A RESOLUTION ADOPTING THE CITY OF OLONGAPO’S REVISED VISION STATEMENT  FOR  THE  FORMULATION  OF  THE  COMPREHENSIVE
LAND USE PLAN REVISION AS ADOPTED BY THE OLONGAPO CITY
 LOCAL DEVELOPMENT COUNCIL, IN A MANNER CONSISTENT WITH LAW

WHEREAS, there is a need to revise the City’s existing 2001-2011 Comprehensive Land Use Plan, which need has been confirmed during the September 5, 2012 workshop spearheaded by the National Economic Development Authority (NEDA), Region III and confirmed by the Olongapo Local Development Council through its resolution dated February 25, 2013; 

WHEREAS, the revised vision for the city as approved by the Olongapo City Local Development Council should now read as: “Olongapo City shall be the premiere Freeport City in the country, a regional trading center and a renowned tourism destination characterized by a sustainable ecology; propelled by globally competitive citizenry and principles of good governance;”

WHEREAS, the revision is legally mandated under the Local Government Code of 1991 and under the Department of the Interior and Local Government issuances;
  
NOW, THEREFORE, on motion of City Councilor Gina Gulanes-Perez,  co-sponsored by City Councilors Rodel S. Cerezo, Eyrma Yvette Marzan-Estrella, Elena C. Dabu, Eduardo J. Piano and Edna A. Elane, with the majority decision of the  Members of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled to adopt, as it hereby adopts, the City Of Olongapo’s Revised Vision Statement For The Formulation Of The Comprehensive Land Use Plan Revision As Adopted By The Olongapo City Local Development Council, In A Manner Consistent With Law.

RESOLUTION NO. 07

A RESOLUTION AUTHORIZING THE CITY MAYOR HON. JAMES GORDON, JR. TO ENTER INTO A MEMORANDUM OF AGREEMENT WITH THE NATIONAL ECONOMIC & DEVELOPMENT AUTHORITY (NEDA), REGIONAL OFFICE III FOR TECHNICAL ASSISTANCE/SERVICES ON THE UPDATING OF THE CITY’S COMPREHENSIVE LAND AND WATER USE PLAN AND CITY DEVELOPMENT PLAN

WHEREAS, Sections 106 and 109 of Republic Act No. 7160 otherwise known as the Local Government Code of 1991 mandate all municipalities and cities to prepare their comprehensive multi-sectoral socio-economic development plans and policies;

WHEREAS, Executive Order No. 841, series of 2009 was issued directing all local chief executives and local development councils to immediately revisit/reformulate/formulate their respective Comprehensive Land Use Plans, identifying for the purpose the areas for socialize housing and resettlement relocation;

WHEREAS, the city’s current Comprehensive Land Use Plan (CLUP) covers the period of 2011 – 2010 and the City Development Plan (CDP) is for 2000 - 2010;

WHEREAS, to make the city’s CLUP and CDP more attuned to the current and future needs and development, there is a need to revisit and update the mentioned plans with the incorporation of water use plan;

WHEREAS, in the formulation of the Comprehensive Land and Water Use Plans (CLWUPs) and CDPs, the city may seek the assistance of any field office of National Government Agencies (NGASs)

WHEREAS, the City of Olongapo sought the assistance of the National Economic and Development Authority, Regional Office III (NEDA-RO III) as its Agency-Partner in the updating of its CLWUP and CDP;

WHEREAS, the City is willing and shall provide the necessary technical, financial and administrative support to realize the updating of its CLWUP and CDP;

WHEREAS, NEDA – RO III agrees to provide the requisite services and expertise necessary in the updating of the CLWUP and CDP for the City of Olongapo;

NOW, THEREFORE, on motion of City Councilor Gina Gulanes-Perez with the unanimous accord of the Members of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to authorize, as it hereby authorizes the City Mayor Hon. James Gordon, Jr. to enter into a Memorandum of Agreement (MOA) with the National Economic and Development Authority (NEDA), Regional Office III for technical assistance/services on the updating of the Comprehensive Land and Water Use Plan and City Development Plan of the City of Olongapo.
