A RESOLUTION APPROVING THE ACCREDITATION OF NON-GOVERNMENTAL ORGANIZATIONS PURSUANT TO REPUBLIC ACT 7160 OTHERWISE KNOWN AS THE LOCAL GOVERNMENT CODE OF THE PHILIPPINES AND ITS IMPLEMENTING RULES AND REGULATIONS

WHEREAS, determination of accreditation of People’s Organizations, Non-Governmental Organizations and Similar Aggrupations by the Sangguniang Panlungsod to the Local Special Bodies entails the compliance of requirements such as: SEC Registration, Annual Accomplishment Reports, Annual Financial Reports, and Organizational Profiles;

WHEREAS, as evidence to the secured required documents, is the SEC Setificate of Registration issued to the organization to wit:

NOW, THEREFORE, on motion of City Councilor Eyrma Yvette Marzan-Estrella, with the unanimous accord of the Members of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to approve as it is hereby approves, the accreditation of non-governmental organizations pursuant to Republic Act 7160 otherwise known as the Local Government Code of the Philippines and its implementing rules and regulations.

A RESOLUTION APPROVING THE ACCREDITATION OF NON-GOVERNMENTAL ORGANIZATION PURSUANT TO THE REPUBLIC ACT 7160 OTHERWISE KNOWN AS THE LOCAL GOVERNMENT CODE OF THE PHILIPPINES AND ITS IMPLEMENTING RULES AND REGULATIONS

WHEREAS, the following organizations applied to be accredited by the Sangguniang Panlungsod with accompanying documents such as SEC Registration, Annual Accomplishment Reports, Annual Financial reports and Organization Profiles;

WHEREAS, the organizations to be accredited are the following with their corresponding SEC Certificate of Incorporation Number and date of issuances;

A RESOLUTION ENJOINING LOCAL GOVERNMENT UNITS (LGUs), SUBIC BAY METROPOLITAN AUTHORITY (SBMA) AND NONGOVERNMENTAL ORGANIZATIONS (NGOs) AROUND SUBIC BAY TO PARTICIPATE IN THE CREATION OF SUBIC BAY WATERWAYS COUNCIL AND SUPPORT THE PROJECTS THERETO.

WHEREAS, Asian Development Bank Research and Water Regulatory Board study showed that generally the country’s water resources and the local bays and waterways are fast deteriorating. In its rate of pollution and deterioration, severe floodings and profound scarcity of clean water will be a serious problem in the near future;

WHEREAS, the devastating effect of massive floodings and other natural calamities that we recently experienced, may again occur, with the possibility of more catastrophic effect;

WHEREAS, with climate change in our midst, the city government sees the need to put our acts together now for the protection, preservation and revival of waterways;

WHEREAS, the daunting task of saving our environment should be everybody’s concern and necessitates a Council to take the lead for a unified action of all the stakeholders;

NOW, THEREFORE, on motion of Councilor Edwin J. Piano, with the unanimous accord of the Members of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to enjoin, as it hereby enjoins, Local Government Units (LGUs), Subic Bay Metropolitan Authority (SBMA) and NonGovernmental Organizations (NGOs) Around Subic Bay To Participate In The Creation Of Subic Bay Waterways Council And Support The Projects Thereto.

Let copies of this Resolution be furnished the Local Governments of Subic and Morong, the Subic Bay Metropolitan Authority (SBMA) and accredited nongovernmental organizations, for their information and participation.

A RESOLUTION ENCOURAGING ALL EDUCATIONAL INSTITUTIONS AND NON-GOVERNMENTAL ORGANIZATIONS (NGOs) TO ADOPT CITY PARKS

WHEREAS, all educational institutions of Olongapo City and Non-Governmental Organizations are being encouraged to make a pro-active stance to maintain environmental cleanliness;

WHEREAS, Marikit, Leo, Rizal Triangle and Volunteers City parks are considered as recreational places to the Olongapo constituency where children can play and adults can relax;

WHEREAS, it is essential that the Local Government Unit (LGU) should promote awareness in keeping its parks clean, safe and admirable. On the other hand, it is of utmost importance that the City Government will have a solid partner in the realization of this program;

WHEREAS, Olongapo City is seeking full cooperation of all the educational institutions and NGOs so that they can be its partners in the this endeavor by religiously maintaining cleanliness, replanting, or repainting our parks’ surroundings;

WHEREAS, with a strong commitment, the members of these institutions and organizations can maintain the healthy state of the parks’ vegetation and at the same time develop a sense of ownership. With that sense established, other institutions and NGOs will be enticed to join the program as well;

WHEREAS, aside from promoting environmental cleanliness, the City Government wants to inculcate that the Bayanihan culture is very much alive in the City of Olongapo most importantly in the hearts of all;

WHEREAS, through this program, the City Government also aims to develop the sense of responsibility of the city’s constituents, not just in their homes, but also in their community;

WHEREAS, the members of the educational institutions and NGOs involved can be role models themselves in helping to realize the fight for excellence in cleanliness and that will promote the City Tourism Industry which will be beneficial to the City and most favorably to its constituents;

WHEREAS, it is vital that the City Government will work alongside the participating institutions and NGOs in Olongapo for the fulfillment of the said program;

NOW, THEREFORE, on motion of Councilor Gina G. Perez, with the unanimous accord of the Members of the Sangguniang Panlungsod present,

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled to encourage, as it hereby encourages all educational institutions and Non-Governmental Organizations to adopt City Parks;

RESOLVED FURTHER, AS IT IS HEREBY FURTHER RESOLVED, that copies of this resolution be furnished to all Secondary, Tertiary Schools and Non-Governmental Organizations in Olongapo City for their information and proper action.

AN ORDINANCE APPROPRIATING THE AMOUNT OF THREE MILLION EIGHT HUNDRED THOUSAND PESOS (PhP3,800,000.00) TO THE ITEM SUBSIDY TO NATIONAL GOVERNMENT OFFICE – DEPARTMENT OF EDUCATION UNDER THE MAINTENANCE AND OTHER OPERATING EXPENSES OF THE OFFICE OF THE CITY MAYOR TO BE TAKEN FROM THE UNAPPROPRIATED BALANCE OF THE GENERAL FUND

BE IT ORDAINED; BY THE SANGGUNIANG PANLUNGSOD IN SESSION ASSEMBLED, THAT:

SECTION 1. The Amount of Three Million Eight Hundred Thousand Pesos (PhP3,800,000.00) is hereby appropriated from the Unappropriated Balance of the General Fund not otherwise appropriated and the same is hereby made available to the item Subsidy to National Government Office – Department of Education under the Maintenance and Other Operating Expenses of the Office of the City Mayor.

SECTION 2. This ordinance shall be subject to the usual accounting and auditing rules and regulations.

SECTION 3. The pertinent letter request of Hon. Mayor James Gordon, Jr., dated 01 August 2007 and a Certificate of Availability of Funds issued by Mr. Marcelino D. Andawi, City Treasurer are hereby made as integral part of this Ordinance.

SECTION 4. This Ordinance shall take effect upon its approval.
