A RESOLUTION EXPRESSING DEEPEST SYMPATHIES AND CONDOLENCES TO THE BEREAVED FAMILY OF DAVID B. SALLES, SR. FORMER BARANGAY COUNCIL MEMBER OF EAST BAJAC-BAJAC, THIS CITY.

WHEREAS, David B. Salles, Sr., former Barangay Council Member of East Bajac-Bajac, this city peacefully joined his creator on September 2, 2011 at the age of 81;

WHEREAS, David B. Salles, Sr. served the said barangay as it Council Member from 1997 to 2002 to 2007 to 2010;

WHEREAS, Mr. Salles, aside from being a barangay official, was also one of the forerunners of various communication groups in the city, such as the Ulo ng Apo DX3 UNA Radio Club, as its Past President, Olongapo Integrated Communication (OIC), as its founding member and RESCUE 548 as its Director. He was also the Past President of Bicolnon Association;

WHEREAS, “Ka Salles”, as he is fondly called, is known for his scholarly and wise counsel;

WHEREAS, his candid views and opinions during legislative deliberations were always admired and respected by his peers in the Barangay Council;

WHEREAS, to his credit, the Barangay Council churned out numerous quality legislative measures that greatly redounded to the welfare of their barangay;

WHEREAS, in the performance of his functions, Barangay Councilor Salles was a very efficient public servant pouring out his best efforts for the benefit of his constituents;

WHEREAS, Olongapo City joins the Salles family in its grief over the loss of a distinguished barangay legislator, esteemed public servant and the beacon of their family;

NOW, THEREFORE, on motion of City Councilor Elena C. Dabu co-sponsored by City Councilors Eyrma Yvette Marzan-Estrella, Aquilino Y. Cortez, Jr., James G. delos Reyes, Gina Gulanes-Perez, Eduardo J. Piano, Edna A. Elane, Noel Y. Atienza, Sarah Lugerna Lipumano-Garcia, Dolly Mae M. Ramos, with the unanimous accord of the Members of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled to express, as it is hereby expresses deepest sympathies and condolences to the bereaved family of David B. Salles, Sr. former Barangay Council Member of East Bajac-Bajac, this city.

Let a copy of this Resolution be furnished the bereaved family of former Barangay Councilor David B. Salles, Sr. for their information and record.

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to enact the following Ordinance:

ORDINANCE NO. 11

AN ORDINANCE TEMPORARILY CLOSING 24TH STREET CORNER ELICAÑO STREET TO CORNER RIZAL AVENUE, EAST BAJAC-BAJAC, OLONGAPO CITY TO TRAFFIC FROM 12 MIDNIGHT OF SEPTEMBER 9, 2011 TO 12 NOON OF SEPTEMBER 10, 2011 FOR THE CEREMONIES RELATIVE TO THE BLESSING OF THE NEWLY-RENOVATED F. MANALO LOCALE IGLESIA NI CRISTO, SUBJECT TO PERTINENT LAWS

BE IT ORDAINED, BY THE SANGGUNIANG PANLUNGSOD IN SESSION ASSEMBLED, THAT:

SECTION 1. 24th Street corner Elicaño Street to corner Rizal Avenue East Bajac-Bajac, Olongapo City is declared temporarily closed to traffic from 12 midnight of September 9, 2011 up to noon of September 10, 2011.

SECTION 2. That the Above-mentioned temporary closure is in line with the Iglesia Ni Cristo activity pertinent to the blessing of their newly-renovated F. Manalo Locale at 24th Street East Bajac-Bajac, Olongapo City to be led by their church leader Bro. Eduardo Manalo.

SECTION 3. This request is in reference to the letter of the Iglesia ni Cristo addressed to the City Mayor dated August 31m 2011.

SECTION 4. Re – routing of vehicles is to be outlined by the Office of the Traffic Management and Public Safety and shall be an integral part of this ordinance.

SECTION 5. This Ordinance shall take effect upon its approval.

A RESOLUTION DECLARING A STATE OF IMMINENT DANGER IN MT. BALIMPUYO ROCKSLIDE, TABACUHAN, STA. RITA, OLONGAPO CITY AREA AND CALLING ON THE DEPARTMENT OF ENVIRONMENT AND NATURAL RESOURCES (DENR), THE DEPARTMENT OF PUBLIC WORKS AND HIGHWAYS (DPWH) AND OTHER PERTINENT NATIONAL GOVERNMENT OFFICES TO EXPEDITIOUSLY ACT TO ARREST THE IMPENDING DANGER, IN NATIONAL GOVERNMENT TERRAIN IN A MANNER CONSISTENT WITH LAW

WHEREAS, there are communities situated in areas in the Mt. Balimpuyo Rockslide, Tabacuhan, Sta. Rita, Olongapo City which under Department of Environment and Natural Resources (DENR) maps are considered alienable and disposable;

WHEREAS, recent information from pertinent government agencies such as Bureau of Mines and Geosciences shoe that there subsists rock formations/boulders which may be considered unstable and, compounded by the current weather conditions, may possibly fall-off does posing a real danger to the lives and properties of the communities in the Mt. Balimpuyo, Tabacuhan, Sta. Rita area;

WHEREAS, the City has already undertaken short-term and medium-term measures such as the provision for social; services and temporary relocation to the affected families estimated to be around more than one-hundred fifty families, with a number of families temporarily placed in a safe site;

WHEREAS, there is a need for both prompt action to complement the City’s on-going efforts to arrest the current impending dangers and a long-term solution which mandate action on the part of the Department of Environment and Natural Resources (DENR), the Department of Public Works and Highways (DPWH) and other pertinent National Government Offices in the light of findings that the Mt. Balimpuyo Rockslide, Tabacuhan, Sta. Rita, Olongapo City area where the dangerous rock formation are situated is within national government terrain;

WHEREAS, the City recognizes the object, prudent, and real need to facilitate holistic and long-term looking responsive action to protect the welfare and well-being of local communities, in a manner compliant and consistent with law;

NOW, THEREFORE, on motion of City Councilor Eduardo J. Piano, with the unanimous accord of the Members of the Sangguniang Panlungsod present,

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to declare, as it hereby declares a state of imminent danger in Mt. Balimpuyo Rockslide, Tabacuhan, Sta. Rita, Olongapo City Area and call on the Department of Environment and Natural Resources (DENR), the Department of Public Works and Highways (DPWH) and other pertinent National Government Offices to expeditiously act to arrest the impending danger in said National Government terrain in a manner consistent with law.”
