A RESOLUTION CONGRATULATING MR. ANGELITO B. LAYUG FOR WINNING THE REGIONAL GAWAD KALASAG BEST DISASTER AND RISK REDUCTION MANAGEMENT (DRRM) OFFICER AWARD

WHEREAS, the Regional Disaster and Risk Reduction Management Council Region 3 recognized the notable achievement and conferred the Best DRRM Officer of Central Luzon, to the city’s very own Angelito B. Layug, in recognition of his exemplary leadership in advocating excellence in Disaster Risk Reduction and Management and Climate Change Adaptation;

WHEREAS, since the inception of the Olongapo Disaster Management Office and the Olongapo Fire-Search and Rescue, Mr. Layug stood at the forefront and led the team adopt a comprehensive Disaster Preparedness and Management blueprint which ushered the city to forge partnerships in various local, national and international entities towards a sustainable, effective and modern Disaster Responsive program;

WHEREAS, as a member of the Incident Command System National Cadre and national Management Team (NMT), Mr. Layug has made significant strides in helping the region subscribe to and apply the policies of the Incident Command System (ICS) by creating a model for its successful implementation in Olongapo City that can be replicated not only during disasters but also for other eventualities;

NOW, THEREFORE, with the unanimous accord of the Members of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to congratulate, as it hereby congratulates Mr. Angelito B. LAyug for winning the Regional Gawad Kalasag Best Disaster and Risk Reduction Management (DRRM) Officer Award.

A RESOLUTION CONGRATULATING AND RECOGNIZING THE OLONGAPO CITY DISASTER COORDINATING COUNCIL FOR WINNING THE REGIONAL GAWAD KALASAG FOR THE BEST CITY DISASTER COORDINATING COUNCIL


WHEREAS, the Olongapo City Disaster Coordinating Council (OCDCC) is the recipient of the Regional Gawad Kalasag for being the Best City Coordinating Council and one of most active Rescue Teams in the whole Region III;

WHEREAS, aside from this distinction, the Olongapo City Disaster Coordinating Council, bested the regional finals for the best prepared unit to deal with emergencies among highly urbanized localities;

WHEREAS, with a fully equipped emergency response unit, professional and highly-trained personnel with profound dedication for service, the OCDCC responded to almost all emergency situations within the bounds of the City as well as its outskirts and neighboring towns and provinces;

WHEREAS, as a strong response institutions, the OCDCC was honored for its high level of readiness, timely deployment in the City and beyond in the call of emergency;

WHEREAS, the OCDCC outshines other localities as Excellent in Disaster Management and providing humanitarian assistance to affected communities due to disasters and calamities;

WHEREAS, further, the OCDCC implements a continuing training program for volunteers in various barangays and communities in the City through an enhanced disaster managements preparedness and response capacity which significantly retooled them to perform technical and humanitarian services worthy of emulation;

WHEREAS, Olongapo City takes great pride on this another achievement of OCDCC and salutes their courage in standing on the frontline of disasters and emergencies with sheer commitment to save lives, alleviate sufferings and mitigate further destruction of lives and properties;

NOW, THEREFORE, with the unanimous accord of the Members of the Sangguniang Panlungsod present,

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to congratulate and recognize, as it hereby congratulates and recognizes The Olongapo City Disaster Coordinating Council For Winning The Regional Gawad Kalasag For The Best City Disaster Coordinating Council.
