A RESOLUTION REQUESTING TOLL MANAGEMENT CORPORATION THE OPERATOR OF THE SUBIC FREEPORT EXPRESSWAY TO CONSIDER PROVIDING FREE U-TURN ACCESS AFTER SCTEX TOLL GATE FOR THE CONVENIENCE OF OLONGAPO MOTORISTS AND TOURISTS

WHEREAS, owners of Olongapo motor vehicles and visitors exiting from the Subic Clark Tarlac Expressway (SCTEX) pass and enter thru the toll gate of the Subic Freeport Expressway (SFEX)

WHEREAS, the aforesaid owners and visitors bound for Cabalan and West Bajac Bajac takes a much longer route via Subic Freeport Expressway instead of Tipo,Hermosa, Bataan via Zig-Zag Road, Olongapo City

WHEREAS, these vehicles after exiting SCTEX have to enter the SFEX toll gate and pay the minimum toll fee of P18.00 and make a U-Turn and pay another P18.00 toll which adds to their economic hardship considering the rising cost of living and increasing prices of fuel and maintenance;

WHEREAS, the Toll Management Corporation the operator of the SFEX in coordination with the SCTEX could consider and study the viability of providing a U-Turn access either thru a ramp or an opening in which Olongapo bound vehicles could safely turn about and use the SFEX portion exit along Tipo, Hermosa, Bataan via Zig-Zag Road, Olongapo City.

NOW, THEREFORE, on motion of Councilors Aquilino Cortez, Jr. and Anselmo A. Aquino, with the unanimous accord of the Members of the Sangguniang Panlungsod present,

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled to request as it hereby requests Toll Management Corporation the operator of the Subic Freeport Expressway to consider providing free u-turn access after SCTEX Toll Gate for the convenience of olongapo motorists and tourists.

BE IT ORDAINED, BY THE SANGGUNIANG PANLUNGSOD IN SESSION ASSEMBLED, THAT :

Section 1 : RM Drive from corner Gordon Avenue to Perimeter Road. is declared temporarily closed from 2:00 P.M. April 11, 2009 until to 2:00 A.M. of April 12, 2009.

Section 2 : The above-mentioned temporary closure is in line with the celebration of the Black Saturday Concert of Olongapo City and the Subic Bay Metropolitan Authority sponsored by the PLDT on April 11-12, 2009.

WHEREAS, based on the amended City Ordinance No. 42, Series of 2008 “AN ORDINANCE AMENDING SECTION 13 OF THE CITY ORDINANCE NO. 32 SERIES OF 2001, OTHERWISE KNOWN AS “AN ORDINANCE REPEALING ALL ORDINANCES RELATED TO THE OPERATION OF “FOR HIRE” PUBLIC UTILITY JEEPNEYS IN THE CITY OF OLONGAPO AND ESTABLISHING THE NORMS FOR OPERATION OF SUCH APPLICABLE TO THE PRESENT TIME”, PROVIDING A FIVE HUNDRED PESOS (php500.00) PENALTY ON THE TRAFFIC CITATION TICKET,” the fourth offense violation penalty requires a mandatory attendance to an Intensive Seminar for Drivers;

WHEREAS, the Intensive Seminar for Drivers was first conducted at the Land Transportation Office-Pag-asa with a seminar fee of PhP30.00 but the LTO issued its latest list of new fees last August 28, 2008 wherein the fee is now PhP200.00 for the said seminar;

WHEREAS, based on the proposal-letter of Councilor John Carlos de los Reyes the seminar for drivers should be conducted by the City;

WHEREAS, based on the Annual Vehicle Inspection meeting conducted by the City Transportation Office, they have decided that the Intensive Seminar for Drivers will be done in the City to be conducted under the Office of the Olongapo Traffic Management and Public Safety;

NOW, THEREFORE, on motion of Councilor Aquilino Y. Cortez, Jr., and co-sponsored by Councilor John Carlos G. delos Reyes with the unanimous accord of the Members of the Sangguniang Panlungsod present,

AN ORDINANCE TEMPORARILY CLOSING A PORTION OF FILTRATION ROAD CORNER CAMIA STREET AND SAMPAGUITA ROADS OF BARANGAY STA. RITA, THIS CITY TO TRAFFIC FROM 9:00 A.M. TO 12:00 MIDNIGHT ON OCTOBER 31, 2008 FOR THE 25TH YEAR SACERDOTAL ANNIVERSARY OF REV. FR. NELSON. C. VENCILAO

BE IT ORDAINED, BY THE SANGGUNIANG PANLUNGSOD IN SESSION ASSEMBLED, THAT:

SECTION 1. A portion of Filtration Road corner Camia Street and Sampaguita Road, Barangay Sta. Rita, Olongapo City be closed temporarily from 9:00 a.m. to 12 midnight on October 31, 2008.

SECTION 2. The above-mentioned temporary closure is in line with the holding of the 25th Year Sacerdotal Anniversary of Rev. Fr. Nelson C. Vencilao.

SECTION 3. Re-routing of vehicles to be outlined by the Office of the Traffic Management and Public Safety with the BPSO of Barangay Sta. Rita is necessary during the said closure.

WHEREAS, the City Government of Olongapo is a consistent partaker in worthwhile alliances;

WHEREAS, the Olongapo Business Club (OBC) is a duly registered entity composed of various entrepreneurs which annually holds a mardi gras-style celebration within the city to enhance the local economy and provide entertainment to the public;

WHEREAS, the OBC plans to stage the ULO NG APO FESTIVAL 2008 at the Ramon Magsaysay Drive on October 23, 24 and 25, 2008;

NOW, THEREFORE, on motion of Councilor Aquilino Y. Cortez, Jr., with the unanimous accord of the Members of the Sangguniang Panlungsod present,

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to authorize, as it hereby authorizes the Honorable City Mayor James Gordon, Jr., to sign and enter into a Memorandum of Agreement (MOA) by and between the City Government of Olongapo and the Olongapo Business Club (OBC) represented by its president Samuel R. del Rosario for the Ulo ng Apo Festival 2008 on October 23, 24 and 25, 2008 at the Ramon Magsaysay Drive, Olongapo City
