Senate passes bill banning all forms of child pornography

The Senate unanimously passed on third reading Monday a bill making unlawful all forms of child pornography, including those on the Internet, and providing stiff penalties on violators.

Senate Bill No.2317, principally authored by Sen. Maria Ana Consuelo “Jamby” Madrigal, seeks to impose penalty ranging from six to 12 years in prison and a maximum fine of P2 million for violators.

The measure still needs a concurrent approval by the House of Representatives before it could finally become a law.

WHEREAS, there is a need to optimize the economic potential of the Olongapo City Mall;

WHEREAS, current best practices point to government endeavors that help conserve its resources while generating revenues;

WHEREAS, leasing out the Olongapo City Mall achieves the foregoing purpose;

NOW, THEREFORE, on motion of Councilor Angelito W. Baloy co-sponsored by Councilors John Carlos G. delos Reyes, Rodel S. Cerezo, Edwin J. Piano, Aquilino Y. Cortez, Jr., Anselmo A. Aquino, Elena C. WHEREAS, the City Council unanimously passed Resolution No. 143, Series of 2008 authorizing the Honorable City Mayor James Gordon, Jr. to enter into a Memorandum of Agreement (MOA) by and between the City Government of Olongapo and the Rotary Club of Makati represented by Federico S. Borromeo, Jr. for the implementation of the Feeding Hope Program at the Iram Resettlement Area in Barangay New Cabalan, Olongapo City;

WHEREAS, it is deemed necessary to ratify the said Memorandum of Agreement (MOA) to herald its execution;

A RESOLUTION REQUESTING THE SECRETARY, DEPARTMENT OF ENVIRONMENT AND NATURAL RESOURCES (DENR) THRU THE ADMINISTRATOR OF THE NATIONAL MAPPING AND RESOURCE INFORMATION AUTHORITY (NAMRIA) TO APPROVE THE PROPOSED LAND CLASSIFICATION PROJECT NO. 13-J COVERING THE REMAINING UNCLASSIFIED PUBLIC FOREST LOCATED IN THE CITY OF OLONGAPO

WHEREAS, the area of 146.73 hectares of land in the City of Olongapo are still under the category of “unclassified public forest” although the same are already occupied, developed and improved

WHEREAS, the classification of these areas particularly those located in Barangay Old and New Cabalan into agricultural land (alienable and disposable) will boost the social and economic stability of the recipient community;

WHEREAS, the said areas are covered by the Proposed Land Classification Project No. 13-J;

NOW, THEREFORE, on motion of Councilor Aquilino Y. Cortez, Jr. with the unanimous accord of the Members of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to request, as it hereby requests the Secretary, Department of Environment and Natural Reources (DENR) thru the Administrator of the National Mapping and Resource Information Authority (NAMRIA) to approve the proposed Land Classification Project No. 13-J covering the remaining Unclassified Public Forest located in the City of Olongapo.

WHEREAS, City Government of Olongapo’s primary industry is tourism thus it aims to ensure the safety of foreign and local tourists who wish to explore the beauty of Olongapo;

WHEREAS, the Philippine National Police, Olongapo City Police Office and the City Government have joined forces to organize a group of Tourist Police who shall be identified as protectors of foreign and local tourists in all means;

WHEREAS, Tourism Industry recently launched the newly organized group of Tourist Police to undertake the official function as stated;

WHEREAS, utilization of Tourist Information Center in Barretto as a Tourist Police Central Command Post is ideal due to its strategic location;

NOW, THEREFORE, on motion of Councilor Jonathan G. Manalo, co-sponsored by John Carlos G. delos Reyes, Rodel S. Cerezo, Edwin J. Piano, Angelito W. Baloy, Aquilino Y. Cortez, Jr., Anselmo A. Aquino, Elena C. Dabu, Carlito A. Baloy and Cheenee F. Hoya, with the accord of the Members of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled to authorize, as it hereby authorizes the Honorable City Mayor James Gordon, Jr. to sign and enter into a Memorandum of Agreement (MOA) for and in behalf of the City Government of Olongapo with the Philippine National Police, Olongapo City Police Office represented by its City Director, Abelardo P. Villarcorta regarding the utilization of Tourist information Center in Barretto as Tourist Police Central Command Post.
