A RESOLUTION COMMENDING OUTGOING COUNCILOR, HONORABLE JONATHAN G. MANALO FOR HIS INVALUABLE CONTRIBUTIONS AS CITY COUNCILOR OF OLONGAPO

WHEREAS, Honorable Jonathan G. Manalo passes on the baton to the next councilor-elect as he bids farewell to a one-year-and-ten- month distinguished public service on June 30, 2010;

WHEREAS, the chair of the Committee on Appropriations, Kagawad Manalo’s talent, wit and rich insights were instrumental for the administration to face the City’s growth factors and competitive advantages so as Olongapo can launch to the next level of growth;

WHEREAS, as one of the City scholars and one of the Mayor’s former closed-in executive assistants, taking hands on responsibilities for certain programs, “Nathan” as he is fondly called, earned the respect, trust and confidence of the administration and took the reins as a City Councilor by virtue of an appointment;

WHEREAS, in this brief stint, Kgd. Nathan poured out his energy and passion to meet the needs of the youth populace of the City by recommending appropriate and sturdy policy framework for the City scholars particularly at the Gordon College;

WHEREAS, the Sangguniang Panlungsod will always look up on the good seeds Kagawad Manalo planted in the hearts of the SP Officials and Staff as well as his winsome personality, kindred heart and unparalleled commitment and support so that the City’s leaders can chisel victories for the Olongapeños;

A RESOLUTION COMMENDING OUTGOING COUNCILOR, HONORABLE ANGELITO W. BALOY FOR HIS INVALUABLE CONTRIBUTIONS AS CITY COUNCILOR OF OLONGAPO

WHEREAS, June 30, 2010 signals the curtain call for the members of the Sangguniang Panlungsod who served their terms with utmost distinction;

WHEREAS, Honorable Angelito W. Baloy, chair of the Committees on Health and Business spelled out dedication and commitment in his 3-year term not only by sponsoring measures that redound to the betterment of the constituents but by his hands on involvement to community programs and projects;

WHEREAS, Kagawad Gie, as he is fondly called, did not only breathe fresh ideas in the implementation of the said projects, but he exemplified the “can do” spirit, generosity and strength of character. As the pathfinder – leader of the Small and Medium Enterprises Development Council (SMED-C), he is tireless in seeking out the best for the City to reach another milestone of competitiveness;

WHEREAS, Councilor Baloy authored landmark legislations such as the Reproductive Health Ordinance and the creation of facility-based clinics that significantly paved way for the City to get grants from international funding institutions aside from the City constituents reaping the enormous benefits from the said measures;

WHEREAS, Sangguniang Panlungsod pays its highest regard to Councilor Gie Baloy for his noteworthy contributions and support in various programs of the City. His firm stance on certain issues that challenged the status quo will be remembered as well as his sunny disposition and inspiring friendship that touched many hearts;

A RESOLUTION COMMENDING OUTGOING COUNCILOR JOHN CARLOS G. DELOS REYES FOR HIS INVALUABLE CONTRIBUTIONS AS CITY COUNCILOR OF OLONGAPO

WHEREAS, June 30, 2010 marks the political encore for members of the Sangguniang Panlungsod of Olongapo who served their terms with utmost distinction;

WHEREAS, Councilor John Carlos Gordon Delos Reyes hurdled his 6-year public service term as former chair of the Committees on Public Utilities, Transport , Laws, Investigations and Human Rights Protection. He led the said committees with utmost dedication and commitment and touched many lives by listening intently and responding to the needs of the Olongapo constituents;

WHEREAS, though he relinquished his chair for the said committees, he set the fundamentals and significantly hammered out the details of reforms in governance, gave out intellectual critique on sensitive issues and waged war against unjust and corrupt practices in governance with amazing courage and boldness;

WHEREAS, with a huge vision for service, Councilor JC saw the need to pass on the principles of the Kapatiran Party at a larger field, the nation;

WHEREAS, the Ang Kapatiran Party’s bet to the presidency in the recent political exercise, Councilor JC Delos Reyes, passed the public eye of scrutiny and inked the name of Olongapo City, with his astounding fortitude, grounded on the principles of righteous leadership and deep sense of social consciousness and compassion that challenged traditional politics;

WHEREAS, the Sangguniang Panlungsod takes this grand opportunity to salute Councilor JC’s endeavors and ushers him in this exciting gateway for greater avenues of services here in the City and beyond;

A RESOLUTION COMMENDING OUTGOING SANGGUNIANG KABATAAN FEDERATION PRESIDENT ROBINE ROSE C. BUENAFE-MANALO FOR HER INVALUABLE CONTRIBUTIONS IN THE CITY OF OLONGAPO
FOR THE PAST FIVE YEARS


WHEREAS, November 28, 2007 signified the curtain call for Honorable Robine Rose C. Bunafe-Manalo as she bows out a florid five-year stint as Sangguniang Kabataan (SK) Federation President of the City of Olongapo;

WHEREAS, elected as SK Chairman of Barangay East Tapinac on July 1, 2002, Kagawad Buenafe was eyed to take the youth leadership seat and was successfully elected into office on August 20, 2002;

WHEREAS, SK President Buenafe took the reins of the various youth service programs of the Sangguniang Kabataan ranging from its sports activities, health services, educational programs, anti-drug abuse campaigns, disaster preparedness, infrastructure, livelihood, and entrepreneurship projects as well as community immersion of young leaders. She gleaned accomplishments not only for the community but in the young lives of her peers;

WHEREAS, her healthy and collaborative partnerships with the City leadership empowered the holistic strategies of the federation towards the attainment of the SK purpose. She was instrumental in the passage of significant measures for the protection of children, women and youth alike and rolled her sleeves together with the SK Officialdom for their swift implementation;


WHEREAS, with her wit, winsome and positive disposition, “Binay” as she is fondly called made the SK Federation 2002-2007 a cohesive team that stood the crucibles of time;

WHEREAS, the City is grateful that she shared the prime efforts of her youth and ushers her in a bright and brimming encore as an adult serving the community in her own special ways;

NOW, THEREFORE, with the unanimous accord of the Members of the Sangguniang Panlungsod present,

WHEREAS, Councilor Noel Y. Atienza finished his six-years of public service and contributed his expertise in legal matters which he liberally shared to his Olongapo constituents;

WHEREAS, Attorney Atienza hurdled a six-year challenge as former Chairman of the Committee on Laws, Complaints, Investigation and Human Rights, where he tackled the asperities of the task head on while upholding his principles;

WHEREAS, his ability to make an intellectual critique and his patience in scrutinizing every ordinance and resolution has benefited the people of Olongapo as it has stirred debate during sessions;

A RESOLUTION COMMENDING OUTGOING COUNCILOR BRIAN PATRICK H. GORDON FOR HIS INVALUABLE CONTRIBUTIONS AS CITY COUNCILOR OF OLONGAPO

WHEREAS, Honorable Brian Patrick H. Gordon passed on the baton to the next councilor-elect as he bade farewell to a three-year distinguished public service on June 30, 2007;

WHEREAS, known for his ingrained capacity and tenacity to face challenges despite danger, Councilor Gordon, Chairman of the Committees on Police, Traffic Management and Public Safety as well as Market and Slaughterhouse is gifted with creative ideas and the energy to translate them to meaningful accomplishments. As such, the City’s Peace and Order Award, where Olongapo ranked second in the entire country for the year 2005, is reflective of his leadership, coordinative efforts and hardwork;

WHEREAS, before his stint as a councilor, Brian Gordon can be recalled as one of those who stood close to a troubled family during a hostage-taking incident in the City, years back. He appeased the spirits of the family members in the midst of an agitating incident and together with them placed his life in imminent danger as they encouraged the perpetrator to calm down and surrender;

WHEREAS, the Sangguniang Panlungsod will always remember Kagawad Gordon’s winsome personality and youthful enthusiasm that exemplified the growth of good roots within him;

WHEREAS, the City wishes him well to the next greater frontiers where his strengths will be displayed once again;

A RESOLUTION COMMENDING OUTGOING COUNCILOR ANGELINA B. ANDRADA FOR HER INVALUABLE CONTRIBUTIONS AS CITY COUNCILOR OF OLONGAPO


WHEREAS, Honorable Angelina B. Andrada spelled-out dedication to public service by displaying how much time, effort and commitment she has given in the service of others, undeterred by the many lures of earthly rewards;

WHEREAS, Dr. Andrada is a model of a truly dedicated public servant rendering service to the City of Olongapo since 1968. She started as a Clinic Physician and rose from the ranks as Rural Health Physician, then as a Medical Specialist and retiring as the City Health Officer in 1995. She continued as a Public Health Consultant up to 1998 and from then on started her career as a City Councilor up to the present. A total of 39 years of selfless and dedicated service to the People of Olongapo;

WHEREAS, “Doc Haly”, as she is fondly called, is a natural leader, known for her wit, strong will, tough personality and a responsible and hardworking nature. Perhaps her leadership in public health and welfare which consists of her solid support to the implementation of the Department of Health’s plans and programs, her untiring effort and constant presence during times of calamities and disasters, her undivided support in the fight against AIDS, her commitment to the Philippine National Red Cross and her unequivocal assistance to the local health board, local nutrition council, local AIDS Council, and to the innovations in the City health centers and the hospital, including the Magna Carta of the Public Health Workers are her prime contributions as a public health physician and as a public servant;

WHEREAS, with vigor and enthusiasm, Kagawad Andrada supported the campaign for women empowerment, carried out her crusade to end violence against women and children and helped the activities of the Senior Citizens and the Differently-Abled People as well as the
programs of the Boy Scouts and Girl Scouts of the Philippines and other non-governmental organizations;

WHEREAS, behind Doc Haly’s authoritative and tough disposition is a compassionate, sweet, loving, generous and a God-fearing person who refused to be tainted with bribery and corruption, and who remained truly loyal to the institution;

WHEREAS, retirement did not stop Kagawad Andrada from serving, though the SP Family will miss her endearing presence in their midst, the members and staff of Sangguniang Panlungsod usher this end of her term as the gateway to greater avenues of services beyond;

NOW, THEREFORE, with the unanimous accord of the Members of the Sangguniang Panlungsod present,

A RESOLUTION COMMENDING OUTGOING COUNCILOR BELLA P. ASUNCION FOR HER INVALUABLE
CONTRIBUTIONS AS CITY COUNCILOR OF OLONGAPO

WHEREAS, Honorable Bella P. Asuncion, Chair of the Committees on Family, Women and Gender Equality, as well as Livelihood and Cooperative is now due to sign-out her term as City Councilor of Olongapo;

WHEREAS, a staunch advocate of the Balikatan Movement and women empowerment, Bella Asuncion first served as an active member of the Lupong Tagapamayapa of Barangay Sta. Rita and assumed an equally challenging position as President of the Balikatan Ladies of Olongapo Movement (BLOOM), considered as one of the first volunteers who preserved and protected the Subic Bay facilities left behind by the Americans due to Mt. Pinatubo eruption;

WHEREAS, as part of the Subic Bay miracle, BLOOM trekked its path as a multi-purpose cooperative under her leadership, operated a gas and service station as part of the first investors of the Freeport Zone and later opened a vehicle emission center. The success of BLOOM MPCI now stands as one of the City’s finest showcases of cooperative development where local government units can learn from;

WHEREAS, with such a track record, “Nanay Belle” as she is fondly called was considered to complete the Gordon slate and won the local elections as councilor;

WHEREAS, in her six-year stay in the Sangguniang Panlungsod, she was able to sponsor various resolutions and ordinances, majority tackling on the welfare of women, children, family and provided livelihood seminars, workshops and training programs. The landmark Ordinance No. 69, Series of 2006, entitled, An Ordinance Providing for the City Gender and Development Code and For Other Purposes, was passed during her term, and all the rest proved beneficial to the Olongapo constituents;

WHEREAS, she exemplified a life committed to community service and made her home open to people with her warmth and hospitality. She blessed many with her kind of motherhood : guiding, persevering and encouraging;

WHEREAS, a loyal partner and faithful friend, rolled into one, the woman who stood behind her man, former Councilor Ernesto Asuncion, Kagawad Belle will truly be missed by the staff and the SP members, whose lives she touched;

NOW, THEREFORE, with the unanimous accord of the Members of the Sangguniang Panlungsod present;
