RESOLUTION NO.  77
(Series of 2014)

A RESOLUTION COMMENDING MR. MICHAEL BRYAN G. COLOMA FOR HIS DEED LEADING TO THE RECOVERY OF MONEY AMOUNTING TO ELEVEN THOUSAND TWO HUNDRED PESOS (PHP11,200.00) LAST FEBRUARY 2, 2014

            WHEREAS, an incident of lost and found money amounting to Eleven Thousand Two Hundred Pesos (P 11,200.00) was reported at the Office of Traffic Management and Public Safety (OTMPS) last 2 February 2014;

            WHEREAS, together with Traffic Enforcement Officer Jayson Madolara, Mr. Michael Bryan G. Coloma’s participation in the retrieval of the said amount was verified;

            WHEREAS, Mr. Michael Bryan G. Coloma, a Gordon College student residing at #86 Gemini Street, 3-F Sta. Rita, was with his mother when they found the money while riding in a motorcycle near the Fire Department on the said date. They immediately reported it to TEO Madolara who was then the officer-on-duty, made a statement regarding the incident, and surrendered the said cash to the authorities;

            WHEREAS, the laudable act of Mr. Coloma not succumbing to utilizing the money for his own benefit serves as an inspiration to Olongapeños, instilling a sense of honesty, morality, and social responsibility;

NOW, THEREFORE , with the unanimous accord of the Members of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED by the Sangguniang Panlungsod in session assembled, to commend, as it hereby commends, Mr. Michael Bryan G. Coloma for his deed leading to the recovery of money amounting to Eleven Thousand Pesos (PhP11,200.00) last February 2, 2014.

A RESOLUTION CONGRATULATING MS. SELESTHE BILOG-CAHIWAT, RGC FOR PASSING  THE  LICENSURE  EXAMINATION  FOR GUIDANCE COUNSELORS
GIVEN BY THE PROFESSIONAL REGULATION COMMISSION, THUS  BEING
THE FIRST LICENSED PUBLIC SCHOOL GUIDANCE COUNSELOR IN
THE DIVISION OF CITY SCHOOLS – OLONGAPO CITY

WHEREAS, The Professional Regulation Commission (PRC) has announced that 169 out of 411 passed the Guidance Counselor Licensure Examination given by the Board of Guidance and Counseling in Manila last August 28-29, 2013;

WHEREAS, among the successful passers was Ms. Selesthe Bilog-Cahiwat, Guidance Coordinator III at Olongapo City National High School. Ms. Bilog-Cahiwat has been in the academe since 2001, five years of which she devoted in serving as Guidance Counselor (2009-2013) at Gordon Heights National High School, and as Guidance Coordinator (2013-Present) at Olongapo City National High School;

WHEREAS, this achievement of Ms. Bilog-Cahiwat marks an impact in the city as this makes her the first licensed public school Guidance Counselor in the Division of City Schools; setting an example among the educators to venture in courses that foster professional growth;

WHEREAS, her accomplishment in the recent licensure examination now serves as a standard in the field of guidance and counseling—where one has to be able to help students develop skills for personal and social growth, as well as to consult and coordinate with the different sectors and stakeholders for the implementation of services to meet the needs of the studentry;

WHEREAS, her unrelenting service and dedication to the course of education is worth emulating not only by the academe but the entire city as well;

NOW, THEREFORE , with the unanimous accord of the Members of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in the session assembled, to congratulate, as it hereby congratulates Ms. Selesthe Bilog-Cahiwat, RGC for passing the Licensure Examination for Guidance Counselors given by the Professional Regulation Commission, thus being the first licensed public school Guidance Counselor in the Division of City Schools – Olongapo City.

Let a copy of this Resolution be given to Ms. Selesthe Bilog-Cahiwat for her records and reference.

A RESOLUTION DECLARING THE ANNUAL BUDGET OF BARANGAY KABABAE  FOR THE FISCAL YEAR 2014 IN THE AMOUNT OF TWO MILLION THREE HUNDRED ONE THOUSAND NINE HUNDRED NINETY FIVE PESOS AND 72/100 (PHP2,301,995.72) OPERATIVE IN ITS ENTIRETY

            In the interest of public service and on motion of  City Councilor Elena C. Dabu, with the unanimous accord of the Members of the Sangguniang Panlungsod present:

            RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang  Panlungsod in session assembled, to declare, as it hereby declares the Annual Budget of Barangay Kababae   for the Fiscal Year 2014 in the amount of  Two Million Three Hundred One Thousand Nine Hundred Ninety Five Pesos and 72/100 (PhP2,301,995.72) operative in its entirety considering that the said budget as contained in Barangay Appropriation Ordinance No. 02, Series of 2014 of  Barangay Kababae, upon review by the Sangguniang Panlungsod, has substantially complied with the requirements and limitations set forth under Republic Act No. 7160 or the Local Government Code of 1991 and its Implementing Rules and Regulations.  PROVIDED, that the City Accountant is enjoined to observe that the conditions enumerated by the  OIC, City Budget Office in her letter dated May 27, 2014 are strictly complied with;

            RESOLVED FURTHER, AS IT IS HEREBY FURTHER RESOLVED, that Barangay Appropriation Ordinance No. 02, Series of 2014 of  Barangay Kababae dated March 3, 2014 and the letter from Ms. Joy Fernandez-Cahilig, OIC- City Budget Office  dated  May 27,  2014 be made as integral parts of this Resolution.
