RESOLUTION NO. 92

A RESOLUTION REQUESTING THE DEPARTMENT OF EDUCATION THAT OLONGAPO CITY NATIONAL HIGH SCHOOL, NEW CABALAN NATIONAL HIGH SCHOOL, STA. RITA HIGH SCHOOL AND GORDON HEIGHTS NATIONAL HIGH SCHOOL BE GIVEN PRIORITY IN THE IMPLEMENTATION OF THE SCHOOL BUILDING PROGRAM – SECONDARY LEVEL FOR THE YEAR 2009

WHEREAS, Education is one of the priority programs of the City based on its thrust and policy despite the fact that education is not one of the devolved services of the LGUs;

WHEREAS, the City of Olongapo recognizes the need to address the lack of classrooms in proportion to the ratio of students enrolled;

WHEREAS, the City had allocated budget to assist all public schools through the School Empowerment Fund, however, is not enough to construct additional classrooms;

WHEREAS, DepEd have yearly allocation for the School Building Program and had conducted room instructional analysis and categorized priority classroom requirements by color;

WHEREAS, Olongapo City National High School, New Cabalan National High School, Sta. Rita High School and Gordon Heights National High School were all categorized as red/black;

WHEREAS, red/black means it is in the top of the priority for construction of school buildings;

WHEREAS, it has been some years ago since DepEd had allocated budget for the City of Olongapo;

NOW, THEREFORE, on motion of Councilor Rodel S. Cerezo, with the unanimous accord of the Members of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled to request, as it hereby requests the Department of Education that Olongapo City National High School, New Cabalan National High School, Sta. Rita High School and Gordon Heights National High School be given priority in the implementation of the School Building Program-Secondary level for the Year 2009.

In the interest of public service and on motion of Councilor Marey Beth D. Marzan, with the unanimous accord of the Members of the Sangguniang Panlungsod present,

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to enact the following Ordinance:

ORDINANCE NO. 27
(Series of 2007)

AN ORDINANCE APPROPRIATING THE AMOUNT OF THREE MILLION EIGHT HUNDRED THOUSAND PESOS (PhP3,800,000.00) TO THE ITEM SUBSIDY TO NATIONAL GOVERNMENT OFFICE – DEPARTMENT OF EDUCATION UNDER THE MAINTENANCE AND OTHER OPERATING EXPENSES OF THE OFFICE OF THE CITY MAYOR TO BE TAKEN FROM THE UNAPPROPRIATED BALANCE OF THE GENERAL FUND

BE IT ORDAINED; BY THE SANGGUNIANG PANLUNGSOD IN SESSION ASSEMBLED, THAT:

SECTION 1. The Amount of Three Million Eight Hundred Thousand Pesos (PhP3,800,000.00) is hereby appropriated from the Unappropriated Balance of the General Fund not otherwise appropriated and the same is hereby made available to the item Subsidy to National Government Office – Department of Education under the Maintenance and Other Operating Expenses of the Office of the City Mayor.

SECTION 2. This ordinance shall be subject to the usual accounting and auditing rules and regulations.

SECTION 3. The pertinent letter request of Hon. Mayor James Gordon, Jr., dated 01 August 2007 and a Certificate of Availability of Funds issued by Mr. Marcelino D. Andawi, City Treasurer are hereby made as integral part of this Ordinance.

SECTION 4. This Ordinance shall take effect upon its approval.
