A RESOLUTION COMMENDING SAMUEL MATIAS FOR WINNING SILVER MEDAL
 IN THE BOWLING DOUBLES EVENT OF THE 2014 ASIAN PARA GAMES HELD
LAST OCTOBER 20, 2014 AT INCHEON, SOUTH KOREA

WHEREAS, the Asian Para Games is an international competition for children and adults with physical disability;

WHEREAS, Samuel Matias is a native of Olongapo City. He is the son of Angel D. Matias, one of the prime propeller of the Scouting Movement in the city and Madam Gloria Matias, a retired Public School Principal and  a well-respected Olongapeño;

WHEREAS, having a positive attitude, enthusiasm and strong determination, Samuel Matias proves that physical impairment due to unfortunate circumstances is not a hindrance in the pursuit of victory in the field of sports;

WHEREAS, Samuel Matias with his team did very well when he competed in the 2014 Asian Paralympics Games held in Incheon, South Korea, winning a Silver Medal in the Bowling Doubles Event;

WHEREAS, in spite of his challenged lifestyle, he showed determination to excel in the field of sports, gaining the respect of others. Indeed Samuel Matias is an inspiration to other aspiring athletes;

WHEREAS, his outstanding performance deserved to be commended for having brought  honor and recognition he brought not only for our City of Olongapo but also in our country;

NOW, THEREFORE, with the unanimous accord of the Member of the Sangguniang Panlungsod present,


RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to commend as it hereby commends Samuel Matias for winning Silver medal in the Bowling Doubles Event of the 2014 Asian Para Games held last October 20, 2014 at Incheon, South Korea.

A RESOLUTION COMMENDING JOSEPH RAPHAEL S. VERGARA FOR WINNING BRONZE MEDAL IN THE 11TH ASIAN SCHOOLS CHESS CHAMPIONSHIP AND SILVER MEDAL IN THE 16TH ASEAN + AGE-GROUP CHESS CHAMPIONSHIP BOTH HELD AT NANYANG TECHNOLOGICAL UNIVERSITY IN SINGAPORE LAST MAY 30-JUNE 8, 2015 AND JUNE 8-17, 2015, RESPECTIVELY

WHEREAS, Joseph Raphael S. Vergara reaped the Bronze medal in the Open Under-7 Blitz Category and finished 4th in the Open Under-7 Standard Category in the 11th Asian Schools Chess Championship held at Nanyang Technological University in Singapore last May 30-June 8, 2015;

WHEREAS, Joseph Raphael Vergara’s bronze medal completed the Philippine Team’s Over-all Champion standing in the said international chess event participated by a total of three hundred sixty (360) players from nineteen (19) countries;

WHEREAS, immediately following the 11th Asian Schools Chess Championship, Joseph Raphael Vergara with the Philippine Team competed in the 16th ASEAN + Age-Group Chess Championship also held at Nanyang Technological University in Singapore from June 8-17, 2015, where he garnered the Silver Medal in the Under-9 Blitz Category. The Philippine Team finished Second Place with 26 Gold, 42 Silver and 17 Bronze Medals;

WHEREAS, the 16th ASEAN +Age-Group Chess Championship is the flagship event of the ASEAN Chess Confederation (ACC) which for many years now have been the most eagerly awaited event in the region. For this year, participants have reached four hundred fifty two (452) players from sixteen (16) countries which included on ASEAN Countries- Australia, China, India, Kazakhstan, Mongolia, Nepal, New Zealand, Pakistan, and South Korea;

WHEREAS, Joseph Raphael Vergara is born on December 23, 2008 in Olongapo City to parents Janeth Solomon and Joel Vergara and is presently a Grade-one student at Olongapo Wesley School;
  
WHEREAS, only six years old, Joseph Raphael Vergara brought Olongapo City to the international chess map with his impressive feats in the two international chess events;

WHEREAS, this young lad’s determination and perseverance serves as a shining example for fellow Olongapeños to follow and emulate;

WHEREAS, his outstanding performance in the athletic arena which brought honor and pride to Olongapo City and the entire country, deserves recognition and commendation;

NOW, THEREFORE, with the unanimous accord of the Members of the Sangguniang Panlungsod present,

RESOLVED, AS IT HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to commend as it hereby commends Joseph Raphael S. Vergara for winning Bronze medal in the 11th Asian Schools Chess championship and Silver medal in the 16th ASEAN+Age-Group Chess Championship both held at Nanyang Technological University in Singapore last May 30-June 8, 2015 and June 8-17, 2015, respectively.

A RESOLUTION AUTHORIZING THE HONORABLE CITY MAYOR ROLEN C. PAULINO TO ENTER INTO, EXECUTE, AND SIGN FOR AND ON BEHALF OF
JAMES L. GORDON MEMORIAL HOSPITAL THE MEMORANDUM OF
AGREEMENT (MOA) WITH CENTRAL LUZON COLLEGE OF SCIENCE
AND TECHNOLOGY (CELTECH COLLEGE), IN A MANNER
CONSISTENT WITH LAW

WHEREAS, Central Luzon College of Science and Technology (CELTECH College), is a duly recognized institution by the Commission on Higher Education (CHED) and Technical Education and Skills Development Authority (TESDA);

WHEREAS, James L. Gordon Memorial Hospital, is a tertiary hospital owned and managed by the City Government of Olongapo, existing pursuant to the laws of the Republic of the Philippines;

WHEREAS, CELTECH College respectfully requests the students of the Bachelor of Science in Nursing, Caregiver, Nursing Assistant and Midwifery Courses be admitted and allowed to undergo actual training at James L. Gordon Memorial Hospital and thereafter a certification be issued after completion of the required training;

WHEREAS, the agreement shall take effect on June 01, 2015 to June 30, 2017, and is deemed automatically renewed unless revoked jointly in writing by parties justifiable cause;

NOW, THEREFORE, on motion of City Councilors Benjamin G. Cajudo II and Eduardo G. Guerrero, with the unanimous accord of the Member of the Sangguniang Panlungsod present,

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to authorize, as it hereby authorizes the Honorable City Mayor Rolen C. Paulino to enter into, execute, and sign for and on behalf of James L. Gordon Memorial Hospital the Memorandum Of Agreement (MOA) with Central Luzon College of Science and Technology (CELTECH College), in a manner consistent with law.

A RESOLUTION DECLARING THE ANNUAL BUDGET OF BARANGAY NEW KABABAE FOR THE FISCAL YEAR 2015  IN THE AMOUNT OF  TWO MILLION FOUR HUNDRED FORTY EIGHT THOUSAND ONE HUNDRED TWELVE PESOS & 23/100 (PHP2,448,112.23) OPERATIVE IN ITS ENTIRETY

            In the interest of public service and on motion of  City Councilor Elena C. Dabu, with the unanimous accord of the Members of the Sangguniang Panlungsod present:

            RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang  Panlungsod in session assembled, to declare, as it hereby declares the Annual Budget of Barangay New Kababae  for the Fiscal Year 2015 in the amount of  Two Million Four Hundred Forty Eight Thousand One Hundred Twelve Pesos & 23/100 (PhP2,448,112.23) operative in its entirety considering that the said budget as contained in Barangay Appropriation Ordinance No. 02, Series of 2015 of  Barangay New Kababae, upon review by the Sangguniang Panlungsod, has substantially complied with the requirements and limitations set forth under Republic Act No. 7160 or the Local Government Code of 1991 and its Implementing Rules and Regulations.  PROVIDED, that the City Accountant is enjoined to observe that the conditions enumerated by the City Budget Officer in her letter dated  July 20, 2015 are strictly complied with;

            RESOLVED FURTHER, AS IT IS HEREBY FURTHER RESOLVED, that Barangay Appropriation Ordinance No. 02, Series of 2015 of  Barangay New Kababae dated  March 03, 2015 and the letter from Ms. Joy Fernandez-Cahilig, City Budget Officer dated July 20, 2015 be made as integral parts of this Resolution.
