A RESOLUTION AUTHORIZING THE CITY MAYOR JAMES GORDON, JR. TO ENTER INTO A MEMORANDUM OF UNDERSTANDING (MOU) WITH THE PHILIPPINE POSTAL CORPORATION REPRESENTED BY ITS POSTMASTER GENERAL AND CHIEF OPERATING OFFICER MR. HECTOR VILLANUEVA FOR THE PRINTING AND ISSUANCE OF COMMEMORATIVE STAMPS DEPICTING THE 50TH ANNIVERSARY OF OLONGAPO’S TURN-OVER FROM THE UNITED STATES OF AMERICA TO THE PHILIPPINE GOVERNMENT

WHEREAS, Olongapo City will be celebrating the 50th anniversary of its turn over from the American Government to the Philippine Government on December 7, 2009;

WHEREAS, the Philippine Postal Corporation, being the sole government entity mandated under the laws of the Philippines produces, prints, circulates and sells commemorative stamps;

WHEREAS, the city government in commemoration of its 50th anniversary requested the Philippine Postal Corporation to print circulate, and sell commemorative stamps depicting the momentous event;

WHEREAS, the Philippine Postal Corporation has approved the said request;

NOW, THEREFORE, on motion of Councilor Edwin J. Piano, with the unanimous accord of the Members of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to authorize, as it hereby authorizes Honorable City Mayor James Gordon Jr. to enter into a Memorandum of Understanding (MOU) with the Philippine Postal Corporation represented by its Postmaster General and Chief Operating Officer Mr. Hector Villanueva for the printing and issuance of commemorative stamps depicting the 50th Anniversary of Olongapo’s turn over from the United States of America to the Philippine Government.

A RESOLUTION COMMENDING THE PHILIPPINE DRUG ENFORCEMENT AGENCY (PDEA) HEADED BY GENERAL DIONISIO SANTIAGO FOR APPREHENDING BIG-TIME DRUG PUSHERS IN OLONGAPO CITY

WHEREAS, PDEA agents led by Major Ferdinand Marcelino, in a raid conducted at the penthouse of C’est Le Vie Hotel located on Gordon Avenue, Olongapo City apprehended three alleged big-time drug pushers in the area;

WHEREAS, the arrest was a result of week-long surveillance conducted by PDEA agents who rented the adjacent apartment that was being used by the suspects as drug and prostitution den;

WHEREAS, in a news interview, PDEA Director Dionisio Santiago identified one of the arrested suspects as a member of a prominent political family in Zambales and was tagged as untouchable because despite his drug peddling activities, he was never arrested;

WHEREAS, PDEA’s relentless desire to get rid of the drug menace resulted to more apprehensions in this city, the latest of which is the arrest of Jamaican national carrying Seventy Five Thousand Pesos (75,000) pesos worth of illegal drugs;

NOW, THEREFORE, with the unanimous accord of the Members of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, the Sangguniang Panlungsod in session assembled to commend, as it is hereby commends the Philippine Drug Enforcement Agency (PDEA) headed by Gen. Dionisio Santiago for apprehending big-time drug pushers in Olongapo City.

RESOLVED FURTHER, AS IT IS HEREBY FURTHER RESOLVED, that copies of this Resolution be furnished to the Philippine Drug Enforcement Agency and the Dangerous Drug Board for their information and record.

A RESOLUTION REQUESTING THE DEPARTMENT OF TRADE AND INDUSTRY (DTI) TO WAIVE THE PERMIT FOR THE WEEKLONG CITYWIDE SALE ON NOVEMBER 16-22, 2009 FOR THE UPCOMING ADVERTISING CONGRESS

WHEREAS, Advertising Congress 2007 in Subic was successfully organized and had the most number of delegates in its history. The aforementioned success was brought forth due to the combined efforts of Subic Bay Metropolitan Authority, Olongapo City Government, SBFZ investors, Olongapo City Business Industry as well as different agencies and Non-Governmental Organizations in close coordination with the Advertising Board;

WHEREAS, the recent signing of the AdBoard and SBMA last October 23, 2009 made the event official and final likewise shall pave way for everybody to immediately prepare for the incoming ten thousand delegates for the Advertising Congress on November 18 to 21, 2009;

WHEREAS, all businessmen shall then be requested to express a high degree of hospitality by beautifying their facilities, maintain extreme cleanliness, provide excellent customer service and participate in the Weeklong Citywide Sale as this will encourage tourists spending to definitely boost the local economy;

WHEREAS, the Citywide Sale will seek to provide sales, discounts, buy one take one, bargains and similar sales and marketing/promotional activities that will persuade people to go out of their homes and spend money. This will eventually help the business community in its desire to acquire additional revenues;

WHEREAS, the Department of Trade and Industry mandates all business establishments that aspire to have sales promotional activities to secure permit before commencing;

WHEREAS, the DTI is the city’s local partner in its venture to expand its trade and industry, creating job opportunities and generating additional revenues to reinforce the city’s socio-economic progress. By exempting the permit for the sales promotion activities intended for the Citywide Sales from November 16-22, 2009, DTI will be able to contribute in meeting such objectives;

WHEREAS, the Olongapo City Government wishes to request the Department of Trade and Industry to waive payment of fees to persuade more businesses to join the Citywide Sale;

NOW, THEREFORE, on motion of City Councilor Gina Gulanes-Perez, with the unanimous accord of the Members of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to request, as it hereby requests the Department of Trade and Industry (DTI) to waive the permit for the weeklong citywide sale on November 16-22, 2009 for the upcoming Advertising Congress.

Let copies of this Resolution to furnish the DTI and the Olongapo City Business Permit and Licensing Office (BPLO) for their information and appropriate action.

A RESOLUTION ENCOURAGING THE OLONGAPO CITY TOURISM INDUSTRY TO PREPARE FOR THE UPCOMING ADVERTISING CONGRESS ON NOVEMBER 18-21, 2009 IN SUBIC BAY FREEPORT ZONE AND TO PARTICIPATE IN THE WEEKLONG CITYWIDE SALE ON NOVEMBER 16-22, 2009

WHEREAS, Advertising Congress 2006 in Subic was successfully organized and had the most number of delegates in its history;

WHEREAS, the aforementioned success was brought forth due to the combined efforts of Subic Bay Metropolitan Authority, Olongapo City Government, SBFZ investors, Olongapo City Business Industry as well as different agencies and Non-Governmental Organizations in close coordination with the Advertising Board;

WHEREAS, the Advertising Congress 2006 created an economic spark in the locality and to organize once again the said event in the area shall be of great benefit to the constituency;

WHEREAS, the tourism industry like hotels, restaurants, spa centers and shopping areas shall contribute once again in this event’s success by preparing its facilities to ensure extreme cleanliness and excellent customer service, the Olongapeño’s way;

WHEREAS, all businessmen are requested to place ornamental and flowering plants in front of their establishments to help beautify the city, streamers to welcome the delegates and join the Weeklong Citywide Sale to encourage tourists spending that will boost the local economy;

WHEREAS, the city may organize free customer service seminar per need as well as conduct massive campaign through the local media and coordination meetings in preparation for the upcoming event;

NOW, THEREFORE, on motion of City Councilor Gina Gulanes-Perez, with the unanimous accord of the Members of the Sangguniang Panlungsod;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to encourage, as it is hereby encourages the Olongapo City Tourism Industry to prepare for the upcoming Advertising Congress on November 18-21, 2009 in Subic Bay Freeport Zone and to participate in the weeklong citywide sale on November 16-22, 2009.

RESOLVED FURTHER, AS IT IS HEREBY FURTHER RESOLVED, that copies of this Resolution be given to all tourism establishments, DTI, Metro Olongapo Chamber of Commerce, ESMO, Parks and Playground, Beautification Office and the Philippine National Police for their information and implementation.

A RESOLUTION COMMENDING MR. ELISEO DE GUZMAN FOR HIS INVALUABLE CONTRIBUTIONS TO THE CITY OF OLONGAPO AS CITY DIRECTOR OF THE DEPARTMENT OF THE INTERIOR AND LOCAL GOVERNMENT (DILG)

WHEREAS, DILG City Director Eliseo “Ely” De Guzman served Olongapo City for 14 years, sincerely dedicating his time and efforts for the betterment of the people of Olongapo thru series of programs, seminars and trainings for the local government of the City especially of the barangay officials;

WHEREAS, Director De Guzman shared his expertise in local governance that led to the winning of different barangays to the National Lupon Tagapamayapa award and other prestigious awards given to local governments;

WHEREAS, Director “Ely”, in his 39 years of impeccable service in the Department of the Interior and Local Government rose from the ranks and will always be remembered for his leadership, commitment and dedication;

WHEREAS, the City hereby acknowledges the prime efforts, commitment and meritorious performance of Director “Ely” as DILG - City Director, who will retire this month, leaving the City with his distinguished contributions;

NOW, THEREFORE, with the unanimous accord of the Members of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to commend, as it hereby commends, Mr. Eliseo De Guzman for his invaluable contributions to the City of Olongapo as City Director of the Department of the Interior and Local Government (DILG).
