The City Vice-Mayor and Presiding Officer Cynthia G. Cajudo called the session to order at 4:27 in the afternoon.

10. Letter from the Mayor of Oklahoma City Mick Cornett, addressed to the Hon. Vice Mayor Cynthia Cajudo of the Olongapo City, which reads:

Other Matters

A. Draft Resolution No. 2009 R-054 – “A Resolution Commending The Contingents Of The 27 Countries Of The Asean Regional Forum (ARF) Voluntary Demonstration Of Response (VDR) And Relief Exercises For Their Significant Contribution In The City Of Olongapo,” was considered by the body as an urgent matter.

Councilor Angelito Baloy reported that it is already the last day of the contingents and they will be having a fellowship tonight. He mentioned that it was already explained last session that the contingents have rendered a minimum service of 1,000 patients a day, so, they have served at least 3,000 patients all-in-all.

Without much deliberation by the body, Draft Resolution No. 2009 R – 054, was approved unanimously on its second and final reading, on motion of Councilor Angelito W. Baloy.

B. On motion of Councilor Angelito W. Baloy, “A Resolution Designating Councilor Aquilino “Jong” Y. Cortez, Jr. As “Ambassador Of Goodwill” Of The City Of Olongapo To The Different Cities And Councils Of The United Kingdom Which He Will Visit From May 17 – July 4, 2009,” was considered by the body as an urgent matter and was unanimously passed on its second and final reading.

C. Draft Resolution No. 2009 R-055 – “A Resolution Extending An Invitation To Guam, U.S.A. To Become Twin-Partner Of Olongapo City And Participate In The Philippine Sisterhood And Twinning Program (PHISTA) And Authorizing The Honorable Mayor James “Bong” Gordon, Jr. To Enter Into Agreements Relative Thereto,” was considered by the body as an urgent matter.

Councilor Edwin Piano made a motion to amend the title, because PHISTA stands for Philippine International Sisterhood and Twinning Program. He cited that the word “International” be added between “Philippine” and “Sisterhood”, which should read as Philippine International Sisterhood and Twinning Program for the amended title.

Councilor Lugerna Lipumano - Garcia asked the proponent if he could enlighten the body as to what is a twinning program, how it is done, and what benefits will the city government get from it.

Councilor Piano answered that the Philippine International Sisterhood and Twinning Program or PHISTA was endorsed by the Secretary of the Department of Interior and Local Government (DILG). Its purpose is to broaden the exchange of ideas and people between citizens of the Republic of the Philippines, its cities, and people of other nations. He also declared that during their visit to Guam, they were able to meet and discuss the matter with their Governor, their congresswoman Madeleine Bordallo, and their senators Eddie Calvo, Judith Gutheartz, Rory Respicio, and James Espaldon.


In conjunction, the councilor imparted that during the meetings, the possibility of the twinning sisterhood between Guam and Olongapo City was discussed and was approved by both parties. The Guam Legislature is also making their own resolution regarding the sisterhood of Olongapo City. He stated that this is advantageous to the city since the US Marine Base from Okinawa, Japan will be transferring to Guam – 8,000 marines, 10,000 dependents, and 6,000 navy and marine personnel will be moved to Guam. This project entails a USD 20-Billion cost. It is a build-up project, and our businessmen and workers would like to get a portion of the 20 Billion dollars cost.

In relation, he expressed that this endeavor will not only be beneficial for our workers but also for businessmen because the Guam government has a ruling called the rights of first refusal. In this ruling, contracts, especially with the government, the people of Guam, and Guam businessmen, are offered first to the citizens of Guam. If there are no takers, that is the time when they offer the contracts to outsiders. He added that Councilor Gie Baloy and 12 of his colleagues will be going to Guam the following week to meet-up with Guam businessmen so that they will a bigger chance to be part of the project.

Councilor Piano conveyed that the land area of Guam is as big as the Subic Naval Base and Olongapo City combined but their population is only 160,000, 40 percent of which are Filipinos. So they have a very strong say in matters of the state. In fact, most of the government officials have third or fourth degree Filipino blood. According to the councilor, during the time of the Spanish rule, the Spanish governor to the Philippines is also the authority who governed over Guam. After World War 11, Guam was devastated by two major typhoons and the Philippine government sent Filipino workers to help rebuild their nation. He also brought-up that the Filipino and Guamanian cultures have many similarities. He also pointed-out that most of the workers who are currently employed in the Guam Ship Yard, as well as their power plant, were former Subic Naval Base workers.

After an informative revelation from the proponent, Draft Resolution No. 2009 R – 055 was approved unanimously on its second and final reading as amended on the joint motion of Councilors Edwin J. Piano and Angelito W. Baloy.

D. Councilor Jonathan G. Manalo moved to consider as an urgent matter the following Resolutions and were approved unanimously by the body on its second and final reading.

1. “A Resolution Designating Councilor Edwin J. Piano As “Ambassador Of Goodwill” Of The City Of Olongapo To Guam, USA In Connection With The Guam Marianas Project.”

2. “A Resolution Designating Honorable Mayor James Gordon, Jr. As “Ambassador Of Goodwill” Of The City Of Olongapo To Guam, USA In Connection With The Guam Marianas Project.”

E. Draft Resolution No. 2009 R-056 – “A Resolution Signifying The City’s Preparedness To Accept The Project Funds From The Philippine Fisheries Development Authority (PFDA) And The Manner By Which The City Intends To Implement The Said Project As Well As The Reservation Of The Proposed Site,” was considered by the body as an urgent matter, on motion of Councilor Aquilino Y. Cortez, Jr.

Councilor Cortez manifested that the title should be amended and the correct title should read “A Resolution Signifying the City’s Preparedness to Accept the Project Funds to Construct a Fish Port in Brgy. Banicain from the Philippine Fisheries Development Authority (PFDA) and the Manner by which the City Intends to Implement the said Project as well as the Reservation of the Proposed Site.”

The Presiding Officer accepted the motion of the proponent to change the title of the resolution. The councilor recounted that the council approved Resolution No, 44, Series of 2009, authorizing Olongapo City Mayor James “Bong” Gordon, Jr. to sign a Memorandum of Agreement (MoA) with the Philippine Fisheries Development Authority, represented by General Manager Petronilo Buendia. The PFDA is asking for the creation of a new resolution, stating that the city is prepared to accept the project funds. The manner by which the funds will be used and implemented should conform to Republic Act 9184, or Government Procurement Act, in which the project should undergo public bidding.

With no further comments and observations, Draft Resolution No. 2009 R – 056 was approved by a majority vote, with 9 members in favor and Councilor Lipumano-Garcia opposing the measure, in its second and final reading, on motion of Councilor Aquilino Y. Cortez, Jr.

F. “A Resolution Expressing Profound Sympathies And Condolences To The Bereaved Family Of The Late Brgy. Captain Alfredo Marquez Cuevas Of Brgy. Banicain And Recognizing His Invaluable Contributions To The City Of Olongapo,” was considered by the body as an urgent matter and was approved unanimously on its second and final reading.

G. After discussing the day’s agenda, the Presiding Officer requested the members of the City Council to attend the culminating activity of the Asean Regional Forum (ARF) Voluntary Demonstration of Response (VDR) at the Olongapo City Convention Center to present the Gawad Kaunlaran Plaques to the participants of the aforementioned event.

Councilor Cerezo stated that the opening of the 2nd Barangay Olympic Festival will be held on May 11, 2009. There will be a parade at 2 in the afternoon, assembly for the said parade will be at 1 : 00 P.M.

A RESOLUTION EXPRESSING PROFOUND SYMPATHIES AND CONDOLENCES TO THE BEREAVED FAMILY OF THE LATE BRGY. CAPTAIN ALFREDO MARQUEZ CUEVAS OF BRGY. BANICAIN AND RECOGNIZING HIS INVALUABLE CONTRIBUTIONS TO THE CITY OF OLONGAPO

WHEREAS, Alfredo Marquez Cuevas former Barangay Captain of Banicain passed away last May 4, 2009 at the age of 72;

WHEREAS, “Mang Fred” or “Cap”, as he is popularly known, served the Barangay since 1971 as an elected Senior Councilman and eventually was appointed Barangay Captain of Banicain until 1982;

WHEREAS, after a fruitful stint in the barangay for eleven (11) years he entered government service again as Hotel Inspector and Revenue Collection Clerk in 1982 under the City Treasurer’s Office. Later on he was assigned as Market Supervisor I and Park Maintenance General Foreman, under the Market and Slaughterhouse, until his retirement in 2001;

WHEREAS, as an accomplished public servant he showed his whole hearted dedication to the community;

WHEREAS, Barangay Banicain and the City of Olongapo, consider his demise a great loss and his unwavering support to the cause of this administration up to his last breath will always be remembered;

NOW, THEREFORE, with the unanimous accord of the Members of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by t he Sangguniang Panlungsod in session assembled to express, as it hereby expresses profound sympathies and condolences
to the bereaved family of the late Brgy. Captain Alfredo Marquez Cuevas of Brgy. Banicain and recognizing his invaluable contributions to the City of Olongapo.

A RESOLUTION SIGNIFYING THE CITY’S PREPAREDNESS TO ACCEPT THE PROJECT FUNDS TO CONSTRUCT A FISH PORT IN BARANGAY BANICAIN FROM THE PHILIPPINE FISHERIES DEVELOPMENT AUTHORITY (PFDA) AND THE MANNER BY WHICH THE CITY INTENDS TO IMPLEMENT THE SAID PROJECT AS WELL AS THE RESERVATION OF THE PROPOSED SITE

WHEREAS, the City Council approved Resolution No. 44, Series of 2009 entitled “A Resolution Authorizing the Honorable City Mayor James Gordon, Jr. to Enter into a Memorandum of Agreement (MOA) with the Philippine Fisheries Development Authority (PFDA) Duly Represented by its General Manager, Petronilo B. Buendia”, regarding the possible construction of a fish port using the funds from the Ginintuang Masaganang Ani for Fisheries of the Department of Agriculture;

WHEREAS, the City opted to undertake the construction of the said fish port signifying that Olongapo is prepared to accept the transfer of the said funds to the City;

WHEREAS, the City has identified and reserved a site for the said project in Barangay Banicain;

WHEREAS, the City intends to implement the project thru public bidding in accordance with Republic Act 9184 or the Government Procurement Act;

NOW, THEREFORE, on joint motion of Councilors Aquilino “Jong” Y. Cortez, Jr. and Carlito A. Baloy with the majority decision of the Members of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to signify as it is hereby signifies the City’s preparedness to accept the project funds to construct a fish port in Barangay Banicain from the Philippine Fisheries Development Authority (PFDA) and the manner by which the city intends to implement the said project as well as the reservation of the proposed site.

Let a copy of this Resolution be furnished the Philippine Fisheries Development Authority (PFDA) for their information and pertinent action.

A RESOLUTION DESIGNATING RONNIE LOPEZ AS “ AMBASSADOR OF GOODWILL” OF THE CITY OF OLONGAPO TO GUAM , USA IN CONNECTION WITH THE GUAM MARIANAS PROJECT

WHEREAS, the United States and Japan Governments have decided to relocate their military bases from Okinawa, Japan to Guam, USA;

WHEREAS, the Guam Marianas buildup will entail massive construction projects worth 20 billion dollars and will require more than twenty thousand skilled workers;

WHEREAS, Olongapo City being the former host to the US Naval base has the most experienced and qualified workforce that is very much familiar with the Standard Operating Procedures of the US military;

WHEREAS, the city government would like to seize the opportunity for its constituents and initially conducted coordination meetings with pertinent authorities in Guam to create a better chance for them to land jobs in the said project;

WHEREAS, local traders may have business opportunities brought about by the unprecedented funding for the said project;

NOW, THEREFORE, with the unanimous accord of the Members of the Sangguniang Panlungsod present;

A RESOLUTION EXTENDING AN INVITATION TO GUAM, U.S.A. TO BECOME TWIN-PARTNER OF OLONGAPO CITY AND PARTICIPATE IN THE PHILIPPINE INTERNATIONAL SISTERHOOD AND TWINNING PROGRAM (PHISTA) AND AUTHORIZING THE HONORABLE MAYOR, JAMES “BONG” GORDON, JR.TO ENTER INTO AGREEMENTS RELATIVE THERETO

WHEREAS, the People-to-People program inaugurated by the President of the United States in 1956 paved the way for establishing greater friendship and understanding between the people of the United States and other nations through the medium of direct personal contact;

WHEREAS, the Honorable Secretary of the Department of the Interior and Local Government has endorsed the Philippine International Sisterhood and Twinning Program conducted for the broad purposes of exchange of ideas and people between the citizens of the Republic of the Philippines and the peoples of other nations;

WHEREAS, to implement the Philippine International Sisterhood and Twinning Program, the City of Olongapo and other communities may affiliate with cities in other nations of similar characteristics and mutual interest;

WHEREAS, during meetings in the recently held Guam Industry Forum, Mayor James Gordon, Jr. and Councilor Edwin Piano were able to discuss with Guam Governor Felix P. Camacho, Senators Eddie Calvo, Judith Guthertz, Rory Respicio, James Espaldon and Congresswoman Madeleine Z. Bordallo the forging of sisterhood and twinning ties between Guam and Olongapo City;

WHEREAS, the City of Olongapo has established twinning ties with various cities and other government units locally and internationally that opens the bridges for free exchange in local government administration, technical and educational exchange, economic and business partnerships, tourism promotions and advancements of information and communication technologies that will benefit both partners and their constituents;

WHEREAS, the City of Olongapo endorses this program which is envisioned to lead a lasting friendship between the people of Guam, U.S.A. and the people of Olongapo City;

NOW, THEREFORE, with the unanimous accord of the Members of the Sangguniang Panlungsod present,

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, extend, as it hereby extends an invitation to Guam, U.S.A. to become Twin-Partner Of Olongapo City and participate in the Philippine International Sisterhood and Twinning Program (PHISTA) and authorizing the Honorable Mayor, James “Bong” Gordon, Jr. to enter into agreements relative thereto.

Let copies of this Resolution be furnished the Governor and Guam Legislature, the PHISTA National Secretariat, Bureau of Local Government Supervision and the Embassy of the United States of America

A RESOLUTION DESIGNATING COUNCILOR AQUILINO “JONG” Y. CORTEZ, JR. AS “AMBASSADOR OF GOODWILL” OF THE CITY OF OLONGAPO TO THE DIFFERENT CITIES AND COUNCILS OF THE UNITED KINGDOM WHICH HE WILL VISIT FROM MAY 17 – JULY 4, 2009

WHEREAS, Councilor Aquilino “Jong” Y. Cortez, Jr. is slated to travel in the different cities and councils of the United Kingdom from May 17 – July 2009 as a Group Study Exchange (GSE) delegate sponsored by Rotary International thru District 3790 Philippines as endorsed by Rotary Club of Olongapo Centennial and to be hosted by District 1180 of the United Kingdom;

WHEREAS, Councilor Cortez will have the opportunity to interact with different government agencies and private groups in and around South Wales and Manchester area and visit key cities and places such as Liverpool, Manchester City and London of the United Kingdom. He will meet the mayors of other counties and visit government institutions and employees and learn best practices in environment protection, emergency response, transportation system, traffic management and tourism. Councilor Cortez will also try to secure emergency response equipment from donor counties and establish sister-city agreement if possible;

WHEREAS, Councilor Cortez will represent the Filipino people and the City of Olongapo as a professional and cultural exchange delegate of Rotary International along with the District 3790 GSE Team members from the Philippines;

NOW, THEREFORE, with the unanimous accord of the Members of the Sangguniang Panlungsod present,

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to designate, as it hereby designates Councilor Aquilino “Jong” Y. Cortez, Jr. as “AMBASSADOR OF GOODWILL” of the City of Olongapo to the different cities and councils of the United Kingdom which he will be visiting from May 17 – July 4, 2009 and the City Government of Olongapo hereby assures that no government expense shall be involved during such trip.

A RESOLUTION COMMENDING THE CONTINGENTS OF THE 27 COUNTRIES OF THE ASEAN REGIONAL FORUM (ARF) VOLUNTARY DEMONSTRATION OF RESPONSE (VDR) AND RELIEF EXERCISES FOR THEIR SIGNIFICANT CONTRIBUTION IN THE CITY OF OLONGAPO

WHEREAS, the United States and the Philippines will co-sponsor the ASEAN Regional Forum (ARF) Voluntary Demonstration of Response (VDR) and Relief Exercises, a well-planned and organized humanitarian activity on May 4 to 6, 2009 in the city. The ARF-VDR is a robust civilian-led, military-supported activity designed to demonstrate ARF national capabilities in response to an affected nation's request for assistance;

WHEREAS, the ARF-VDR will help build regional assistance capacity for major, multinational relief operations. Over 27 countries from the Asia-Pacific region will participate in the ARF-VDR with 12 of those countries providing equipment and personnel;

WHEREAS, this Voluntary Demonstration of Response is a significant milestone for the ASEAN Regional Forum in its development as a regional platform promoting dialogue, confidence building and preventive diplomacy. Through this first ever field demonstration, the VDR moves the ARF dialogues to an active display of national capacities for assisting each other in humanitarian assistance and disaster relief. Contributing nations include Australia, European Union, Indonesia, Japan, Mongolia, New Zealand, Papua New Guinea, Philippines, Republic of Korea, Singapore, China, Sri Lanka, and the USA. As of now, Bangladesh, Cambodia, Laos, India, Malaysia, and Russia plan to observe. The Philippines and the United States are co-sponsoring the activity;

WHEREAS, using a scenario where Metro Manila and Central Luzon are devastated by a super typhoon, ARF participating countries will offer assistance to the Philippines in response to her request for international humanitarian relief. Areas of demonstration include land, air and maritime search and rescue, medical assistance/evacuation and engineering reconstruction. The VDR will also test the National Disaster Coordinating Council (NDCC) - United Nations Clusters Coordination mechanism in humanitarian assistance through a tabletop exercise;

WHEREAS, as the pioneer host country, the Philippines will be setting the tone for similar future activities;

WHEREAS, the country will benefit not only from the lessons learned from the inter-operability coordination in disaster relief, but also from the various civilian-military projects, which will include the reconstruction of school buildings, construction of a bridge, installation of a water system, and the medical treatment of approximately 8,000 local residents in the area by multinational medical and engineering teams;

WHEREAS, delegates from the United States who will join the said forum will be US Ambassador for ASEAN Scot Marciel as well as Lieutenant General Keith J. Stalder, Commander of US Marine Corps Forces Pacific;

WHEREAS, the VDR and Relief Exercises also embody the conduct of a Medical Civic Action Program (MEDCAP), to attend to the medical needs of thousands of residents in key barangays of the City;

WHEREAS, the City stands fortunate for being the direct beneficiary of the said program and commends the contingents from the 27 countries from the Asia-Pacific region for leaving a positive difference in the hearts of the Olongapo community by their wholehearted service and random acts of kindness, for which the City is exceedingly grateful for;

NOW, THEREFORE, with the unanimous accord of the Members of the Sangguniang Panlungsod present,

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled to commend, as it hereby commends the contingents of the 27 countries of the ASEAN Regional Forum (ARF) Voluntary Demonstration of Response (VDR) and Relief Exercises for their significant contributions in the City of Olongapo.

Let copies of this resolution be provided to U.S., Australia, Japan, Sri Lanka, Papua New Guinea and Philippine contingents.
