A RESOLUTION DEMANDING THE DEPARTMENT OF PUBLIC WORKS AND HIGHWAYS (DPWH) TO ALLOCATE FUNDS FOR THE IMMEDIATE REPAIR AND CONTINUOUS OPERATION OF DPWH DREDGING MACHINE SITUATED IN THE MOUTH OF KALAKLAN RIVER, OLONGAPO CITY

WHEREAS, DPWH dredging machine stationed at the mouth of Kalaklan River has not been operating continuously due to frequent breakdown;

WHEREAS, dredging of Kalaklan River has been long overdue and the city government’s newly acquired dredging machine is not sufficient to dredge Olongapo waterways thus, the DPWH dredging machine will be a big help in de-clogging the rivers before the city is again devastated by severe flooding;

WHEREAS, the city government has been requesting the Department of Public Works and Highways for the repair of the said dredging machine but unfortunately, the funds released were not sufficient for the desired continuous dredging operation;

WHEREAS, with the onset of rainy season, the city acknowledges that there is a clear and present danger if our rivers will not be dredged the soonest possible time to prevent the massive floodings that we experienced in the previous years;

WHEREAS, immediate repair of DPWH dredging machine will not only hasten the de-clogging of the rivers, but will also prevent further deterioration of an important government asset;

WHEREAS, the City Government thru the City Council deems it necessary to insist that the DPWH allocate funds for the immediate repair of DPWH Dredging Machine situated in Kalaklan River, Olongapo City;

NOW, THEREFORE, on motion of City Councilor Edwin J. Piano, with the unanimous accord of the Members of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Members of the Sangguniang Panlungsod in session assembled, to demand, as it hereby demands the Department of Public Works and Highways (DPWH) Secretary, To Allocate Funds For The Immediate Repair And Continuous Operation Of DPWH Dredging Machine Situated In The Mouth Of Kalaklan River, Olongapo City.

A RESOLUTION CREATING A COMMITTEE/TEAM TO PREPARE FOR A SMOOTH AND EFFECTIVE TRANSITION/TURNOVER TO THE INCOMING OFFICIALS

WHEREAS, the Department of the Interior and Local Government released Memorandum Circular 23010-26 dated April 8, 2010 requiring all officials to create a local governance transition team to coordinate the transfer from the outgoing to the incoming administration;

WHEREAS, the said team will conduct inventory of local government properties, plan and secure necessary budget and technical support for the effective implementation of the transition activities;

WHEREAS, the team shall be composed of the re-elected members of the Council who are present on that particular session, to include the SK Federation and ABC Presidents, Ms. Elflida S. Salmon, Council Secretary with Ms. Jocelyn Pascual-Niñonuevo, Administrative Officer IV, this Office and to be chaired by Councilor Gina Gulanes-Perez;

NOW, THEREFORE, with the unanimous accord of the Members of the Sangguniang Panlungsod present,

RESOLVED, AS IT IS HEREBY RESOLVED, by the Members of the Sangguniang Panlungsod in session assembled, to create, as it hereby creates a committee/team to prepare for a smooth and effective transition/turnover for the incoming officials.

A RESOLUTION AUTHORIZING THE CITY MAYOR, HON. JAMES GORDON JR. TO ENTER INTO A MEMORANDUM OF AGREEMENT(MOA) FOR AND ON BEHALF OF THE GORDON COLLEGE WITH THE COLEGIO DE CASTILLEJOS REPRESENTED BY ITS CHAIRMAN OF THE BOARD, HON. WILMA B. BILLMAN REGARDING THE CONSORTIUM ON THE OPENING OF GRADUATE PROGRAMS ON THE SAID COLLEGES.

WHEREAS, the City of Olongapo has consistently played a major part in worthwhile relationship for the benefit of the City and its populace;

WHEREAS, the Colegio De Castillejos having been authorized and mandated by the Technical Education and Skills Development Authority (TESDA) and the Commission on Higher Education (CHED) to manage an educational institution has its primary aim to assist in the educational needs of the people in the nearby communities and in the employment of the graduates;

WHEREAS, Gordon College run and owned by the City Government of Olongapo, is an institution of higher and advanced learning engaged in technical-vocational, baccalaureate and graduate degree programs;

WHEREAS, the Gordon College is in need of service provider to offer Master of Arts in Education, Master in Business Management and Master in Public Management and recognizes the Gordon College in providing said graduate programs;

WHEREAS, cognizant of the benefits of the proposal, this august body considers it favorable to bestow authority to the Local Chief Executive to participate in such undertaking knowing that the Gordon College has the capability and commitment to enter into such a consortium;

NOW, THEREFORE, on motion of City Councilor Edwin J. Piano, co-sponsored by City Councilors Rodel S. Cerezo and Jonathan G. Manalo, with the unanimous accord of the Members of the Sangguniang Panlungsod present,

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to authorize, as it hereby authorizes the City Mayor, Hon. James Gordon Jr. to enter into a Memorandum of Agreement (MOA) for and on behalf of the Gordon College with the Colegio De Castillejos represented by its Chairman of the Board, Hon. Wilma B. Billman regarding the consortium on the opening of Graduate Programs on the said Colleges.
