A RESOLUTION AUTHORIZING THE HONORABLE CITY MAYOR JAMES GORDON, JR. TO ENTER, EXECUTE AND SIGN A MEMORANDUM OF AGREEMENT WITH GEODATA SOLUTIONS, INC. FOR THE SATELLITE IMAGERY OF OLONGAPO CITY TO FACILITATE HOLISTIC CITY PLANNING IN A MANNER CONSISTENT WITH LAW

WHEREAS, the city has an ongoing Computerized Environment and Land Resource System (CERES) which started last November 17, 2011 in support of the ongoing updating of the City’s Land Use Plan and in implementation of the Annual Investment Plan (AIP) for the year under the City Council Resolution No. 1, Series of 2011 ;

WHEREAS, as per the City Planning and Development Office, there is a need for a Satellite Imagery of the City of Olongapo which will serve as the real time base map of the City Socio – Economic Profile System, and which is instrumental in a holistic and long-term city planning;

WHEREAS, as per General Services Office (GSO), the city has already complied with the required bidding processes and procedures relative to the procurement of the Satellite Imagery of Olongapo City, with the winning bidder being Geodata Solutions, Inc. with whom there is a need to execute a Purchase and Service Agreement;

NOW, THEREFORE, on motion of City Councilor Eduardo J. Piano, with the unanimous accord of the Members of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled to authorize, as it hereby authorizes the Hon. City Mayor James Gordon, Jr. to Enter, Execute and Sign a Memorandum of Agreement with Geodata Solutions, Inc, for the Satellite Imagery of Olongapo City to Facilitate Holistic City Planning in a Manner Consistent with Law.

A RESOLUTION COMMENDING ANSELMO E. BARRERA, JR. ADMINISTRATIVE AIDE III, SANGGUNIANG PANLUNGSOD ON HIS SIGNIFICANT CONTRIBUTIONS LEADING TO THE RESCUE OF A 13-YEAR-OLD GIRL FROM THE HAND OF HER PERPETRATOR

WHEREAS, last November 15, 2011, the Olongapo Police Station 4 as well as Barangay New Cabalan, this city received a report that a 13-year-old girl was allegedly kidnapped at the Pinagpala, Iram area;

WHEREAS, unmindful of the perils, he had provided driving services to the team composed of the police, Barangay New Cabalan and CSWD authorities as they rolled out the rescue plan;

WHEREAS, he braved the imminent harm together with the team who rescued the girl from the hands of her perpetrator in one of the far – flung barangays of Bustos, Bulacan;

WHEREAS, the commitment to duty he displayed in this life – threatening rescue operation is but worthy of recognition;

NOW, THEREFORE, with the unanimous accord of the Members of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled to commend, as it hereby commends Anselmo E. Barrera, Jr. Administrative Aide III, on his significant contributions leading to the rescue of a 13-year-old girl from the hand of the perpetrator.

A RESOLUTION COMMENDING PO2 ALELI B. CARLOS, PO2 REXBOY O. JUGATAN, CSWD SOCIAL WORKER, JEMMA ESTORBA AND BARANGAY SOCIAL WORKER IMELDA GUTIERREZ ON THEIR SIGNIFICANT CONTRIBUTIONS LEADING TO THE RESCUE OF A 13-YEAR-OLD GIRL FROM THE HAND OF HER PERPETRATOR

WHEREAS, last November 15, 2011, the Olongapo Police Station 4 as well as Barangay New Cabalan, this city received a report that a 13-year-old girl was allegedly kidnapped at the Pinagpala, Iram area;

WHEREAS, knowing about their missing daughter, the parents sought help from the barangay through their VAWC head and the CSWD personnel assigned at the Subic Bay Children’s Home located in their area and the police authorities for the necessary blotter and rescue operations to be conducted;

WHEREAS, unmindful of the perils entailing their response, the police conducted a thorough investigation and intelligence network as to the girl’s possible whereabouts and rolled out their rescue plan together with the CSWD personnel, Jemma Estorba and Barangay VAWC head, Imelda Gutierrez;

WHEREAS, after a month of untiring police surveillance, the girl was rescued at Bustos, Bulacan through the efforts of the social workers and the police who braved the imminent harm and only considered their duty and the plight of the girl’s young life;

WHEREAS, the remarkable courage they displayed in this life-threatening rescue operations affirms that Olongapeños are primed to face the enormous challenges head on despite the real and present danger;

WHEREAS, such bravery indeed uplifts the morale of all who are in the police force and those who uphold the rights of women and children, wherever they may be, who remained deeply committed to their call;

NOW, THEREFORE, with the unanimous accord of the Members of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled to commend, as it hereby commends PO2 Aleli B. Carlos, PO2 Rexboy O. RESOLUTION NO. 04

A RESOLUTION APPROVING THE 2012 ANNUAL INVESTMENT PROGRAM OF THE CITY OF OLONGAPO, AS APPROVED AND SUBMITTED BY THE LOCAL DEVELOPMENT COUNCIL

WHEREAS, the Local Development Council is mandated to: formulate long-term, medium-term and annual socio-economic development plans and policies; formulate the medium-term and annual public investment programs; appraise and prioritize socio-economic development programs and projects; and formulate local investment incentives to promote the inflow and direction of private investment capital as provided by Section 109 of the Local Government Code of the Philippines;

WHEREAS, the members of the Local Development Council of the City of Olongapo had convened and formulated the 2012 Annual Investment Program on December 9, 2011, held at the FMA Hall, Olongapo City Hall Complex;

WHEREAS, the formulation of the 2012 AIP is a good governance practice of transparency and an optimum utilization of scarce public resources;

NOW, THEREFORE, on motion of City Councilor Gina Gulanes-Perez, with the unanimous accord of the Members of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled to approve as it hereby approves the 2012 Annual Investment Program of the City of Olongapo, as approved and submitted by the Local Development Council.
