RESOLUTION NO. 70

A RESOLUTION AUTHORIZING THE CITY MAYOR TO ENTER INTO A MEMORANDUM OF AGREEMENT WITH FINASIA LAND AND REALTY CORPORATION FOR THE CONDUCT OF THE STUDY FOR THE REHABILITATION OF EBB PUBLIC MARKET

WHEREAS, the City Council passed a resolution authorizing the conduct of study for the rehabilitation of EBB Public Market;

WHEREAS, FinAsia Land & Realty Corporation represented by Mr. Manuel E. Pangilinan issued a letter of intent to cause the study without any cost to the City Government;

WHEREAS, The study shall include the following:

1) Conduct consultation with stakeholders including but not limited to market cooperatives, stall owners and LGU in developing the concept & theme and identifying tenant mix;

2) Review the existing rental rate and lease terms and give recommendation to its appropriateness;

3) Cause the initial conceptual architectural drawings for purpose of presentation;

4) Propose space allocation for store and service facilities;

5) Propose environmental signages, marquees and location of kiosks and carts;

WHEREAS, the City Council hereby authorizes the conduct of study exclusive for FinAsia for a period of six months starting from the date of notice to proceed;

NOW, THEREFORE, on motion of Councilor Ellen Dabu, with the unanimous accord of the Members of the Sangguniang Panlungsod present,

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to authorize, as it hereby authorizes the City Mayor to enter into a memorandum of agreement with FinAsia Land & Realty Corporation for the conduct of study for the rehabilitation of East Bajac-Bajac (EBB) Public Market.

RESOLVED FURTHER, AS IT IS HEREBY FURTHER RESOLVED, that copies of the final study shall be given to the Vice Mayor and Members of the City Council.

A RESOLUTION AUTHORIZING THE CONDUCT OF STUDY FOR THE REDEVELOPMENT OF EAST BAJAC-BAJAC PUBLIC MARKET

WHEREAS, when Mt. Pinatubo erupted last 1991, it totally damaged the whole city including EBB Public Market;

WHEREAS, last June 12, 1993, the new market after being devastated had been developed and constructed;

WHEREAS, due to budget constraint, the development was limited to one storey structure with no provision for expansion;

WHEREAS, the former naval base was converted into a bustling Freeport Zone, which contributed to increase population in the city and new economic activities;

WHEREAS, this new development brought increasing numbers of local investors including retailers;

WHEREAS, the economic sectoral goal of our city based on the LDIP workshop includes the following:

1. To develop the city as a center for trade and commerce by developing a correct “industry niche” for maximum growth and development;

2. To attract investments and generate employment though the establishment of clear investment policies and incentives to be complemented with the upgrading of the present infrastructure and support facilities;

3. To continuously serve basic services such as: education, health care and sanitation, shelter and protective services to ensure people participation in economic and community activities with the end view of increasing overall economic efficiency and productivity; and

4. To improve the tourism sector, including business, commerce, facilities, equipment, cleanliness, cultural activities, etc.

WHEREAS, there is a need to conduct consultation with concerned parties in developing the market, including rental rates and conceptual architectural designs;

NOW, THEREFORE, on motion of Councilor Elena C. Dabu, with the majority decision of the Members of the Sangguniang Panlungsod present,

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to authorize, as it hereby authorizes the conduct of study for the redevelopment of East Bajac-Bajac Public Market.

A RESOLUTION AUTHORIZING THE HONORABLE CITY MAYOR JAMES GORDON, JR. TO ENTER INTO AN AGREEMENT WITH LESSEES OF STALLS/BOOTHS OF THE OLONGAPO CITY PUBLIC MARKET

WHEREAS, the City of Olongapo is consistently regarded as a pioneer in urban development and fiscal management in the Philippines;

WHEREAS, Olongapo received numerous awards for its ecological and waste management as well as disaster management programs;

WHEREAS, the Olongapo City Public Market is owned and managed by the City Government for the benefit of Olongapeños;

WHEREAS, the execution of agreement and/or introduction of amendatory stipulations/provisions to the lease agreement of stallholders is needed for the efficient and effective management of the Olongapo City Public Market;

WHEREAS, the aforementioned comprehensive agreement shall complement the City’s policies on urban development and on fiscal, disaster and solid waste management;

NOW, THEREFORE, on motion of Councilor Elena C. Dabu, with the unanimous accord of the Members of the Sangguniang Panlungsod present,

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to authorize, as it hereby authorizes the Honorable City Mayor James Gordon, Jr. to enter into an agreement with lessees of stalls/booths of the Olongapo City Public Market.

RESOLVED FURTHER, AS IT IS HEREBY FURTHER RESOLVED, that the Olongapo City Public Market list of delinquent stallholders who were issued demand and final demand letters including notice of lease rights (award) revocation, be attached to this Resolution.

Let a copy of this Resolution be furnished to the Market Management for their information and guidance.
