A RESOLUTION DESIGNATING MR. EDWARD A. ARTIS AS AN AMBASSADOR OF GOODWILL FOR OLONGAPO CITY

WHEREAS, Mr. Edward Artis, as Chairman and co-founder of Knightsbridge International, Incorporated, an international organization engaged in world-wide operations, assists persons, communities and national and local government units, in improving the delivery of basic social services;

WHEREAS, Mr. Artis has been instrumental in facilitating transactions that benefited the City of Olongapo which include the procurement of social service equipment such as hospital beds and wheelchairs and other analogous social amelioration projects including the donation from Switzerland which he helped facilitate its delivery;

WHEREAS, in recognition of his commitment to the noble causes pursued by the City’s leadership for the welfare of the people of Olongapo, Mr. Artis was conferred the status of “Son of Olongapo City,” pursuant to the City Council Resolution No. 40, Series of 2005;

WHEREAS, the impending transfer of US Military Base from Okinawa to Guam is another opportunity for the City to avail of donations to be accepted by the city from the US and Japan Governments;

WHEREAS, Mr. Edward Artis in a respected individual with expertise in rules, regulations and procedures in shipment of such donations;

NOW, THEREFORE, on motion of Councilor Edwin J. Piano, co-sponsored by Councilors Gina G. Perez, Rodel S. Cerezo, Angelito W. Baloy, Aquilino Y. Cortez, Jr., Anselmo A. Aquino, Elena C. Dabu, Jonathan G. Manalo and Cheenee F. Hoya, with the unanimous accord of the Members of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled to designate as it hereby designates Mr. Edward A. Artis as an “Ambassador of Goodwill” for Olongapo City.

AN ORDINANCE CREATING THE POSITION OF INFORMATION SYSTEM ANALYST I SALARY GRADE 12 UNDER THE GORDON COLLEGE

BE IT ORDAINED, BY THE SANGGUNIANG PANLUNGSOD IN SESSION ASSEMBLED THAT:

SECTION 1. The position of Information System Analyst I Salary Grade 12 is hereby created in line with the staffing adjustments/movements of the Gordon College.

SECTION 2. This Ordinance shall be subject to the usual accounting and auditing rules and regulations.

SECTION 3. The pertinent letter-request of the Honorable City Mayor James Gordon Jr., dated 04 September 2008 and from Ms. Arlida M. Pame dated 11 August 2008 shall be made as integral parts of this Ordinance.

SECTION 4. This Ordinance shall take effect upon its approval.

A RESOLUTION CONFIRMING THE APPOINTMENT OF ENGINEER ROBERTO E. ALVAREZ AS ACTING CITY GOVERNMENT DEPARTMENT HEAD II (CITY ENGINEER) SG-26

WHEREAS, the City Mayor hereby appoints Engineer Roberto E. Alvarez as Acting City Department Head II (City Engineer) SG-26;

WHEREAS, Section 454(d) of Republic Act 7160 otherwise known as the Local Government Code of 1991, provides that heads of departments shall be appointed by the City Mayor with the concurrence of the majority of all members of the Sangguniang Panlungsod;

NOW, THEREFORE, with the unanimous accord of the Members of the Sangguniang Panlungsod present,

A RESOLUTION CONFIRMING THE RENEWAL OF TEMPORARY APPOINTMENT OF MR. DANTE P. RAMOS AS CITY GOVERNMENT DEPARTMENT HEAD II (ESMO) SG-26

WHEREAS, the City Mayor has appointed Mr. Dante P. Ramos as City Department Head II (ESMO) SG-26;

WHEREAS, Section 454(d) of Republic Act 7160 otherwise known as the Local Government Code of 1991, provides that heads of departments shall be appointed by the City Mayor with the concurrence of the majority of all members of the Sangguniang Panlungsod;

NOW, THEREFORE, on motion of Councilor Gina Gulanes-Perez, with the unanimous accord of the Members of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled to renew, as it hereby renews, the temporary appointment of Mr. Dante P. Ramos as City Government Department Head II (ESMO) SG-26 which effects the appropriation in the amount of Two Hundred Eighty One Thousand Sixty-Four Pesos (PhP281,064.00) in the item City Government Head II under the account “Salaries” of the Environmental Sanitation & Management Office (ESMO).

RESOLVED FURTHER, AS IT IS HEREBY FURTHER RESOLVED, that copies of this Resolution be furnished MR. DANTE P. RAMOS and the Civil Service Commission through the Personnel Office of the City of Olongapo for their information and reference.

A RESOLUTION REQUESTING THE OFFICE OF THE CITY MAYOR THROUGH THE PERSONNEL OFFICER LETICIA M. DOROPAN UNDER THE OFFICE OF THE CITY ADMINSTRATOR TO DISCLOSE THE NAMES OF ALL THE CONSULTANTS HIRED BY THE CITY GOVERNMENT INCLUDING THEIR RIGHTS, PRIVILEGES, DUTIES, FUNCTIONS AND NATURE OF THEIR TASKS OR SERVICES PURSUANT TO THE CONSTITUTIONAL POLICY OF TRANSPARENCY


WHEREAS, Section 28, Article II of the 1987 Constitution in relation to Section I, Rule IV of the Rules implementing the Code of Conduct and Ethical Standards for Public Officials and Employees states: “Subject to reasonable conditions prescribed by law, the State adopts and implements a policy of full public disclosure of all its transactions involving public interest.”;

WHEREAS, Section 7 of Article III of the 1987 Constitution, likewise, provides as follows: “The right of the people to information on matters of public concern shall be recognized. Access to official records and to documents and papers pertaining to official acts, transactions, or decisions as well to government research data used as basis for policy development, shall be afforded the citizen, subject to such limitations as may be provided by law.”;

WHEREAS, the exceptions provided in the said constitutional provisions pertain to confidential matters which affect the national security and defense of the country;

WHEREAS, all branches, departments and government enterprises should disclose the identity of the consultants in their employ, the nature of their work and their compensation and other privileges as well as the terms and conditions of their consultancy agreement;

WHEREAS, the disclosure of these pieces of information should automatically be informed the people through their duly authorized representatives and should be a part of the consultancy agreement;

WHEREAS, the public deserve to know if the services rendered by consultants employed by the City Government of Olongapo are commensurate to the compensation they receive from the city government;

WHEREAS, the public has the right to be apprised of who advise the government and what kind of advice they provide on certain issues;

NOW THEREFORE, on motion of Councilor Noel Yabut Atienza with the majority decision of the Members of the Sangguniang Panlungsod present,

RESOLVED AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to request, as it hereby requests the Office of the City Mayor through the Personnel Officer Leticia M.Doropan under the Office of the City Administrator to disclose the names of all the consultants hired by the City Government including their rights, privileges, duties, functions and nature of their tasks or services pursuant to the constitutional policy of transparency.
