVENT CLOGGING AT THE MOUTH OF KALAKLAN RIVER AS PER RESOLUTION NO. 44, SERIES OF 2010

WHEREAS, the Olongapo City Government acquired a dredging machine last year for the de-clogging of Olongapo City waterways and started to dredge the Kalaklan River;

WHEREAS, dredging, desilting, declogging operations have since been undertaken at various waterways of the city;

WHEREAS, the dredging of Kalaklan River is rendered futile because Subic Bay’s natural flow causes the sand to build up at the mouth of Kalaklan River which was aggravated by the reclamation project at Moonbay Marina.

WHEREAS, a study conducted by experts in flood control suggests that a jetty/breakwater or other similar structure must be constructed at both sides of Kalaklan River to prevent clogging at the mouth of Kalaklan River;

WHEREAS, the City Government of Olongapo thru the CDF of Senator Richard Gordon had completed the jetty construction at its side and requested SBMA to construct a similar structure on their side as part of their social responsibility.

WHEREAS, the recent flooding were unprecedented in the history of the city and flood experts conclude that the Moonbay Marina Project which Olongapo strongly opposed, contributed in such massive flooding. Furthermore, such project is devoid of Environmental Compliance Certificate (ECC) and Environmental Impact Statement and has not been approved by DENR, and therefore must implement required mitigating measures;

WHEREAS, the City Government thru the City Council deems it necessary to reiterate that SBMA construct a jetty/breakwater or other similar structure at their side at the mouth of Kalaklan river;

NOW, THEREFORE, on motion of City Councilor Eduardo J. Piano, with the unanimous accord of the Members of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to reiterate, as it hereby reiterates Olongapo City’s Request to the Subic Bay Metropolitan Authority (SBMA) to contruct a jetty/breakwater or other similar structure to prevent clogging at the mouth of Kalaklan River as per Resolution no. 44, Series of 2010.
