WHEREAS, the Olongapo City Vendors Management Team is the primary workforce in charge of the Market as well as Street Vending within the City;

WHEREAS, there is a need to reorganize the composition of the Management Team in order to further serve its interest in pursuance of peace and order vis-à-vis entrepreneurship in the City;

NOW, THEREFORE, on motion of Councilor Edwin J. Piano co-sponsored by Councilor John Carlos G. delos Reyes, with the unanimous accord of the Members of the Sangguniang Panlungsod present,

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to enact the following Ordinance:


ORDINANCE NO. 17

AN ORDINANCE AMENDING SECTION 2 OF ORDINANCE NO. 16, SERIES OF 2006 RE: COMPOSITION OF THE OLONGAPO CITY VENDORS MANAGEMENT TEAM

BE IT ORDAINED BY THE SANGGUNIANG PANLUNGSOD IN SESSION ASSEMBLED THAT:


SECTION 1. Amendment. Section 2 of Ordinance No. 16, Series of 2006, Creation And Composition – A Vendors Management Team is hereby created which shall directly be under the Office of the City Mayor and shall be composed of the following:

WHEREAS, in reference to his letter dated July 20, 2006, Dr. Donald Vigo, Dentist II and Acting Supervisor of Dental Health Services Clinic, recommends the immediate establishment of a Dental Health Division under the City Health Department due to the clamors/demand of the different sectors (individuals/families in 17 barangays, government employees (national/local) and public in general) in the community of Olongapo for the continuous dental services by the City Government at affordable cost and at the same time to generate additional income/revenues for the City;

WHEREAS, the operations are viable and sustainable and the project will redound to the best interest of the people of Olongapo,

NOW, THEREFORE, on joint motion of Councilors Gina G. Perez and Angelito W. Baloy with the unanimous accord of the members of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled to enact the following Ordinance:


ORDINANCE NO. 09
(Series of 2009)

AN ORDINANCE ESTABLISHING DENTAL SERVICES DIVISION UNDER THE CITY HEALTH DEPARTMENT

BE IT ORDAINED, BY THE SANGGUNIANG PANLUNGSOD IN SESSION ASSEMBLED, THAT:

SECTION 1. A Dental Service Division is hereby created whose functions shall be as follows:


Functions:

1. Formulate measures to ensure the delivery of basic dental services to the community.
2. Establish Dental Health Education Programs.
3. Integrate dental services with other allied health agencies for dental health activities.
4. Recommend legislative measures to the Sangguniang Panlungsod of all matters related to improving the dental services of the City.
5. Exercise other powers and perform other duties and functions as may be prescribed.

SECTION 2. The Organizational structure of the said section is hereby created as follows:


SECTION 3. The office of the City Mayor shall recommend the required appropriation under a Supplemental Budget.

SECTION 4. The approved creation of this organizational structure shall take effect immediately with compliance subject to existing Civil Service Commission rules and regulations and government accounting and auditing rules and procedures. The salary adjustment and other financial requirements shall take effect January 2010 as approved.
