A RESOLUTION AUTHORIZING THE CITY GOVERNMENT OF OLONGAPO REPRESENTED BY MAYOR JAMES GORDON, JR. TO ENTER INTO A MEMORANDUM OF AGREEMENT WITH THE FORTUNE MEDICARE, INC. REPRESENTED BY ITS EXECUTIVE VICE PRESIDENT AND GENERAL MANAGER DOROTHEA J. SIBAL FOR AN AFFILIATION AGREEMENT WITH JAMES L. GORDON MEMORIAL HOSPITAL


WHEREAS, Fortune Medicare, Inc. requested to enter into an Affiliation Agreement with the James L Gordon Memorial Hospital in order to provide the benefits and services of its healthcare program to the enrolled members and dependents, through the use of the City Hospital’s facilities and services;

NOW, THEREFORE, on motion of Councilor John Carlos G. delos Reyes, with the unanimous accord of the Members of Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to authorize, as it hereby authorizes the City Government of Olongapo represented by Mayor James Gordon, Jr. to enter into a Memorandum of Agreement with the Fortune Medicare, Inc. represented by its Executive Vice President and General Manager Dorothea J. Sibal for an affiliation agreement with James L. Gordon Memorial Hospital.

ORDINANCE NO. 13

AN ORDINANCE APPROPRIATING THE AMOUNT OF SIX HUNDRED FIFTY SIX THOUSAND SIX HUNDRED TWENTY EIGHT PESOS (PHP656,628.00) AS THE CITY’S COUNTERPART IN THE AUSAID/ISF PROGRAM CHARGEABLE AGAINST THE SALE OF GOVERNMENT LOTS UNDER TRUST FUND ACCOUNT

BE IT ORDAINED, BY THE SANGGUNIANG PANLUNGSOD IN SESSION ASSEMBLED, THAT:

SECTION 1. The amount of Six Hundred Fifty Six Thousand Six Hundred Twenty Eight Pesos (PhP656,628.00) is hereby appropriated as the city’s counterpart in the AUSAID/ISF Program, chargeable against the Sale of Government Lots under Trust Fund Account.

SECTION 2. This Ordinance shall be subject to the usual accounting and auditing rules and regulations.

SECTION 3. The pertinent letter-request of the Honorable City Mayor James Gordon, Jr., dated 05 March 2007, memorandum from Mr. Ferdie M. Magrata, Acting City Administrator, dated 6 February 2007 and a Certificate of Availability of Funds dated March 14 2007 issued by Mr. Marcelino C. Andawi, City Treasurer are hereby made as integral parts of this Ordinance.

WHEREAS, the Constitution of the Philippines mandates that “The State shall take into account regional and sectoral needs and condition and shall encourage local planning in the development of educational policies and programs;

WHEREAS, the “Youth in Nation Building Act” declared the promotion and protection of the physical, moral, spiritual, intellectual and social well – being of the youth to the end that they realize their potentials for improving the quality of life as one of its principles;

WHEREAS, the City of Olongapo declares Education as one of its priority programs as embodied in the ten – point agenda.

NOW, THEREFORE, on motion of Councilor Marey Beth D. Marzan with the unanimous accord of the Members of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to enact the following Ordinance:


ORDINANCE NO. 12
(Series of 2007)

AN ORDINANCE PROVIDING CASH INCENTIVE AWARDS FOR OLONGAPEÑOS WHO WILL WIN IN THE REGIONAL/NATIONAL/INTERNATIONAL GOVERNMENT – SPONSORED COMPETITIONS IN THE FIELD OF CULTURE, ARTS, SCIENCE, AND OTHER ACADEMIC DISCIPLINE

BE IT ORDAINED, BY THE SANGGUNIANG PANLUNGSOD IN SESSION ASSEMBLED, THAT:

SECTION 1. It is hereby declared a policy of the City Government to nurture its Constituent’s body, mind and spirit through entry in various competitions. That the City Government shall boost the morale and welfare of the Olongapeños who shall bring honor and prestige for the City through outstanding performances in any regional, national, or international competitions duly endorsed, sponsored or which is held under the auspices of the Government or its instrumentalities and agencies.

SECTION 2. For purpose of this Ordinance, the competitions referred to in Section 1 above shall include the National Press Conference, Science Investigatory Project Competition, National Music Competition For Young Artists and any similar event and competition which may hereinafter be held, staged and sponsored by the government through its agencies and/or instrumentalities.

SECTION 3. Outstanding Olongapeños who shall win in any government – sponsored competitions in the field of culture, arts, science and other academic discipline shall receive cash incentive awards, the amount of which shall be based on the following categories:

SECTION 4. In case, he/she/they wins/win in more than one event, he/she/they shall receive only whichever is higher.

SECTION 5. Appropriation: For the effective implementation of this program, the amount of FIVE HUNDRED THOUSAND PESOS (PhP500,000.00) shall be appropriated under the item Rewards & Other Claims of the Office of the City Mayor at every year starting on January 2008.

SECTION 6. This ordinance shall take upon approval subject to availability of funds.
