AN ORDINANCE TEMPORARILY CLOSING PORTION OF THE RAMON MAGSAYSAY (RM) DRIVE (FROM HANSEN STREET BY DAVID SALON TO HANSEN STREET AFTER POLICE STATION 3, HANSEN STREET FROM 6TH STREET TO R.M. DRIVE, GALLAGHER STREET FROM MYX MO BAR TO R.M. DRIVE) TO TRAFFIC FROM 4:00 P.M., NOVEMBER 15, 2008 TO 3:00 A.M. OF NOVEMBER 16, 2008 AS VENUE FOR THE MUZIKLABAN 2008

BE IT ORDAINED, BY THE SANGGUNIANG PANLUNGSOD IN SESSION ASSEMBLED, THAT :

SECTION 1. R.M. Drive from Fendler Street by David Salon to Hansen Street after Police Station 3, Hansen Street from 6th Street to R.M. Drive, Gallagher Street from MYX MO Bar to R.M. Drive is declared temporarily closed from 4:00 P.M., November 15, 2008 to 3:00 A.M. of November 16, 2008.

SECTION 2. The above-mentioned temporary closure is in line with the “Battle of the Bands” of the Olongapo Business Club, Inc. and the Muziklaban 2008 on November 15, 2008. This is a concert/competition of 06 Bands and it is highlighted by the Guest Band SLAPSHOCK.

SECTION 3. Re – routing of vehicles to be outlined by the Office of the Traffic Management and Public Safety is necessary during the said closure.

SECTION 4. This Ordinance shall take effect upon its approval.

A RESOLUTION CONVEYING PROFOUND SYMPATHIES AND CONDOLENCES TO THE BEREAVED FAMILY OF DR. ANTONIO MAYRINA CRISPIN

WHEREAS, the seeds of goodness planted will be remembered beyond death such that the life of the late Dr. Antonio Mayrina Crispin, worthy of respect and recognition, the life he lived with humility and the wonderful things he endeavored will not be put to rest;

WHEREAS, Dr. Crispin was married to an eloquent educator and the city’s former City Councilor Erlinda G. Crispin and were blessed with four children. He was a great father to his children, a wonderful “lolo” to his grandchildren and a loving and responsible husband;

WHEREAS, putting value on education, Dr. Crispin together with his wife, established the Holy Infant Jesus Study Center which started with the program for pre-schoolers, prospered, and now offering college education;

WHEREAS, Dr. Crispin also became active in socio-civic organizations such as The Lions Club and the Knights of Columbus among many others; as well as in community service as volunteer physician in the barangay, apart from working in the City Health Office;

WHEREAS, Dr. Antonio Crispin, with his notable achievements both as a private and public person, claimed victory in his journey through life because he was able to devote time for the Lord in prayer, in service and in confession prior to his demise on November 11, 2008 from his long standing illness of Diabetes Mellitus.

NOW, THEREFORE, with the unanimous accord of the Members of the Sangguniang Panlungsod present,

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to convey as it is hereby conveys profound sympathies and condolences to the bereaved family of Dr. Antonio Mayrina Crispin.

Let a copy of this Resolution be furnished the bereaved family for their information and record.

A RESOLUTION AUTHORIZING THE CITY MAYOR JAMES GORDON, JR. TO ENTER INTO A MEMORANDUM OF AGREEMENT (MOA) WITH THE SUBIC BAY METROPOLITAN AUTHORITY FOR THE USE OF THE OLONGAPO CITY SANITARY LANDFILL AND FOR OTHER RELATED PURPOSES


WHEREAS, socio-economic benefits will be reaped by the City if the utility of the Olongapo City Sanitary Landfill would be maximized;

WHEREAS, with appropriate safeguards and controls, the interests of the local community would be amply protected;

WHEREAS, the Subic Bay Metropolitan Authority desires to enter into an agreement with the City while respecting our primary right over the control and use of the City’s Sanitary Landfill;

NOW, THEREFORE, on motion of Councilor Aquilino Y. Cortez, Jr., with the unanimous accord of the Members of the Sangguniang Panlungsod present,

A RESOLUTION AUTHORIZING THE CITY MAYOR JAMES GORDON, JR. TO ENTER INTO A CONTRACT OF LOAN WITH THE DEVELOPMENT BANK OF THE PHILIPPINES (DBP) TO FINANCE THE PURCHASE OF A DREDGING MACHINE AND ITS ACCESSORIES IN THE AMOUNT OF NINETY MILLION PESOS (PhP90,000,000.00)

WHEREAS, only a long-term and holistic solution will arrest the city’s flood problem to ensure public safety;

WHEREAS, a responsive solution requires purchasing a dredging machine and its complete appurtenances or accessories for its effective operation;

WHEREAS, it is necessary to secure a loan from the DBP to finance its purchase;

WHEREAS, the DBP has expressed willingness to grant a loan to cover the purchase of the dredging machine plus accessory parts totaling (PhP90,000,000.00);

WHEREAS, the loan-grant from the Development Bank of the Philippines would increase said bank’s financing and decrease outright cash-financing from the government;

NOW, THEREFORE, on motion of Councilors Rodel S. Cerezo, Edwin J. Piano, Angelito W. Baloy, Aquilino Y. Cortez, Jr., Anselmo A. Aquino, Elena C. Dabu, Jonathan G. Manalo, Carlito A. Baloy and Cheenee F. Hoya, with the majority decision of the Members of the Sangguniang Panlungsod present,

A RESOLUTION AUTHORIZING THE HONORABLE CITY MAYOR JAMES GORDON, JR. TO ENTER INTO A MEMORANDUM OF AGREEMENT (MOA) WITH THE COOPERATIVE DEVELOPMENT AUTHORITY REPRESENTED BY MANUEL A. MAR, REGIONAL DIRECTOR FOR THE IMPLEMENTATION OF RA 6938 OTHERWISE KNOWN AS THE COOPERATIVE CODE OF THE PHILIPPINES


WHEREAS, Congress enacted Republic Act 6938 otherwise known as The Cooperative Code of the Philippines which promotes the development of cooperatives as a practical vehicle for promoting self-reliance and empowering people towards the attainment of economic development and social justice;

WHEREAS, the City Government recognizes the important role of cooperatives in uplifting human lives specially during the times of economic hardships thru the creation of Olongapo City Cooperative Development Council;

WHEREAS, Section 2 of RA 6939 states that the government and all its branches, subdivisions, and agencies shall ensure the provisions of technical guidance, financial assistance and other services to enable the development of cooperatives;

NOW, THEREFORE, on motion of Councilor Elena C. Dabu, with the unanimous accord of the Members of the Sangguniang Panlungsod present,

RESOLVED, AS IT HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to authorize, as it hereby authorizes the Honorable City Mayor James Gordon, Jr. to enter into a Memorandum of Agreement (MOA) with The Cooperative Development Authority represented by Manuel A.
