WHEREAS, Section 13 of the Philippine Constitution states, “The State recognizes the vital role of the youth in nation building and shall promote and protect their physical, moral, spiritual, intellectual and social well-being. It shall inculcate in the youth patriotism and nationalism and encourage their involvement in public and civic affairs.”;

WHEREAS, Section 16 of Republic Act 7160 otherwise known as the Local Government Code provides that every local government within their respective jurisdictions shall ensure and promote health and safety likewise preserve the comfort and convenience of the inhabitants;

WHEREAS, to provide necessary health facilities to the basic educational institutions shall be of great help to developing and nurturing the youth as future leaders of this nation;

NOW, THEREFORE, on motion of City Councilor Gina Gulanes-Perez with unanimous accord of the Members of the Sangguniang Panlungsod present;

RESOLVED, AS IT HEREBY RESOLVED by the members of the Sangguniang Panlungsod in session assembled to enact the following ordinance:

ORDINANCE NO. 38
(Series of 2009)

AN ORDINANCE STRENGTHENING CLINICS IN PUBLIC ELEMENTARY AND SECONDARY SCHOOLS IN OLONGAPO CITY

BE IT ORDAINED, BY THE SANGGUNIANG PANLUNGSOD IN SESSION ASSEMBLED, THAT:

SECTION 1. Rationale. This ordinance aspires to enhance the Department of Education and the Olongapo City Government’s current program for the community specifically the children and youth in public academic institutions. There shall be the re-establishment of venues which shall provide the necessary services in systematic monitoring of the children’s physical condition, teaching of health, likewise providing quick response in emergency cases on the students’ day to day activities in school.

SECTION 2. Definition of Terms.

a. Clinic – An area manned by medical personnel who aims to deliver first aid and other health related services to the school populace.
b. Division Clinic – The focal clinic mandated by Department of Education to oversee all health and nutrition related- programs in the public schools.
c. Division Health and Nutrition Personnel – registered dentist and nurses employed on a permanent status by the Department of Education, assigned in the Division Office to perform dental and nursing functions to oversee the implementation of the health and nutrition programs in the public elementary and secondary schools.
d. Nurse – A registered nurse who shall serve in school premises. The nurse can be on a volunteer basis or directly hired. The volunteer nurse may be sourced from James L. Gordon Memorial Hospital or at any Nursing School, who may serve on a rotation and regular basis.
e. Health Coordinator – A teacher duly trained by the Division Clinic who serves as a health provider in each school in addition to her teaching load. He/She shall assist the nurse and other personnel in performing daily functions.
f. Caregiver – Those graduates of Caregiver or Nursing Assistant courses.
g. Caregiver Students – Students who are officially undergoing their on the job training or practicum.
h. Nursing Students – Students who are officially undergoing their on the job training or practicum.
i. First Aid Kit – A set of medicines and equipment provided to each school clinic necessary in the delivery of first aid services to students and other school personnel.
j. Basic First Aid Training – A first aid training provided by the Philippine National Red Cross or any agency duly accredited by the government.
k. Health Teaching – An information dissemination drive like seminars and short term lectures conducted by the clinic personnel to equip the students with necessary health related knowledge in close coordination with the Department of Education and Olongapo City Health Office.

SECTION 3. Clinic. An area within the school campus, which is appropriate for giving first aid treatment and/or proper medication to students/pupils. The venue should be on a conspicuous place, well ventilated, with adequate space and equipped with sufficient first aid medicine, water and other clinical apparatus/equipment.

SECTION 4. Designation and Roles of Clinic Personnel.
Aside from the Department of Education’s Division Health and Nutrition Personnel and health coordinators assigned in each public school, there shall be other personnel to be deployed and appointed:

a. Nurse – At least one registered nurse, hired or volunteer, part time or full time, shall be designated per cluster or group of schools. He/She shall spearhead the provision of nursing services to the pupils and students like first aid, physical assessment and health teaching.
b. Caregiver and Nursing Students –They shall provide assistance to the school nurse in giving medical services to the pupils/students. Likewise, they shall collate all health related information and medical records of pupils/students upon the supervision of the Health Coordinator.
c. Health Coordinator – A teacher, who is trained with first aid and duly designated by the school principal, shall serve as the coordinator between the School Principal and Division Health and Nutrition personnel. He/She shall submit the summarized health report and medical records of pupils/students to the School Principal and Department of Education.

SECTION 5.

A. Responsibilities of the Clinic Personnel. The Clinic Personnel shall accomplish the following tasks:

a. Attend to the children who are in need of emergency health assistance like first aid, CPR, etc.;
b. Formulate the health program of all students in the school (physical assessment: weight monitoring, diet recommendation, wellness information and others);
c. In coordination with the Division Clinic of the Department of Education and City Health Office, carry out health teaching to pupils/students on schedules duly approved by the School Principal;
d. Document all necessary information or medical records and submit summarized monthly reports/recommendations to the school and Department of Education.

B. Responsibilities of the Division Clinic, City Health and Colleges.

a. The Department of Education through the Division Clinic – The Division Nurse shall be at the forefront of all activities in relation to the implementation of this program as well as the provision of specific guidelines for its effective implementation. Based on the regular summary report submitted by schools, the Division Nurse shall report and recommend any relevant measure to the Schools Division Superintendent. Subsequently, this information shall be forwarded to the City Health Office for information and analysis.
b. The City Government of Olongapo through the City Health – The City Health Officer shall assist the Division Clinic in the effective implementation of this Ordinance. He shall provide technical assistance like information and training to all concerned personnel in this program. The Philippine National Red Cross shall be encouraged to participate in providing the necessary training for the Clinic Personnel. The submitted reports from the Department of Education shall be carefully analyzed by the City Health Officer and submit its summary along with recommendations to the City Mayor.
c. Private Colleges through the Clinical Instructor/ Instructors – The representatives of colleges shall provide on the job trainees from their respective classes, monitor the attendance as well as the performance of the concerned students.

SECTION 6. Memorandum of Agreement. The City Government through the City Health Office and Department of Education shall enter into a tripartite agreement with the concerned educational institution. The clinic operation shall be both supervised by the Division Clinic and City Health Office with the assistance of volunteer personnel from different educational institutions who will be assigned to different campuses. Details of the arrangement shall be reflected on the MOA.

SECTION 7. Olongapo City Counterpart and Assistance. For the effective implementation of this Ordinance, the City Government through the Olongapo City Health Office and James L. Gordon Memorial Hospital, shall assist the Department of Education in acquiring volunteer personnel, designing of health monitoring programs for children and drafting of health teaching lectures.

SECTION 8. Source of Fund. The funding for medicines and clinic tools shall be provided to the public schools through the collaborative efforts of Department of Education, City Government of Olongapo or any Non Government Organization based on the needs and availability of funds. The School Administration may likewise assist the aforesaid agencies through revenue generating activities initiated by the Parents, Teachers Association (PTA) or from its canteen operation as mandated by Department of Education Order Number 8 series of 2007.

SECTION 9. Separability Clause. If for any reason, any provision, section or part of this ordinance is declared not valid by a court of competent jurisdiction or suspended or revoked such judgment shall not affect or impair the remaining provisions, sections or parts thereof, which shall remain or continue to be in full force and effect.

SECTION 10. Effectivity. This Ordinance shall take effect immediately upon approval.

Let copies of this Ordinance be furnished to Department of Education (DepEd), Parents, Teachers Association (PTA), City Health, James L. Gordon Memorial Hospital and Colleges offering medical related courses for their information and appropriate action.

WHEREAS, Article XII Section 12 of the Philippine Constitution provides that “The state shall promote the preferential use of Filipino labor, domestic materials and locally produced goods and adopt measures that help make them competitive”;

WHEREAS, the City of Olongapo and Subic Freeport have been frequented by tourists all around the country and the world as they boast of many wonderful natural and man-made destination sites;

WHEREAS, with the aforesaid booming local tourism industry comes the comprehensible reason of enhancing the present indigenous products and making them excellent in all angles;

NOW, THEREFORE, on motion of City Councilor Gina Gulanes-Perez, with the unanimous accord of the Members of the Sangguniang Panlungsod present,

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to enact the following ordinance:

ORDINANCE NO. 37
(Series of 2009)

AN ORDINANCE INSTITUTING THE OLONGAPO PRODUCT CENTER IN THE CITY, CREATING A POLICY MAKING BODY, ESTABLISHING A PROGRAM FOR THE SELECTION, QUALITY, PRESERVATION, PACKAGING AND PROMOTION OF AUTHENTIC LOCAL PRODUCTS

BE IT ORDAINED, BY THE SANGGUNIANG PANLUNGSOD IN SESSION ASSEMBLED, THAT:

SECTION 1. Title. This Ordinance shall be known as Gawang Gapo Product Center Ordinance.

SECTION 2. Objective. This program shall endeavour to boost economic activities among legitimate Olongapeňos, generate an opportunity for local products to emerge in the region as well as in the country, support the small enterprises likewise aspire for the advancement of the tourism industry by focusing on the superiority of products, souvenirs and goods starting from selection, preservation, packaging and promotion .

SECTION 3. Definition of Terms.

a. Accreditation – the process by which a local product meets the City’s standards and requirements through selection, quality, preservation and packaging.
b. Authentic – locally produced products where majority of the ingredients must be grown and/or found surrounding and within the territorial jurisdiction of the City.
c. Center – the venue of all programs related to Gawang Gapo products. This Center will strengthen livelihood programs specifically focusing on the skills of Olongapeños in creating authentic local products.
d. Board – a policy-making body which shall provide general guidelines and directives to the Livelihood Cooperative and Development Office as the technical working group of this program.
e. Gawang Gapo – any local product manufactured out of creativity of an Olongapeño declared through Accreditation justifying its authenticity.
f. Product Selection – the process by which a local product shall be carefully chosen taking note of potentiality, authenticity and excellence in both its external and internal qualities.
g. Product Quality – the process by which a local product shall be assessed on all its physical characteristics like taste, odor, color and others. A high degree of excellence shall be established subsequently to ensure market profitability.
h. Product Preservation – the process by which a product will be conserved on a longer duration of time on market and grocery shelves.
i. Product Packaging – the process by which a local product shall be wrapped adopting innovative and creative techniques while ensuring its cleanliness and proper preservation from packaging up to the market purchase.
j. Product Promotion – the process by which a local product shall be efficiently launched and advertised in the market.

SECTION 4. Creation of a Gawang Gapo Board.

A policy-making body known as “Gawang Gapo Board” shall be created which is empowered to formulate policies, plans and programs of the Gawang Gapo Product Center. The Local Chief Executive, as the Chairman of the Board, shall subsequently appoint the members of the Board through an Executive Order.

SECTION 5. Functions of the Board. The Board shall aim at accomplishing the following functions:

a. Design the over-all plans and programs of the Gawang Gapo Product Center.
b. Formulate general guidelines for the selection, accreditation, preservation, packaging and promotion of local quality products upon the recommendation of the technical working group.
c. Evaluate and study proposals in relation to the Gawang Gapo products and approve the effective ones after identifying the timeliness of its necessity.
d. Perform other related functions as identified by the Chairman of the Board.

SECTION 6. Gawang Gapo Product Center. A place where transactions of business and activities for all Gawang Gapo Products shall take place. From the present organizational structure of the City, the City Livelihood and Cooperative Development Office (CLCDO) as mandated under City Ordinance Number 50 Series of 2005 shall serve as the Technical Working Group (TWG) of the Gawang Gapo Center. The CLCDO shall also serve as the lead agency in the implementation of the policies, plans and programs promulgated by the Board and shall oversee the operation and supervision of the Center.

SECTION 7. Technical Working Group. All employees under the City Livelihood and Cooperative Development Office shall be part of the Group. Aside from its regular functions, the following functions shall be enforced:

a. Implement the over all plans and programs designed by the Gawang Gapo Board.
b. Execute the duly approved guidelines on product accreditation, selection, preservation, packaging and promotion of local products in close coordination with the DTI.
c. Propose to the Board other relevant measures which will be necessary in the effective implementation of this program.
SECTION 8. Product Accreditation. Local Products shall undergo an evaluation following the standards and requirements set forth by the City Government through the Gawang Gapo Product Center. Accreditation is the over-all assessment of the product after selection process which includes quality, preservation and packaging. Aside from the Mayor’s Permit, registration documents with the appropriate agencies (like DTI, DOLE, or CDA, etc) must be available.
SECTION 9. Product Selection. All existing Olongapo products shall be screened by the Gawang Gapo Center and recommend the same to the board for its approval.

SECTION 10. Product Quality and Preservation. In close coordination with the Department of Trade and Industry, the Center shall establish standards in assuring quality and preservation of the chosen local products. The Gawang Gapo Product manufacturers shall eventually apply to the Bureau of Food and Drugs (BFAD) for the certification of their products’ cleanliness and product value, if applicable.

SECTION 11. Product Packaging. The Center shall spearhead the packaging of the certified authentic Olongapo products which shall undergo research to enhance its physical characteristics like color, shape, container and others in coordination with Product Development and Design Center of the Philippines (PDDCP) of DTI and Packaging Research and Development Center (PRDC) of DOST. All products shall contain the Gawang Gapo seal, duly registered at the Intellectual Property Office. The label should contain the ingredients, expiry date, name and address of the company and website, should there be any.

SECTION 12. Product Promotion. All Gawang Gapo Products shall be strategically placed in the local market. All grocery outlets and supermarkets in Olongapo City shall be enjoined and/or encouraged to assign an area for the Gawang Gapo Products and hotels, restaurants and other tourism-related establishments shall be encouraged to carry out the same. Pasalubong Centers shall be established in all public markets, transportation terminals and other appropriate locations as maybe determined by the Center. Parallel promotion programs shall be conducted in other provinces or regions.

Aside from participating in different trade fairs, the Center shall organize an Annual Gawang Gapo Trade Fair for further product exposure. Moreover, all local media organizations shall assist in the promotion of Gawang Gapo Products through public service announcements. Once the Gawang Gapo Products have proven its success in the local market, the Center shall execute plans to penetrate other provinces or regions.

SECTION 13. Roles of Accredited Gawang Gapo Product Enterpreneurs. All local products that passed the established standards and in due course marked with the Gawang Gapo Seal, shall perform the following roles:

a. Persevere on strictly following the standards of local quality products.
b. Continuously strive for product improvement and excellence.
c. Provide employment to Olongapeños through this livelihood program.
d. Participate in all activities spearheaded and joined by the Center.
e. Renew product accreditation every year.

SECTION 14. Incentives of Accredited Gawang Gapo Product Enterpreneurs. All accredited local product enterpreneurs shall be provided with tax incentives, financial assistance, promotion and other benefits duly approved by the Board.

SECTION 15. Budgetary Requirement. For the effective implementation of this Ordinance, any budget appropriation required in connection with the plans and programs of the said Center shall be subsequently determined by the Chairman of the Board upon availability of resources.

SECTION 16. Miscellaneous Provisions. Copies of this Ordinance shall be provided to the seventeen Barangays, Non-Government Organizations, Metro Olongapo Chamber of Commerce, Olongapo City Tourism Council, SMED Council, Department of Trade and Industry, local bus terminals and the local media for information and appropriate action.

RESOLUTION NO. 182
(Series of 2009)

A RESOLUTION APPROVING THE ISSUANCE OF A NOTICE OF AWARD OF THE LONG-TERM LEASE OF THE CITY MALL TO SM PRIME HOLDINGS, INC. AND AUTHORIZING THE CITY MAYOR TO ENTER INTO A CONTRACT OF LEASE PURSUANT THERETO


WHEREAS, pursuant to Sangguniang Panlungsod Resolution No. 54, Series of 2008, it was recognized that there is a need to rationalize the utilization of the Olongapo City Mall (OCM) through a long-term lease, with an adjunct retirement of loan obligations relative thereto, which would consequently result in greater leeway for more socio-economic projects which will ultimately benefit the people of Olongapo;

WHEREAS, pursuant to Sangguniang Panlungsod Resolution No. 79, Series of 2009, a streamlined process was instituted to ensure that efficiency and an investment conducive mechanism would be in place, and in conjunction thereto, granting authority to the City Mayor to negotiate and enter into a long-term lease contract over the OCM with a person or entity qualified under legal processes and compliant with pertinent legal requirements;

WHEREAS, pursuant to Sangguniang Panlungsod Resolution No. 114, Series of 2009, an initial Terms of Reference (TOR) was devised to ensure that the terms and conditions of any long-term lease of the OCM would be to the best interests of the people of Olongapo;

WHEREAS, after the formulation of the TOR, no long-term lease of the OCM was ever realized for want of qualified bidders;

WHEREAS, pursuant to Sangguniang Panlungsod Resolution No. 158, Series of 2009, the initial TOR under Sangguniang Panlungsod Resolution No. 114, Series of 2009 was superseded/repealed, in order to ensure that only the best possible terms and conditions would be secured for the greater good and welfare of the local community, while maintaining flexibility compliant with pertinent laws;

WHEREAS, on 22 October 2009, SM PRIME HOLDINGS, INC., a well-known and respected real estate developer and retailer, with a cumulative project cost investment in the entire country of TWENTY BILLION PESOS (PhP20,000,000,000) submitted an unsolicited proposal for the long-term lease of the OCM, proposing the terms: (a) a proposed lease period of twenty five years (25) renewable for another twenty five (25) years; (b) assumption of the city’s obligations with the Development Bank of the Philippines (DBP) and the Land Bank of the Philippines (LBP) amounting to PhP112,612,308.00; (c) submission of a performance bond equivalent to an amount to be determined within the range of five to ten percent (5%-10%) of the overall present value of the desired lease agreement; and (c) shouldering the entire redevelopment costs of the OCM;

WHEREAS, pursuant to Sangguniang Panlungsod Resolution No. 162, Series of 2009, the unsolicited proposal of SM Prime Holdings, Inc. was accepted by the City Council, and the Competitive/Swiss Challenge method was adopted as the legal mode of awarding the long-term lease contract of the OCM, as sanctioned under Commission on Audit Decision No. 2009-064 (20 July 2009), jurisprudence and the Department of Justice Opinion No. 93, (Series of 2000), and which resolution was promulgated an initial positive review by the City’s Appraisal and Finance Committees, but which acceptance served as a go-signal for more negotiations between the City and the potential lessor;

WHEREAS, pursuant to Sangguniang Panlungsod Resolution No. 169, Series of 2009, the “Joint Recommendation of the Negotiation Team of the City and SM Prime Holdings, Inc.” relative to the long-term lease of the OCM was approved, subject to pertinent legal mandates;

WHEREAS, pursuant to Sangguniang Panlungsod Resolution No. 170, Series of 2009, to ensure transparency and competitiveness in the process of awarding of the long-term lease of the OCM, aside from confirming the negotiations between the City and SM Prime Holdings, Inc., the Terms of Reference (TOR), Guidelines and Schedule of Activities Relative to the Competitive/Swiss Mode Challenge was approved to clearly outline the procedures and requirements involved;

WHEREAS, the unsolicited proposal of SM Prime Holdings was made open to public challenge, through publication on Malaya, a newspaper of general circulation, and through public postings in conspicuous places, all announcing a public invitation for comparative lease proposals for the OCM and clearly outlining the timeline for the Competitive/Swiss Challenge which set until November 16, 2009 for, among others, the submission of a letter of intent to present a comparative challenge which is a condition precedent for the presentation of a comparative proposal;

WHEREAS, the period of submission for a condition precedent requisite letter of intent to present a competitive challenge lapsed without any other person or entity, legally qualified and compliant with legal mandates, making any submissions;

WHEREAS, pursuant to the Competitive/Swiss Challenge Mode, after the proponent SM Prime Holdings has taken the initiative to present an unsolicited proposal and the risk of redeveloping the OCM, together with the assumption of its appurtenant loan obligations, and which proposal is not prevailed upon by a more competitive proposal, a Notice of Award follows as a matter of course, to award the contract for the long-term lease of the OCM to SM Prime Holdings, Inc.;

NOW, THEREFORE, on motion of City Councilor Edwin J. Piano, with the majority decision of the Members of the Sangguniang Panlungsod present;


RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled to approve as it hereby approves the issuance of a notice of award of the long –term lease of the City Mall to SM Prime Holdings, Inc. and authorizing the City Mayor to enter into a contract of lease pursuant thereto.

TO SIGN AND ENTER INTO A MEMORANDUM OF UNDERSTANDING (MOU) FOR AND IN BEHALF OF BARANGAYS GORDON HEIGHTS AND WEST BAJAC-BAJAC, OLONGAPO CITY WITH THE WOMEN’S EDUCATION, DEVELOPMENT, PRODUCTIVITY AND RESEARCH ORGANIZATION (WEDPRO, INC.) BUKLOD CENTER, INC. FOR THE PROJECT, PRIVATE AND PUBLIC FACES OF VIOLENCE AGAINST WOMEN : ADDRESSING DOMESTIC VIOLENCE AND TRAFFICKING IN THE URBAN POOR COMMUNITIES OF ANGELES CITY AND OLONGAPO CITY

WHEREAS, the Women’s Education, Development, Productivity And Research Organization (WeDpro, Inc.) with its local arm, the Buklod Center, Inc., known to have launched the “Legislative Executive Bases Council (LEBC) Comprehensive Bases Conversion Program,” produced a milestone action report called “ The Technical Report on the Bases Conversion Program for Women in the Cities of Angeles and Olongapo. This addressed the socio-economic plight of women in the prostitution systems in the former US military facilities in Clark Air Base and Subic Naval Base, and developed alternative programs for the women after the bases left in 1991;

WHEREAS, today the WeDpro and the Buklod Center, Inc. serve as a dynamic
catalyst within the women’s movements and other social movements working for people-oriented, gender-fair programs and services that ensures women’s empowerment;

WHEREAS, through the Buklod Center, Inc., WeDpro jumpstarts another project entitled “Private And Public Faces Of Violence Against Women: Addressing Domestic Violence And Trafficking In The Urban Poor Communities Of Angeles City And Olongapo City”, aimed at assisting local governments and selected barangays in their jurisdiction to strengthen their governance and place their focus on human rights, its protection and safekeeping
specially to those who are vulnerable to violence, abuse and trafficking;

WHEREAS, this benchmark will not be possible without the auspices of the City’s leadership and the cooperation of the barangay councils of West Bajac-Bajac and Gordon Heights in the conduct of the said study, training and workshop right there at the said communities;

WHEREAS, it is in the best interest of the City that an authority be given to the City Mayor for and in behalf of the said barangays to enter into an agreement with the aforesaid agency;

NOW, THEREFORE, on motion of City Councilor Elena C. Dabu, with the unanimous accord of the Members of the Sangguniang Panlungsod present,

A RESOLUTION AUTHORIZING THE CITY MAYOR, HONORABLE JAMES GORDON, JR. TO ENTER INTO A MEMORANDUM OF AGREEMENT (MOA) FOR AND IN BEHALF OF OLONGAPO CITY WITH THE DEPARTMENT OF SOCIAL WELFARE AND DEVELOPMENT (DSWD) REPRESENTED BY ITS SECRETARY, HONORABLE ESPERANZA I. CABRAL FOR THE PANTAWID PAMILYANG PILIPINO PROGRAM (4PS)

WHEREAS, Olongapo City braces its people from the lingering effects of global crisis through its close coordination with national programs on poverty alleviation, one of which is the Pantawid Pamilyang Pilipino Program or the Four Ps spearheaded by the Department of Social Welfare and Development (DSWD) and the Office of President Gloria Macapagal-Arroyo;

WHEREAS, the Four Ps urges local government units to comply with the conditions of the program to provide basic facilities and supplies for health, like vaccines and family planning services, and education. Under the program, a family beneficiary with maximum of three children will receive a cash grant package composed of a monthly allowance for the family, a monthly allotment for nutrition and health expenses, and monthly educational monetary support per child;

WHEREAS, for beneficiaries to avail of the said cash grants, they have to comply with certain conditions such as the assurance from the parents that their children attend school at least 85 percent of the time and receive vaccinations and health care;

WHEREAS, the City sees that this program will greatly benefit the poorest of the poor in the City and deems that an agreement with the DSWD be forged so that this program will be implemented the soonest possible time;

NOW, THEREFORE, on motion of City Councilor Elena C. Dabu, with the unanimous accord of the Members of the Sangguniang Panlungsod present,


RESOLVED AS IT IS HEREBY RESOLVED, by the Members of the Sangguniang Panlungsod in session assembled, to authorize, as it hereby authorizes the City Mayor, Honorable James Gordon, Jr. to enter into a Memorandum of Agreement (MOA) for and in behalf of Olongapo City with the Department of Social Welfare and Development (DSWD) represented by its Secretary, Honorable Esperanza I. WHEREAS, Sangguniang Panlungsod has passed Ordinance No. 02, Series of 2008 providing for the Computerization of all Ordinances and Resolutions enacted and adopted respectively by the previous to the present Sangguniang Panlungsod in line with the Computer Modernization program of the City of Olongapo;

WHEREAS, the Legislative Information System project is in its final phase and to realize its purpose of providing fast and efficient exchange of information and other worthwhile purposes, the council finds it necessary to share and allow access to the system by the officers and members of Sanggunian Panlungsod, City Planning Office, Mayor’s Office , Department Heads and other pertinent offices;

NOW, THEREFORE, on motion of City Councilor Edwin J. Piano, with the unanimous accord of the Members of the Sangguniang Panlungsod present;
