A RESOLUTION AUTHORIZING THE CITY MAYOR HON. JAMES GORDON, JR. TO ENTER INTO A MEMORANDUM OF AGREEMENT WITH THE NATIONAL ECONOMIC & DEVELOPMENT AUTHORITY (NEDA), REGIONAL OFFICE III FOR TECHNICAL ASSISTANCE/SERVICES ON THE UPDATING OF THE CITY’S COMPREHENSIVE LAND AND WATER USE PLAN AND CITY DEVELOPMENT PLAN

WHEREAS, Sections 106 and 109 of Republic Act No. 7160 otherwise known as the Local Government Code of 1991 mandate all municipalities and cities to prepare their comprehensive multi-sectoral socio-economic development plans and policies;

WHEREAS, Executive Order No. 841, series of 2009 was issued directing all local chief executives and local development councils to immediately revisit/reformulate/formulate their respective Comprehensive Land Use Plans, identifying for the purpose the areas for socialize housing and resettlement relocation;

WHEREAS, the city’s current Comprehensive Land Use Plan (CLUP) covers the period of 2011 – 2010 and the City Development Plan (CDP) is for 2000 - 2010;

WHEREAS, to make the city’s CLUP and CDP more attuned to the current and future needs and development, there is a need to revisit and update the mentioned plans with the incorporation of water use plan;

WHEREAS, in the formulation of the Comprehensive Land and Water Use Plans (CLWUPs) and CDPs, the city may seek the assistance of any field office of National Government Agencies (NGASs)

WHEREAS, the City of Olongapo sought the assistance of the National Economic and Development Authority, Regional Office III (NEDA-RO III) as its Agency-Partner in the updating of its CLWUP and CDP;

WHEREAS, the City is willing and shall provide the necessary technical, financial and administrative support to realize the updating of its CLWUP and CDP;

WHEREAS, NEDA – RO III agrees to provide the requisite services and expertise necessary in the updating of the CLWUP and CDP for the City of Olongapo;

NOW, THEREFORE, on motion of City Councilor Gina Gulanes-Perez with the unanimous accord of the Members of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to authorize, as it hereby authorizes the City Mayor Hon. James Gordon, Jr. to enter into a Memorandum of Agreement (MOA) with the National Economic and Development Authority (NEDA), Regional Office III for technical assistance/services on the updating of the Comprehensive Land and Water Use Plan and City Development Plan of the City of Olongapo.

A RESOLUTION AUTHORIZING THE CITY MAYOR TO ENTER INTO A MEMORANDUM OF AGREEMENT (MOA) WITH THE DEPARTMENT OF THE INTERIOR AND LOCAL GOVERNMENT (DILG) THROUGH THE BUREAU OF LOCAL GOVERNMENT DEVELOPMENT (BLGD) AND COMMUNITY BASED MONITORING SYSTEM (CBMS) NETWORK COORDINATING TEAM OF ANGELO KING INSTITUTE OF ECONOMIC AND BUSINESS STUDIES REGARDING THE COMMUNITY BASED MONITORING SYSTEM (CBMS)

WHEREAS, the Department of the Interior and Local Government through the Bureau of Local Government Development (BLGD) is the office primarily responsible for the implementation of the Millennium Development Goals (MDG) localization, and for the capacity building of local government units on poverty diagnosis and planning using CBMS and its institutionalization at the local level;

WHEREAS, the CBMS Network Coordinating Team of the Angelo King Institute for Economic and Business Studies, Dela Salle University, Manila is a group of researchers and policy analysts, under the Poverty and Economic Policy Network;

WHEREAS, the City Government of Olongapo through its City Planning and Development Office (CPDO) requested for technical assistance from the Community Based Monitoring System as a planning and monitoring tool at the city level;

NOW, THEREFORE, on motion of City Councilor Eduardo J. Piano with the unanimous accord of the Members of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to authorize, as it hereby authorizes the City Mayor James Gordon, Jr. to enter into a Memorandum of Agreement (MOA) with the Department of the Interior and Local Government (DILG) through the Bureau of Local Government Development (BLGD) and Community Based Monitoring System (CBMS) Network Coordinating Team of Angelo King Institute of Economic and Business Studies regarding the Community Based Monitoring System (CBMS).
