A RESOLUTION EXPRESSING SOLIDARITY WITH UNITED NATIONS SECRETARY GENERAL BAN KI MOON ON HIS APPEAL TO END VIOLENCE AGAINST WOMEN IN CONNECTION WITH THE CELEBRATION OF THE INTERNATIONAL HUMAN RIGHTS DAY ON DECEMBER 10, 2009

WHEREAS, the International Celebration of Human Rights Day 2009 focuses on “non-discrimination”;

WHEREAS, according to the Universal Declaration of Human Rights: “all human beings are born free and equal in dignity and rights”;

WHEREAS, last November 25, the whole nation vigilantly started its commemoration of the sixteen (16) days of campaign to end Violence against Women;

WHEREAS, according to the press release given by the United Nations Secretary General Ban Ki Moon: “Violence against women cannot be tolerated, in any form, in any context, in any circumstance, by any political leader or by any government”;

WHEREAS, violence against women are categorized in terms of Socio-Cultural, Economic, Verbal and Physical and Sexual and Psychological abuses;

WHEREAS, in the spirit of genuine solidarity to the appeal of the Secretary General Ban Ki Moon, the Local Government of Olongapo, together with its constituents, expresses solidarity to the whole nation in the campaign to end violence against women and would be vigilantly committed in uplifting women’s rights as one of the basic tenets of human rights ;

NOW, THEREFORE, on motion of City Councilor Sarah Lugerna Lipumano-Garcia, M.D., with the unanimous accord of the Members of the Sangguniang Panlungsod present;

RESOLVED AS IT HEREBY RESOLVED, by the Sangguniang Panlungsod in a session assembled to express solidarity, as it hereby expresses solidarity with United Nations Secretary General Ban Ki Moon on his appeal to end violence against women in connection with the Celebration of the International Human Rights Day on December 10, 2009

Let copies of this resolution be given to the United Nations in the Philippines and the Commission on Human Rights of Central Luzon.

A RESOLUTION COMMENDING THE CITY SOCIAL WELFARE AND DEVELOPMENT OFFICE (CSWDO) FOR THEIR ARDENT EFFORTS SIGNIFICANT FOR OLONGAPO CITY TO PLACE SECOND TO THIS YEAR’S SEARCH FOR THE OUTSTANDING VIOLENCE AGAINST WOMEN (VAW)-RESPONSIVE LGU AWARD

WHEREAS, Olongapo City takes pride as it placed second in the year – long Search for Outstanding VAW – Responsive LGUs launched by the Philippine Commission on Women (PCW), together with the Department of the Interior and Local Government (DILG), the Department of Social Welfare and Development, the Women’s Crisis Center (WCC), Union of Local Authorities of the Philippines (ULAP), and the Coalition Against Trafficking of Women in Asia-Pacific (CATW-AP);

WHEREAS, along with the eleven (11) LGU- nominees, Olongapo was recognized for its women empowerment programs, gender development and VAW awareness campaigns to its 17 barangays and the operation of the Women’s Center, a home for women in crises, where the City Social Welfare and Development Office had taken frontline, arduous and focused efforts to;

WHEREAS, the CSWDO in close coordination with the City Council Committees on Women, Children and Livelihood Development as well as with the organized women’s groups and other non-government organizations (NGOs), elevated the City’s awareness on VAW and provided interventions which include rescue, counseling, training, livelihood and medical assistance, sheltering and administration of justice to the victims;

WHEREAS, Olongapo City which placed second to Naga City for a matter of points stands proud of this affirmation that its programs indeed reach and address the core issues of its constituents and emboldens participation of all sectors, with all its positive impact enriching their lives;

NOW, THEREFORE, on motion of City Councilor Elena C. Dabu, with the unanimous accord of the Members of the Sangguniang Panlungsod present,

RESOLVED, AS IT IS HEREBY RESOLVED, by the Members of the Sangguniang Panlungsod in session assembled, to commend, as it hereby commends the City Social Welfare And Development Office (CSWDO) for their ardent efforts significant for Olongapo City to place second to this year’s Search For The Outstanding Violence Against Women (VAW)-Responsive LGU Award.

RESOLUTION NO. 185

A RESOLUTION REQUESTING THE ASSISTANCE OF THE DEPARTMENT OF AGRARIAN REFORM FOR THE ESTABLISHMENT OF A BAGSAKAN CENTER AND AUTHORIZING THE HONORABLE CITY MAYOR JAMES GORDON, JR. TO ENTER INTO A MEMORANDUM OF AGREEMENT RELATIVE THERETO

WHEREAS, there is a current demand for centralization for greater efficiency and specialization in the delivery, receipt and management of goods that are distributed in local dry and wet markets or trade markets;

WHEREAS, the Department of Agriculture has endeavored into partnerships with Local Government Units for the establishment of “Bagsakan Centers” where goods for local consumption, such as meat vegetable, fish, and other wet or dry market goods, would be placed, wherein a “Bagsakan Center” may serve as the meeting place of legally competent suppliers and buyers;

WHEREAS, the Department of Agriculture is willing to provide assistance to the “Bagsakan Center” Project by facilitating and extending assistance for its establishment, with a view to a rationalized economy of goods;

WHEREAS, the project seeks public participation and involvement by encouraging the participation of an association or a cooperative in the management of the Bagsakan Center, as may be designated by the Local Government Unit;

WHEREAS, to effectively realize the goals for the establishment of the Project in the City, there is a need for the City to enter into a Memorandum of Agreement with the Department of Agrarian Reform, which shall outline the details and terms relative to the Project.

NOW, THEREFORE, on motion of City Councilor Elena C. Dabu, with the majority decision of the Members of the Sangguniang Panlungsod present,

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled to request, as it hereby requests the Assistance of the Department of Agrarian Reform for the establishment of a Bagsakan Center and authorizing the Honorable City Mayor James Gordon, Jr. to enter into a Memorandum of Agreement Relative Thereto.
