WITH THE  KOREAN VOLUNTEERS/RESIDENTS ASSOCIATION OF SUBIC BAY FREEPORT ZONE WITH REGARD TO SOCIO-CIVIC ACTIVITIES AND DONATIONS TO BENEFIT CHILDREN FROM INDIGENT FAMILIES

WHEREAS, Olongapo recognizes and appreciates its partnership with different communities, the  Korean Volunteers/Residents Association of Subic Bay Freeport Zone as one, in various developmental endeavors;

 WHEREAS, part of their social responsibility thrusts is geared towards sponsoring feeding program or meal provisions for  children from the  poorest of the poor families,  health and wellness, educational, aesthetic, musical and arts  developmental programs; 

WHEREAS, a Memorandum of Understanding to be entered into by Olongapo City is deemed necessary for  the sustainability of the program  all for the benefit of the disadvantaged families in the City;

NOW, THEREFORE, on motion of City Councilor Edna A. Elane, with the majority decision of the Members of the Sangguniang Panlungsod present,

  RESOLVED, AS IT IS HEREBY RESOLVED by the Sangguniang Panlungsod in session assembled to authorize, as it hereby authorizes the City Mayor, Honorable Rolen C. Paulino to enter into and sign a  Memorandum of Understanding with the  Korean Volunteers/Residents Association of Subic Bay Freeport Zone with regard to socio-civic activities and donations to benefit children from indigent families.

A RESOLUTION AUTHORIZING CITY MAYOR JAMES GORDON, JR. TO ACCEPT AND RECEIVE THE VEHICLE DONATED BY THE UNITED NATIONS POPULATION FUND (UNFPA) TO THE CITY OF OLONGAPO FOR USE IN THE IMPLEMENTATION OF THE 6TH COUNTRY PROGRAM ON POPULATION STRATEGY

WHEREAS, the United Nations Population Fund (UNFPA) has been the City's partner in implementing the 6th Country Program on Population Strategy and Reproductive Health which revolves on programs that promote the right of every woman, man and child to enjoy a life of health and equal opportunity, reduce poverty and ensure that every pregnancy is wanted, every birth is safe, every young person is free of HIV/AIDS, and every girl and woman is treated with dignity and respect;

WHEREAS, as a manifestation of its commitment to assist the City in its programs for gender equality through culturally-sensitive initiatives, UNFPA has expressed its desire to donate a "4x4 White Toyota Hi-Lux, 2006 Model with Plate Number OEV-24456 Engine 5L-5613781, ChassisNumber AHTFK22G903001773" (VEHICLE) to the City of Olongapo;

WHEREAS, the UNFPA-donated vehicle shall be instrumental in ensuring the proper implementation of the City's initiatives relating to data-collection for the formulation of meaningful policies, and execution of programs pursuant thereto, on population strategy and reproductive health;

A RESOLUTION EXPRESSING APPRECIATION TO THE ASSOCIATION OF FIRE CHIEFS OF VERNIER, GENEVA, SWITZERLAND AND THEIR EMISSARIES CHRISTIAN HAUSWIRTH AND CHRISTIAN DECORVET, FOR DONATING FIREFIGHTING EQUIPMENT AND PROVIDING TRAINING, FURTHERMORE RECOGNIZING THEM AS OLONGAPO CITY’S PARTNERS IN PUBLIC SERVICE

WHEREAS, the Association of Fire Chiefs of Vernier, Geneva, Switzerland unselfishly shared the City’s vision of constantly improving the fire-fighting and life-saving capabilities of the local Disaster Management Office and the Fire Department;

WHEREAS, consistent with the foregoing, the Association donated firefighting equipment to the City which arrived on June 29, 2009 and is now safely stored at the Olongapo City Convention Center;

WHEREAS, the Association also sent two (2) emissaries in the persons of Swiss-nationals Christian Decorvet and Christian Hauswirth who endeavored to provide representatives from the local Disaster Management Office (DMO), the Fire Department and the Barangay Fire Brigade with free lectures on their best practices in Switzerland, which included an introductory course in the management of hazardous materials, a new concept in the Philippines;

WHEREAS, Mr. Christian Decorvet, person in charge of the Services Industriels de Geneve (SIG), Geneva’s provider of electrical power, gas and drinking water, as well as the treatment of their worn-out systems and incinerate wastes, imparted his precious time and wealth of knowledge in various specialized firefighting procedures as well as in the management of dangerous materials contextualized for the City;

WHEREAS, Mr. Christian Hauswirth, a seasoned professional fireman under the Geneva Palexpo, equally shared in the briefing the technologies and principles which Olongapo can adopt as well as gave some rich lessons on possible partnerships;

WHEREAS, the two emissaries wholeheartedly passed on not only their knowledge and skill but part of themselves as well, a gesture Olongapo City is so honored for;

NOW, THEREFORE, with the unanimous accord of the Members of the Sangguniang Panlungsod present,

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled to express, as it hereby expresses appreciation to the Association of Fire Chiefs of Vernier, Geneva, Switzerland and their Emissaries Christian Hauswirth and Christian Decorvet, for donating firefighting equipment and providing training, furthermore recognizing them as Olongapo City’s partners in public service.

A RESOLUTION EXPRESSING GRATITUDE TO MR. RICARDO ROLDAN AMITH FOR HIS ACTS OF GOODWILL AND KINDNESS THROUGH HIS DONATION OF RADIO COMMUNICATION EQUIPMENT TO VARIOUS NON-GOVERNMENTAL ORGANIZATIONS OF OLONGAPO CITY

WHEREAS, radio equipment has proven to be an effective communication tool and has helped thousands in times of emergencies;

WHEREAS, while there are many who wish to volunteer their services in times of emergencies, the means to report a disaster and eventually put the responding rescuers/operatives in time to prevent further loss of lives and properties are sometimes affected by insufficient communication facility;

WHEREAS, a number of Ham Radio enthusiasts in the City are now connected to the rest of the world by means of the Echolink Internet Linking System but the insufficient number of two-way radio has undermined the full potential of this new technology;

WHEREAS, Mr. Ricardo Roldan Amith, former US Naval Base worker at Subic Bay, a United States Federal Communication Commission Volunteer Examiner, now a resident of Barcelona Drive, Leemore, California showed genuine and sincere concern to the welfare of the residents in the City of Olongapo;

WHEREAS, Mr. Ricardo Roldan Amith, assisted and supported the Boy Scouts of the Philippines James L. Gordon Council and the Ulo Ng Apo Amateur Radio Group (DX3UNA) by donating three (3) Mobile Kenwood VHF radios, two (2) Kenwood VHF portable walkie-talkies, a Rig-Blaster Internet Linking device, a Motorolla MITREK VHF repeater with antenna cable, a power converter and various Ham Radio Magazines and Manuals;


WHEREAS, the City Government of Olongapo is greatly honored for the support of Mr. Amith to the organizations who also works closely with Olongapo City;

NOW, THEREFORE, on motion of Councilor Edwin J. Piano, with the unanimous accord of the Members of the Sangguniang Panlungsod present,

ORDINANCE NO. 130 (Series of 2003)

AN ORDINANCE APPROPRIATING THE AMOUNT OF THREE HUNDRED FIFTY FIVE THOUSAND PESOS (PHP355,OOO.OO) TO THE ITEM DONATIONS (MEDICAL ASSISTANCE) UNDER MAINTENANCE AND OTHER OPERATING EXPENSE OF THE CITY SOCIAL WELFARE AND DEVELOPMENT OFFICE

BE IT ORDAINED, BY THE SANGGUNIANG PANLUNGSOD IN SESSION ASSEMBLED, THAT:

SECTION 1. The amount of Three Hundred Fifty Five Thousand Pesos (PhP355,000.00) is hereby appropriated from the Unappropriated Balance of the General Fund, not otherwise appropriated and the same is hereby made available to the item Donations (Medical Assistance) Under Maintenance and Other Operating Expense of the City Social Welfare and Development Office, this city, regarding the cost of artificial arms for Melchor Jacinto, Lineman at Public Utilities Department who was electrocuted on 14 August 2003 while on duty.

SECTION 2. This appropriation Ordinance shall be subject to the usual accounting and auditing rules and regulations.

SECTION 3. The pertinent letter request of the Honorable City Mayor Katherine H. Gordon, dated November 05,2003, Memorandum of Ms. Julie Reyes, General Manager of PUD dated October 29, 2003 and the Certificate of Availability of Funds dated November 12, 2003 issued by Mr. Marcelino D. Andawi, City Treasurer are hereby made as integral parts of this Ordinance.

SECTION 4. This Ordinance shall take effect upon its approval.
