A RESOLUTION OPPOSING THE
APPLICATION OF RINCONADA BROADCASTING CORPORATION FOR THE
ISSUANCE OF A CERTIFICATE OF PUBLIC CONVENIENCE (CPC) TO INSTALL, OPERATE AND MAINTAIN A UHF TELEVISION BROADCAST STATION IN
OLONGAPO CITY, ZAMBALES
WHEREAS, at present there are three (3)
FM Radio Stations (DWOK, DWSL, DWSB) operating in Olongapo City, two (2) AM
Radio Stations (DWGO and DWHL) and two
(2) TV Stations (MyCable TV Service Provider and SBC TV 22) . Moreover, the
City also receives the radio frequencies of other AM and FM stations as well as
the signals of other television stations from other parts of the country;
WHEREAS, the said radio and television
stations are under privately-owned corporate media that invested and gave
support to the endeavors of the city despite the difficult times, barely making
a profit;
WHEREAS, with the application of Rinconada
Broadcasting Corporation to operate and maintain a UHF Television Broadcast
station in the city, filed at the National Telecommunications Commission,
another media station will be in competition with the existing media facilities
servicing the City where at the current time are suffering from economic pinch
due to global financial crisis, high cost of operation, maintenance and the
meager advertising market to depend on;
WHEREAS, while the city appreciates the
good intention of Rinconada Broadcasting Corporation to set up a UHF TV station
in the city, the City Government of Olongapo find it logical to oppose the
application at this time due to its foreseen better financial viability which
may negatively affect even the existing radio stations. However, this does not
prevent them from submitting another application in the future when the
over-all state of businesses situation becomes conducive to accepting
additional media stations in the city and all required documents are ready for
presentation;

NOW, THEREFORE, on motion of City Councilor
Benjamin G. Cajudo II, with the unanimous accord of the Members of the
Sangguniang Panlungsod present,
RESOLVED, AS IT
HEREBY RESOLVED,
by the Sangguniang Panlungsod in session assembled, to oppose, as it hereby
opposes the application of Rinconada Broadcasting Corporation for the issuance
of a Certificate of Public Convenience (CPC) to install, operate and maintain a
UHF TV Station in Olongapo City, Zambales.
Let
copies of this Resolution be furnished the National Telecommunications
Commission and the Rinconada Broadcasting Corporation for their information and
record.
