A RESOLUTION COMMENDING THE OLONGAPO CITY SOCIAL WELFARE AND DEVELOPMENT OFFICE (CSWDO) FOR THEIR MAGNANIMOUS CONTRIBUTIONS SIGNIFICANT TO THE CITY FOR WINNING THE PRESTIGIOUS MOST CHILD FRIENDLY CITY AWARD IN THE HIGHLY-URBANIZED CITIES CATEGORY

WHEREAS, Olongapo City bagged the Presidential Award for being the country's "Most Child-Friendly Highly-Urbanized City" nationwide for year 2009;

WHEREAS, the City together with its Social Welfare and Development Office, had undertaken appropriate legislative, administrative and other measures to protect the rights of the children in carrying out the mandate to provide adequate care for children when parents and guardians charged with that responsibility fail to do;

WHEREAS, the synchronicity of strategies initiated by the CSWDO with the Health and Housing, Education, Livelihood, Peace and Order and Sports also known as the HELPS Program of Olongapo, as they impact the children populace of the City stood afloat in the evaluation, defeating other highly urbanized cities such as Makati and Puerto Princesa, Palawan;

WHEREAS, the City is honored by this award, which gives tribute to the continuing efforts and profound commitment of the Social Welfare and Development Office, their frontliners and entire workforce, to protect the rights and privileges of children in the City, so that they may continuously live in a society that not only guarantees their safety and well-being, but also enables them to attain their fullest potential, and thus become productive, self-reliant citizens,

NOW, THEREFORE, on motion of Councilor Elena C. Dabu, with the unanimous accord of the Members of the Sangguniang Panlungsod in session assembled, present,

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled to commend, as it hereby commends the Olongapo City Social Welfare And Development Office (CSWDO) for their magnanimous contributions significant to the city for winning the prestigious most child friendly city award in the highly-urbanized cities category.

A RESOLUTION COMMENDING THE CITY SOCIAL WELFARE AND DEVELOPMENT OFFICE (CSWDO) FOR THEIR ARDENT EFFORTS SIGNIFICANT FOR OLONGAPO CITY TO PLACE SECOND TO THIS YEAR’S SEARCH FOR THE OUTSTANDING VIOLENCE AGAINST WOMEN (VAW)-RESPONSIVE LGU AWARD

WHEREAS, Olongapo City takes pride as it placed second in the year – long Search for Outstanding VAW – Responsive LGUs launched by the Philippine Commission on Women (PCW), together with the Department of the Interior and Local Government (DILG), the Department of Social Welfare and Development, the Women’s Crisis Center (WCC), Union of Local Authorities of the Philippines (ULAP), and the Coalition Against Trafficking of Women in Asia-Pacific (CATW-AP);

WHEREAS, along with the eleven (11) LGU- nominees, Olongapo was recognized for its women empowerment programs, gender development and VAW awareness campaigns to its 17 barangays and the operation of the Women’s Center, a home for women in crises, where the City Social Welfare and Development Office had taken frontline, arduous and focused efforts to;

WHEREAS, the CSWDO in close coordination with the City Council Committees on Women, Children and Livelihood Development as well as with the organized women’s groups and other non-government organizations (NGOs), elevated the City’s awareness on VAW and provided interventions which include rescue, counseling, training, livelihood and medical assistance, sheltering and administration of justice to the victims;

WHEREAS, Olongapo City which placed second to Naga City for a matter of points stands proud of this affirmation that its programs indeed reach and address the core issues of its constituents and emboldens participation of all sectors, with all its positive impact enriching their lives;

NOW, THEREFORE, on motion of City Councilor Elena C. Dabu, with the unanimous accord of the Members of the Sangguniang Panlungsod present,

A RESOLUTION DECLARING SUPPORT OF THE CITY GOVERNMENT TO THE LAROLYMPICS IN OLONGAPO CITY, AN INITIATIVE OF ANAK TV IN COORDINATION WITH THE LOCAL SANGGUNIANG KABATAAN (SK) AND CITY SOCIAL WELFARE AND DEVELOPMENT OFFICE (CSWDO)

WHEREAS, the City of Olongapo declares that it is squarely behind the proper care and development of its children and seriously believes that it is in their best interest to spend time outdoors, stretch their muscles, keep fit and enjoy their childhood through simple games that form part of the national heritage;

WHEREAS, with the popularization of electronic media like televisions, and computers, kids spent more hours watching tv and playing games than talking to parents, reading books & studying which turn them into passive thinkers that hampers child development;

WHEREAS, Anak TV, an organization owned and run by all tv stations in the country is looking for partner cities to launch the pilot LAROLYMPICS, an inter barangay and inter school intramurals of well-loved children’s game like tumbang preso, piko and patintero.

WHEREAS, LAROLYMPICS aims to repopularize children’s street games in an effort to invigorate this waning aspect of folk culture; to provide more pastime for the children outside of sedentary activities and breed a more healthy generation of children;

WHEREAS, children ages 7 to 15 years old will compete in amity games which will be organized by the Local Government through the City Social Welfare and Development Office and the Sangguniang Kabataan and winners will compete for national level on July 2009;

NOW, THEREFORE, on motion of Councilor Cheenee F. Hoya, with the unanimous accord of the Members of the Sangguniang Panlungsod present,

RESOLVED, AS IT HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to declare, as it hereby declares support of the City Government to the LAROLYMPICS in Olongapo City, an initiative by the ANAK TV in coordination with the Local Sangguniang Kabataan (SK) and City Social Welfare And Development Office (CSWDO).

WHEREAS, the City received an undisputed congratulatory greetings from the Department of Social Welfare and Development Field Office III that Olongapo City has captivated the Regional Award for the Child Friendly Municipalities and Cities under the Highly Urbanized Category;

WHEREAS, Olongapo City has been accorded for its exemplary and outstanding performance in the promotion, realization and sustainability of children’s rights by establishing functional City Council for the Protection of Children, barangay committees and community organizations with different programs and services implemented more meaningfully for the empowerment of Filipino children;

WHEREAS, as parens patriae to the young populace of the City, Olongapo has been recognized for its service delivery pertaining to health and nutrition, education and social protection where young and aged leaders alike participate proactively in related events at the barangay level, from the program planning up to the project implementation;

WHEREAS, such accolade received by the City will not be possible without the meritorious efforts of the prime movers of the City Social Welfare and Development Office who through their profound commitment for service had poured out their precious time, effort and intellect for the planning and completion of programs that directly address children’s rights and needs for survival, development, protection and participation;

The additional amount of Two Hundred Fifty Thousand Pesos (PhP250,OOO.OO) is hereby appropriated from the Unappropriated Balance of the General Fund, not otherwise appropriated and the same is hereby made available to the item Donations under Maintenance and Other Operating Expenses of the City Social Welfare and Development Office.

SECTION 2. This appropnation Ordinance shall be subject to the usual accounting and auditing rules and regulations.

SECTION 3. The pertinent letter request of the Honorable City Mayor Katherine H. Gordon, dated December 10, 2003 with the attached letter request of Ms. Genia R. Eclarino, City Social Welfare Officer, dated October 24, 2003 and the Cer1ificate of Availability of Funds dated December 17, 2003 issued by Mr. Marcelino D. Andawi, City Treasurer are hereby made as integral parts of this Ordinance.

In the interest of public service and on motion of Councilor Rexy Gregorio-Cruz, with the unanimous accord of the Members of the Sangguniang Panlungsod present,

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to enact the following Ordinance:

ORDINANCE NO. 130 (Series of 2003)

AN ORDINANCE APPROPRIATING THE AMOUNT OF THREE HUNDRED FIFTY FIVE THOUSAND PESOS (PHP355,OOO.OO) TO THE ITEM DONATIONS (MEDICAL ASSISTANCE) UNDER MAINTENANCE AND OTHER OPERATING EXPENSE OF THE CITY SOCIAL WELFARE AND DEVELOPMENT OFFICE

BE IT ORDAINED, BY THE SANGGUNIANG PANLUNGSOD IN SESSION ASSEMBLED, THAT:

SECTION 1. The amount of Three Hundred Fifty Five Thousand Pesos (PhP355,000.00) is hereby appropriated from the Unappropriated Balance of the General Fund, not otherwise appropriated and the same is hereby made available to the item Donations (Medical Assistance) Under Maintenance and Other Operating Expense of the City Social Welfare and Development Office, this city, regarding the cost of artificial arms for Melchor Jacinto, Lineman at Public Utilities Department who was electrocuted on 14 August 2003 while on duty.

SECTION 2. This appropriation Ordinance shall be subject to the usual accounting and auditing rules and regulations.

SECTION 3. The pertinent letter request of the Honorable City Mayor Katherine H. Gordon, dated November 05,2003, Memorandum of Ms. Julie Reyes, General Manager of PUD dated October 29, 2003 and the Certificate of Availability of Funds dated November 12, 2003 issued by Mr. Marcelino D. Andawi, City Treasurer are hereby made as integral parts of this Ordinance.

SECTION 4. This Ordinance shall take effect upon its approval.

AN ORDlNANCE APPROPRIATING THE AMOUNT OF FIVE HUNDRED THOUSAND PESOS (PHP500,000.00) TO THE ITEM DONATIONS UNDER MAINTENANCE AND OTHER OPERATING EXPENSES OF THE CITY SOCIAL WELFARE AND DEVELOPMENT OFFICE (CSWDO)

BE lT ORDAINED, BY THE SANGGUNlANG PANLUNGSOD IN SESSION ASSEMBLED, THAT:

SECTION I. The amount of Five Hundred Thousand Pesos (PhP500,000.00) is hereby appropriated from the Unappropriated Balance of the General Fund, not otherwise appropriated and the same is hereby made available to the item Donations under Maintenance and Other Operating Expenses of the City Social Welfare and Development Office (CSWDO) for the Medical Assistance Program to the indigents in various barangays.

SECTION 2. This appropriation Ordinance shall be subject to the usual accounting and auditing rules and regulations.

SECTION 3. The pertinent letter request of Honorable City Mayor Katherine H. Gordon, dated August 02, 2003, letter request of Ms. Genia R. Eclarino, Officer in Charge, CSWDO dated August 8, 2003 and the Certificate of Availability of Funds dated August 13, 2003 issued by Mr. Marcelino D. Andawi, City Treasurer are hereby made as integral parts of this Ordinance.

SECTION 4. This Ordinance shall take effect upon its approval.
