A RESOLUTION COMMENDING MRS. VIRGINIA C. BITANGCOL FOR HER EXEMPLARY ACCOMPLISHMENTS AND CONTRIBUTIONS TO THE COMMUNITY


WHEREAS, Mrs. Virginia C. Bitangcol, a volunteer barangay health worker was cited for the “Ulo ng Apo Medal of Excellence for Community Services” Award;

WHEREAS, juggling responsibilities as a housewife and a doting mother of five, Mrs. Bitangcol, even extended the tenderness of her love and care as a community volunteer, assisting in her barangay’s health center as well as in the UBSP-Reach-Up and SUGPO Federation;

WHEREAS, she managed her household well, equipped herself for service and never grew weary in attending to the needs of her community;

WHEREAS, she exemplified the strong woman of character, devotion and service, every family can be proud of;


WHEREAS, the City salutes Mrs. Bitangcol for her strong sense of purpose, where she touched many by the goodness of her heart. She indeed made the City proud of her acts of volunteerism;


NOW, THEREFORE, with the unanimous accord of the Members of Sangguniang Panlungsod present;

RESOLUTION NO. 37

A RESOLUTION COMMENDING LT. GENERAL ROMEO B. DOMINGUEZ FOR HIS EXEMPLARY ACCOMPLISHMENTS AND CONTRIBUTIONS TO THE COMMUNITY


WHEREAS, one of the finest men of PMA Class 1971, Lt. General Romeo B. Dominguez, AFP has distinguished himself in almost all military operations, both administrative and tactical in his varied assignments;

WHEREAS, a frontliner, he earned his stars in the field, battled as one of the Special Forces Company which sent him to lead teams in Cagayan Valley and Central Mindanao in the 70s. He was also a battalion commander in Central Luzon when the government implemented the AFP Counter-Insurgency Plan “Lambat Bitag” which eventually cramped NPAS’ nationwide strength from the 80s to the 90s;

WHEREAS, such major accomplishments brought about honor to his motherland, distinction in his assignments as well as promotion on his rank;

WHEREAS, born in Naga and reared in Olongapo City, Lt. General Dominguez graduated as salutatorian of Class 1967 of the Olongapo City National High School, hurdled the groves of the academe as he finished the academic requirements of Master in Public and Business Management as well as Master of Accountancy and as a thin red liner, he represented the AFP in various seminars abroad;

WHEREAS, entrusted with such enormous tasks on his hand as an officer and a gentleman, Lt. General Dominguez guarded his crusade against the growing politization of the military and duplicity of the AFP chain of command. When he had sensed it is time for him to go, he opted to resign from his post as Commander of the Northern Luzon Command, the umbrella headquarters in command and in control of about 10,000 troops from all the three major service commands: Army, Air Force and Navy, deployed in Luzon North and Metro Manila, months before his compulsory retirement;

WHEREAS, his integrity, reverence to his sworn duty and the value-laden principles he embraced as a soldier merit the admiration of his community as one of the most decorated officers of his class;

WHEREAS, even in his retirement, Romeo, as he is fondly called, never stopped to be a crusader but view it as an avenue to intensify his advocacy for meaningful reforms in the AFP and credible conduct of elections;

WHEREAS, the City salutes the man for his social conscience, strong sense of purpose and excellent track record for which he is conferred the “Ulo ng Apo Career Award Achievement of Excellence”. He indeed made the City proud of his accomplishments;

NOW, THEREFORE, on motion of Councilor Cynthia G. Cajudo, with the unanimous accord of the Members of Sangguniang Panlungsod present;

A RESOLUTION INTERPOSING STRONG OBJECTION TO THE 9 PERCENT WATER TARIFF INCREASE GRANTED TO SUBICWATER INC. BY THE SUBIC BAY REGULATORY BOARD (SBWRB)

WHEREAS, the recent burden of water tariff increase being shouldered by our people has added to their economic miseries and woes;

WHEREAS, the Subicwater Inc. has imposed a 9% water tariff increase which was approved by the Subic Bay Water Regulatory Board on its consumers;

WHEREAS, water has become one of the necessities of the people which should be made accessible to them regardless of their status in life;

WHEREAS, for the past five years, the Subicwater has implemented series of water tariff increases which the people of Olongapo through the Sangguniang Panlungsod interposed their continuous objection on the same;

NOW, THEREFORE, on motion of Councilor Noel Y. Atienza, with the majority decision of the Members of Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to interpose, as it is hereby interposes strong objection to the 9 percent water tariff increase granted to Subicwater Inc by the Subic Bay Regulatory Board (SBWRB).

WHEREAS, the City Mayor was authorized to enter into a Memorandum of Agreement (MOA) with the Olongapo Business Club, Inc. (OBC) through Resolution No. 28, Series of 2007 to organize Kalye Kasiyahan Festival 2007;

WHEREAS, the aforementioned summer activity under the Olongapo Business Club, Inc. is one of the effective promotional activities for the City tourism industry;

WHEREAS, the Sangguniang Panlungsod Members deem it proper to ratify the Memorandum of Agreement (MOA);

NOW, THEREFORE, on motion of Councilor Gina G. Perez, with unanimous accord of the Members of Sangguniang Panlungsod present;

AN ORDINANCE TEMPORARILY CLOSING RAMON MAGSAYSAY DRIVE FROM MARCH 08 AT 10:00 AM – MARCH 11 at 12:00 NOON

BE IT ORDAINED, BY THE SANGGUNIANG PANLUNGSOD IN SESSION ASSEMBLED, THAT:

SECTION 1. Ramon Magsaysay Drive is declared temporarily closed on March 08 at 10:00 am to March 11 at 12:00 noon.

SECTION 2. The above temporary closed road will be used for the preparation and conduct of the KALYE KASIYAHAN FESTIVAL 2007 slated on March 09-10.

SECTION 3. The Olongapo Business Club as the official organizer of KALYE KASIYAHAN 2007 will spearhead the tourism activities and maintenance of public safety on said dates.

SECTION 4. The Office of Traffic Management and Public Safety will recommend the necessary rerouting of vehicles during the said temporary closure. Copy of the map is hereby made as an integral part of this Ordinance.

SECTION 5. This ordinance shall take effect upon its approval.
