A RESOLUTION AUTHORIZING THE CITY MAYOR TO ENTER INTO A MEMORANDUM OF AGREEMENT (MOA) WITH THE DEPARTMENT OF THE INTERIOR AND LOCAL GOVERNMENT (DILG) THROUGH THE BUREAU OF LOCAL GOVERNMENT DEVELOPMENT (BLGD) AND COMMUNITY BASED MONITORING SYSTEM (CBMS) NETWORK COORDINATING TEAM OF ANGELO KING INSTITUTE OF ECONOMIC AND BUSINESS STUDIES REGARDING THE COMMUNITY BASED MONITORING SYSTEM (CBMS)

WHEREAS, the Department of the Interior and Local Government through the Bureau of Local Government Development (BLGD) is the office primarily responsible for the implementation of the Millennium Development Goals (MDG) localization, and for the capacity building of local government units on poverty diagnosis and planning using CBMS and its institutionalization at the local level;

WHEREAS, the CBMS Network Coordinating Team of the Angelo King Institute for Economic and Business Studies, Dela Salle University, Manila is a group of researchers and policy analysts, under the Poverty and Economic Policy Network;

WHEREAS, the City Government of Olongapo through its City Planning and Development Office (CPDO) requested for technical assistance from the Community Based Monitoring System as a planning and monitoring tool at the city level;

NOW, THEREFORE, on motion of City Councilor Eduardo J. Piano with the unanimous accord of the Members of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to authorize, as it hereby authorizes the City Mayor James Gordon, Jr. to enter into a Memorandum of Agreement (MOA) with the Department of the Interior and Local Government (DILG) through the Bureau of Local Government Development (BLGD) and Community Based Monitoring System (CBMS) Network Coordinating Team of Angelo King Institute of Economic and Business Studies regarding the Community Based Monitoring System (CBMS).

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to enact the following Ordinance:

ORDINANCE NO. 40

AN ORDINANCE APPROPRIATING THE AMOUNT OF ONE MILLION FIVE HUNDRED THOUSAND PESOS (PhP1,500,000.00) FOR THE ONGOING COMMUNITY BASED MONITORING SYSTEM UNDER THE MAINTENANCE AND OTHER OPERATING EXPENSES OF THE OFFICE OF THE CITY MAYOR TO BE TAKEN FROM 2008 IRA MONETIZATION


BE IT ORDAINED, BY THE SANGGUNIANG PANLUNGSOD IN SESSION ASSEMBLED THAT:

SECTION 1. The amount of One Million Five Hundred Thousand Pesos (PhP1,500,000.00) for the Maintenance and Other Operating Expenses of the Community Based Monitoring System (CBMS) Project is hereby appropriated from the 2008 Internal Revenue Allotment (IRA) to wit:.


SECTION 2. This Ordinance shall be subject to the usual accounting and auditing rules and regulations.

SECTION 3. The pertinent letter-request of the Honorable City Mayor James Gordon Jr., dated 17 June 2008 and Certificate of Availability of Funds from the City Treasurer Marcelino D. Andawi dated July 15, 2008 be made as integral parts of this Ordinance.

SECTION 4. This Ordinance shall take effect upon its approval.

A RESOLUTION RATIFYING THE MEMORANDUM OF AGREEMENT AMONG THE COMMUNITY BASED MONITORING SYSTEM (CBMS) NETWORK COORDINATING TEAM OF THE ANGELO KING INSTITUTE FOR ECONOMIC AND BUSINESS STUDIES REPRESENTED BY DR. CECILIA M. REYES; THE DILG THROUGH THE BUREAU OF LOCAL GOVERNMENT DEVELOPMENT REPRESENTED BY MANUEL Q. GOTIS; THE DILG REGIONAL OFFICE FOR REGION III REPRESENTED BY DIRECTOR JOSEFINA GO AND THE CITY GOVERNMENT OF OLONGAPO REPRESENTED BY HON. JAMES “BONG” GORDON, JR. FOR THE TECHNICAL ASSISTANCE ON THE DEVELOPMENT
AND INSTITUTIONALIZATION OF CBMS

WHEREAS, to ensure better and effective discharge of local functions and powers, the City Development Council was created under Title 6, Book 1 of the Local Government Code of 1991 (RA 7160) to provide direction, supervision, control and coordination the development efforts of the LGU;

WHEREAS, the Local Planning and Development Office (LPDO) acts as the coordinating body and the center of operations of all committees, bodies, etc. that form the development council and the operations of the council itself either directly or through its executive committee led by the Local Chief Executive;

WHEREAS, the CBMS Network Coordinating Team of the Angelo King Institute for Economic and Business Studies, De La Salle University, Manila is a group of researchers and policy analysis, under the Poverty and Economic Policy (PEP) Network funded by the International Development research Centre (IDRC) – Canada, coordinating local and international initiatives on the development of community based monitoring systems and providing corresponding technical assistance to national and local government units on the development and institutionalization of CBMS and its use for planning, program formulation and impact monitoring.

WHEREAS, the Department of Interior and Local Government through the Bureau of Local Government Development is the office primary responsible for the implementation of the millennium development goals (MDG) localization, and for the capacity building of local government units on poverty diagnosis and planning using CBMS and its institutionalization at the local level.
CBMS MOA.

WHEREAS, the City Government of Olongapo through its City Planning and Development Office (CPDO) requests for technical assistance from the PEP-CBMS Network Coordinating Team in cooperation with the DILG- BLGD on the institutionalization of the community – based monitoring system as a planning and monitoring tool at the barangay levels.

WHEREAS, the ratification of the signed Memorandum of Agreement will be followed by the release of budget for the CBMS amounting to PHp 2,000,669.00 to be sourced from the office of the City Mayor’s Fund.
