RESOLUTION NO. 217

A RESOLUTION AUTHORIZING THE CITY MAYOR TO ENTER INTO A MEMORANDUM OF AGREEMENT WITH THE PHILIPPINE-AUSTRALIAN LAND ADMINISTRATION AND MANAGEMENT PROJECT 2 (PA-LAMP2) TECHNICAL ASSISTANCE TEAM RELATIVE TO THE GRANT AWARDED TO THE CITY UNDER THE INNOVATION SUPPORT FUND OF THE LAND ADMINISTRATION AND MANAGEMENT PROJECT PHASE 2 (LAMP2) FUNDED BY THE AUSTRALIAN AGENCY FOR INTERNATIONAL DEVELOPMENT (AUSAID)


WHEREAS, the Land Administration and Management (LAM) program is a 15-20 year program which aims to accelerate the process of land administration and land management reform and support the progressive expansion of tenure security and the adoption of approved property valuation standards and procedures through sustainable partnership agreements;

WHEREAS, the Innovation Support Fund (ISF) is a A$1.5 Million grant fund, the objective of which is to encourage provinces and cities to become actively engaged in initiating processes of LAM reform and improved service delivery in their specific areas and expected to encourage LGUs in adopting LAM reform to foster innovation in a competitive manner;

WHEREAS, Olongapo City is among the ten (10) Local Government Units that applied for grant with the Innovation Support Fund (ISF) under the LAMP2;

WHEREAS, ISF grant award committee has awarded to Olongapo City the grant as the first LGU (pioneer) under the ISF-LAMP2;

WHEREAS, a grant agreement shall be formalized and signed between the City and the PA-LAMP2 Technical Assistance Team;

WHEREAS, the ISF grant agreement shall include all responsibilities, financial and resources commitments, administrative and fund accountabilities, reporting and monitoring arrangements for the grant award;

NOW, THEREFORE, on motion of Councilor Cynthia G. Cajudo, with the unanimous accord of the Members of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to authorize, as it hereby authorizes the City Mayor to enter into a Memorandum of Agreement with the Philippine-Australian Land Administration and Management Project 2 (PA-LAMP2) Technical Assistance Team relative to the grant awarded to the City under the Innovation Support Fund of the Land Administration and Management Project Phase 2 (LAMP2) funded by the Australian Agency for International Development (AusAID)

RESOLUTION NO. 216

A RESOLUTION EXPRESSING PROFOUND GRIEF FOR THE DEMISE OF ZENAIDA “ZENING” C. BERNARDINO AND CONDOLING
WITH HER BEREAVED FAMILY


WHEREAS, Mrs. Zenaida Dela Cruz Bernardino, former member of Pre-qualification Bids and Awards Committee (PBAC) and consultant of the Public Utilities Department (PUD), joined her Creator on November 17, 2006, at the age of 74;

WHEREAS, Mrs. Bernardino’s stint in the said departments was replete of her readiness to do the smallest and the largest tasks alike with utmost willingness and cheerfulness;

WHEREAS, as one of the volunteers who took pains to protect and preserve the former U.S. Naval Base, Mrs. Bernardino’s name was not only engraved on the Volunteers’ Wall but her humble contribution was also etched on the hearts of the lives she touched;

WHEREAS, her talent, wit, character and experience earned her the trust and confidence of former SBMA Chairman and now Senator Richard J. Gordon that she was commissioned to manage the operations of the SBMA Hotel and Consultant of the SBMA Training Center;

WHEREAS, with a meritorious track record enriched by her robust experiences, she was eyed to be a member of the City’s Pre-Qualification, Bids and Awards Committee (PBAC), consultant of the Public Utilities Department and the Chairperson of the Balikatan Ladies of Olongapo Movement (BLOOM) Cooperative;

WHEREAS, as a mother of six, Ate Zening had nourished her family with unconditional love and filled their hearts with value-laden principles she exemplified in words and in deed. She was an ordinary mother who exhibited extraordinary grace;

WHEREAS, her children recall of her prevailing faith to the Almighty that even her ailing body did not stop her vigorous confidence in enriching her relationship with God and her family;

WHEREAS, the City Government of Olongapo joins the Bernardino Family in this moment of grief for having lost a partner and a friend;

NOW, THEREFORE, with the unanimous accord of the Members of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to express, as it hereby expresses profound grief for the demise of Zenaida “Zening” C. Bernardino and condoling with her bereaved family.

Let a copy of this Resolution be furnished the bereaved family of Zenaida “Zening” C. Bernardino for their information and record.

A RESOLUTION AUTHORIZING THE CITY MAYOR TO SEARCH AND COMMISSION FOR AN ORGANIZATION/INDIVIDUAL TO CONDUCT
A STUDY OF THE OLONGAPO CITY TRAFFIC SYSTEM


WHEREAS, Olongapo being a highly urbanized city, with its rising population and heavy influx of motorists plus the existence of narrow road networks, vehicular traffic is becoming heavier, giving rise to the problems of congestion at certain areas;

WHEREAS, in trying to find solution to the rising problems regarding traffic, the city government through the Traffic Management and Public Safety Office, has conducted numerous experimentations in order to ease-up the traffic situation in the city;

WHEREAS, it is deemed proper that the capability and expertise of an organization/individual be sought to conduct an in-dept study and research on the said problem;

NOW, THEREFORE, on motion of Councilor Brian Patrick H. Gordon co-sponsored by Councilors Cynthia G. Cajudo and Marey Beth D. Marzan, with the majority decision of the Members of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to authorize, as it hereby authorizes the City Mayor to Search and Commission for an Organization/Individual to conduct a study of the Olongapo City Traffic System.

“A RESOLUTION ENCOURAGING DEPED TO CONDUCT ORATORICAL CONTEST TO COMMEMORATE AND PROMOTE OLONGAPO CITYS’ HISTORY”


WHEREAS, in line with the celebration of the scouting month, the James L. Gordon Council conducted a turn-over of Boy and Girl officials coming from the different schools in Olongapo City to gain the experience of performing the regular functions of City Officials as well as key positions in the City Government for one (1) day under the supervision of their counterparts;

WHEREAS, responding to the needs and concerns of the youth the boy and girl officials deemed it proper to pass resolutions that they think are relevant during their sessions held last November 13, 2006;

WHEREAS, recognizing the success, struggles and the evolution of the City that led to its prominence, it is important to inculcate in the minds of younger generations these knowledge and the history of the City. These can be achieved by way of school oratorical contests, poster making contests and other school activities which are effective means of increasing the awareness of the citizenry;

NOW, THEREFORE, on motion of Councilor Edwin J. Piano, with the unanimous accord of the Members of the Sangguniang Panlungsod present;

OFFICIALS’ RESOLUTION NO. 007, SERIES OF 2006, ENTITLED “RESOLUTION REQUESTING FOR THE SUPPORT OF HON. RICHARD J. GORDON FOR THE CONSTRUCTION OF JAMES L. GORDON COUNCIL BSP HEADQUARTERS”

WHEREAS, last August 24, 2006 the Boy Scouts of the Philippines, James L. Gordon Council, Olongapo passed Resolution No. 005, Series of 2006, entitled “A Resolution Approving The Construction Of The Proposed James L. Gordon Councils’ Building Headquarters”;

WHEREAS, the BSP-James L. Gordon Council of this City approved its design;

WHEREAS, on October 11, 2006 the Sangguniang Panlungsod of Olongapo adopted Res. No. 183, Series of 2006 entitled, “A Resolution Approving the Proposed Boy Scouts of the Philippines(BSP)-James L. Gordon Council Building as one of the Priority Projects of the City for Calendar Year 2006;

WHEREAS, the Elected Body of the GSP/BSP City Boy and Girl Officials’ assigned as Sangguniang Panlungsod Members for CY 2006 passed Resolution No. 007, Series of 2006 requesting the financial support of Hon. Richard J. Gordon, Senator, Republic of the Philippines for this project;

NOW, THEREFORE, on motion of Councilor Edwin J. Piano, with the unanimous accord of the Members of the Sangguniang Panlungsod present;
