A RESOLUTION EXPRESSING SORROW OVER THE DEATH OF PUROK LEADER RODRIGO M. TIBIGAR OF
BARANGAY STA. RITA AND CONDOLING WITH HIS BEREAVED FAMILY

WHEREAS, Purok Leader Rodrigo Manzano Tibigar, a public servant of Purok 5 – D, Barangay Sta. Rita, this City, joined his Creator on April 23, 2007 at the age of 58 after suffering from a lingering illness;

WHEREAS, prior to his appointment as Purok Leader from 1985 up to the time of his death, he served as Assistant Purok Leader for six (6) years under two barangay administrations;

WHEREAS, “Purok Leader” as he is known, Mr. Tibigar, a skilled worker specialized in the field of masonry and carpentry, also served the City Government of Olongapo as Construction/Street Maintenance Man under the Engineering Department since 1974 up to his retirement in 2002, after twenty – eight (28) years of faithful service;

WHEREAS, he lived a life of committed service to the community as an efficient public servant and contributed to the effective maintenance of peace and order through his persistent efforts and help. He paved the way in the construction of bridges at Blocks 17, 19 and 22 and construction of Purok outposts at Blocks 17 and 19;

WHEREAS, Purok Tibigar lived a full life and a good provider to his family;

WHEREAS, the City recognizes the contributions of the late Purok Leader Rodrigo M. Tibigar in the Barangay where he belongs in particular and in Olongapo City in general;

NOW, THEREFORE, with the unanimous accord of the Members of Sangguniang Panlungsod present;




RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled to express, as it hereby expresses sorrow over the passing away of Mr. Rodrigo M. Tibigar and condoles with his bereaved family.

Let a copy of this Resolution be furnished the bereaved family of Mr. Rodrigo M. Tibigar for their information and record.

A RESOLUTION EXPRESSING DEEPEST CONDOLENCES TO THE BEREAVED FAMILY OF COUNCILMAN FEDERICO G. VILLEGAS, JR.OF BARANGAY KALAKLAN

WHEREAS, Hon. Federico G. Villegas, Jr., the number one Kagawad of Barangay Kalaklan for almost nine (9) years, peacefully joined his Creator on April 19, 2007;

WHEREAS, one of the most loved and respected Councilman in the community, Kagawad Villegas served as Barangay Secretary before winning the electoral battle and was known to be the right hand of the Chairman in the performance of his functions and projects;

WHEREAS, Barangay Kalaklan will never forget his keen sense of understanding on significant matters and handling of complaints as well as his wise counsel and concern to his constituents;

WHEREAS, Olongapo acknowledges Kagawad Villegas’ leadership, dedication and devotion to public service and joins his family in the loss of their beacon and a doting Tatay to his grandchildren;

NOW, THEREFORE, with the unanimous accord of the Members of Sangguniang Panlungsod present;

A RESOLUTION EXPRESSING DEEPEST SYMPATHIES TO THE BEREAVED FAMILY OF FORMER CHAPTER PRESIDENT OF THE NATIONAL ASSOCIATION OF RETIRED FEDERAL EMPLOYEES (NARFE), MR. VICENTE DELA CRUZ

WHEREAS, Mr. Vicente dela Cruz, former Councilor when Olongapo was still under the U.S. reservation period and past chapter president of the National Association of Retired Federal Employees (NARFE) passed away on April 14, 2007 at the age of 88;

WHEREAS, born and raised in Olongapo, Mr. Vicente dela Cruz, led a distinguished life of service and lent his wit, talent and skills to his community through his ardent membership in different civic organizations where he handled significant positions. Because of his expertise, he was often consulted regarding organizational matters and concerns that provided positive impact to many;

WHEREAS, Mr. dela Cruz retired from work as a comptroller at the Naval Supply Depot (NSD), U.S. Naval Base and proceeded to a very active position as the President of the 15th Chapter of the NARFE and member of the American Legion. Even at the end of his stint, he still made use of his time for fruitful endeavors and worthy causes as a senior citizen. The feebleness of his age did not matter to the strength of his will to serve;

WHEREAS, the City recognizes his solid sense of civic responsibility and contributions the young generation should learn from;

NOW, THEREFORE, with the unanimous accord of the Members of Sangguniang Panlungsod present;


RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled to express, as it hereby expresses deepest sympathies to the bereaved family of Former Chapter President of the National Association of Retired Federal Employees (NARFE), Mr. Vicente dela Cruz.

A RESOLUTION AUTHORIZING THE CITY MAYOR TO ACCEPT DONATION FROM THE SUBIC BAY METROPOLITAN AUTHORITY (SBMA) FOR THE UPCOMING SIBIT-SIBIT FESTIVAL 2007


WHEREAS, on April 27, 28 and 29, the City will hold its annual SIBIT SIBIT Festival to highlight beach and wondrous summer activities along the famous Subic Bay waters;

WHEREAS, Subic Bay Metropolitan Authority (SBMA) shows its support for the City of Olongapo to boost its tourism industry;

WHEREAS, Olongapo City reaps the benefits of its steadfast partnership with the Subic Bay Metropolitan Authority (SBMA) in various undertakings;

WHEREAS, the members of the Sangguniang Panlungsod deem it best to authorize the City Mayor to accept donation from the Subic Bay Metropolitan Authority (SBMA) that can all be used for worthwhile City projects and programs;

NOW, THEREFORE, on motion of Councilor Gina G. Perez, with the unanimous accord of the Members of the Sangguniang Panlungsod present,

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to authorize, as it hereby authorizes the City Mayor to accept donation from the Subic Bay Metropolitan Authority (SBMA) for the upcoming Sibit-Sibit Festival 2007.

In the interest of public service and motion of Councilor Cynthia G. Cajudo, with the unanimous accord of the Members of the Sangguniang Panlungsod present,

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to enact the following Ordinance:


ORDINANCE NO. 18

AN ORDINANCE APPROPRIATING THE ADDITIONAL AMOUNT OF ONE HUNDRED TWENTY THOUSAND PESOS (PHP120,000.00) TO THE ITEM ADVERTISING EXPENSE UNDER THE MAINTENANCE & OTHER OPERATING EXPENSES, OFFICE OF THE CITY COUNCIL

BE IT ORDAINED, BY THE SANGGUNIANG PANLUNGSOD IN SESSION ASSEMBLED, THAT:

SECTION 1. The amount of One Hundred Twenty Thousand Pesos (PhP120,000.00) is hereby appropriated from the Unappropriated Balance of the General Fund not otherwise appropriated and the same is hereby made available to the item Advertising Expense under the Maintenance & Other Operating Expenses, Office of the City Council to pay for the publication fee of Ordinances No. 43 and 36, Series of 2006.

SECTION 2. This Ordinance shall be subject to the usual accounting and auditing rules and regulations.

SECTION 3. The pertinent letter-request of the Honorable City Mayor James Gordon, Jr., dated April 03, 2007, letter of Vice Mayor Rolen C. Paulino, dated March 21, 2007 and a Certificate of Availability of Funds dated April 02, 2007 issued by Mr. Johnny B. Choa, Budget Officer are hereby made as integral parts of this Ordinance

SECTION 4. This Ordinance shall take effect upon its approval.
