A  RESOLUTION  DECLARING  MR.  TOMMY  ABILLE  PERSONAE NON GRATA NEWS  ANCHOR  OF  “BIGWAS”  AIRED AT TV22 OWNED AND OPERATED BY SUBIC BROADCASTING CORPORATION (SBC) REGARDING HIS UTTERANCE OF DISRESPECTFUL WORDS AGAINST AETAS

WHEREAS, Mr. Tommy Abille is employed by the Subic Broadcasting Corporation as news broadcaster;

WHEREAS, as such, he was assigned to anchor a daily program entitled “Bigwas”  which has been on air on a daily basis over DWGO and TV22;

WHEREAS, on August 14, 2014 Mr. Tommy Abille in one of the episodes of his daily program called “Bigwas”,  he uttered disrespectful words against the Aetas to wit:

                        “Pare Johnny Reblando musta ka na?  Ikaw ba ay nakakatikim na rin ng EXOTIC”  Ako gustong gusto kong tumikim ng EXOTIC, pagkain ha hindi yung katulad ng kaibigan natin na nagsabi ng… “Pare gusto ko talaga tumikim ng EXOTIC, gusto kong tikman AETA”.

WHEREAS, such utterances of Mr. Tommy Abille has became viral in the social media showing their condemnation of the disrespectful statements;

WHEREAS, Article 20 (Culture and Traditional) Section 2 of the Broadcast Code states:

                        “The mores, culture, traditions and characteristics of people must be respected.  Maliciously ridiculing, denigrating or disparaging culture, customs and traditions are  prohibited.”
  
WHEREAS, Mr. Tommy Abille has no record of accreditation with the Kapisanan ng mga Broadkaster  ng Pilipinas which is a violation of Article 30 (Accreditation) of the Broadcast Code and for which the station may be held liable under the code’s penalty provision;

WHEREAS, on September 23, 2014, Mr. Orly L. Pangcog, Chairman, First Division Standard Authority Kapisanan ng  mga Broadkaster ng Pilipinas (KBP) formally denounced the utterances made by Mr. Tommy Abille as a clear violation of the Broadcast Code, copy of the said letter dated September 23, 2014 is hereto attached for your ready reference;

WHEREAS, several cause oriented groups have denounced the disrespectful utterances of Mr. Tommy Abille and sought the immediate action in order to seek justice for our indigenous people the AETAS;

NOW, THEREFORE, on motion of City Councilors Noel Y. Atienza, Aquilino Y. Cortez, Jr., Elena C. Dabu, Eduardo G. Guerrero, Benjamin G. Cajudo, II, Alreuela M. Bundang-Ortiz, Edna A. Elane, Emerito Linus D. Bacay, Randy C. Sionzon and Igmedio M. Gonzales, with the majority decision of the Members of the Sangguniang Panlungsod present,

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to declare as it hereby declares Mr. Tommy Abille personae non grata, news anchor of “Bigwas” aired at TV22 owned and operated by Subic Broadcasting Corporation (SBC) regarding his utterance of disrespectful words against the aetas.

Let a copy of this resolution be furnished to all Olongapo residents, business establishment, government offices, Kapisanan ng  mga Broadkaster ng Pilipinas, TV22, Subic Broadcasting Corporation, Subic Bay Metropolitan Authority, Olongapo City and SBMA Media Press Corps and Mr. Tommy Abille.

A RESOLUTION ADOPTING THE GORDON COLLEGE BOARD OF TRUSTEES RESOLUTION NO. 19, SERIES OF 2014 ENTITLED: “RESOLUTION RECOMMENDING THE APPROVAL OF THE OFFERING OF THE BS IN ENTERTAINMENT AND MEDIA COMPUTING (BS EMC) PROGRAM BY THE COLLEGE OF COMPUTER STUDIES EFFECTIVE ACADEMIC YEAR 2015-2016”

WHEREAS, the Sangguniang Panlungsod deems proper that the Resolution No. 17 endorsed by Gordon College Board of Trustees is needed for adoption;

WHEREAS, offering BS in Entertainment and Media Computing (BS EMC) will include the areas of Digital Animation and Game Development where the local industry is having rapid growth;

 WHEREAS, the Commission on Higher Education (CHED) issued CMO No.2, Series of 2014 re: Policies, Standards and Guidelines for Bachelor of Science in Entertainment and Multimedia Computing (BS EMC) Program;

WHEREAS, Gordon College has the resources and market needed to offer this program based on the guidelines abovementioned and the feasibility study accomplished by the College of Computer Studies;

WHEREAS, it is indeed necessary to carry out the purposes and functions of the College;

NOW, THEREFORE, on motion of City Councilor Benjamin G. Cajudo II, with the unanimous accord of the Members of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled to adopt, as it hereby adopts the Gordon College Board of Trustees Resolution No. 19, Series of 2014, entitled: “Resolution Recommending The Approval Of The Offering Of The BS In Entertainment And Media Computing (BS EMC) Program By The College Of Computer Studies Effective Academic Year 2015-2016”

A RESOLUTION ADOPTING THE GORDON COLLEGE BOARD OF TRUSTEES RESOLUTION NO. 17, SERIES OF 2014 ENTITLED: “RESOLUTION APPROVING THE RENEWAL OF THE MEMORANDUM OF AGREEMENT BETWEEN GORDON COLLEGE AND THE PEARL S. BUCK FOUNDATION – PHILIPPINES (PSBP) INC. FOR TUTORIAL PROGRAM”

WHEREAS, the Sangguniang Panlungsod deems proper that the Resolution No. 16 endorsed by Gordon College Board of Trustees pursuant to City Resolution No. 104, Series of 2012 is necessary for adoption;

WHEREAS, the Pearl S. Buck Foundation- Philippines (PSBP) expressed their intention in renewing the Memorandum of Agreement for a Tutorial Program with Gordon College for two consecutive academic years;

WHEREAS, PSBP will conduct a tutorial program for more than 200 sponsored children in Olongapo, Subic and Zambales and to be implemented through National Service Training Program (NSTP) students enrolled under the Literacy Training Service which is offered by the College every Second Semester of the Academic Year;

WHEREAS, the aforementioned Board Resolution is necessary to carry out the purposes and functions of Gordon College;

 NOW, THEREFORE, on motion of City Councilor Benjamin G. Cajudo II, with the unanimous accord of the Members of the Sangguniang Panlungsod present;

WHEREAS, the Sangguniang Panlungsod deems proper that the Resolution No. 16 endorsed by Gordon College Board of Trustees pursuant to City Resolution No. 70, Series of 2012 is necessary for adoption;

WHEREAS, the students were required to undertake Nursing Care Management training as per Commission on Higher Education (CHED) Memorandum No. 30, Series of 1998 and CHED Memorandum No. 14, Series of 2009 and the Philippine Regulations Commission (PRC) – Board of Nursing focusing on maladaptive;

WHEREAS, the renewal of the affiliation of Gordon College with Mariveles Mental Hospital will benefit the students of Bachelor of Science in Nursing of the College for their above stated requirement;

WHEREAS, the abovementioned Board Resolution is necessary to carry out the purposes and functions of Gordon College;

NOW, THEREFORE, on motion of City Councilor Benjamin G. Cajudo II, with the unanimous accord of the Members of the Sangguniang Panlungsod present;

WHEREAS, the renewal of their affiliation agreement to allow Gordon College students to use designated Philippine Orthopedic Center Training and Learning facilities;

WHEREAS, the need to renew the affiliation of Gordon College with Philippine Orthopedic Center will help the students taking up Bachelor of Science in Nursing at Gordon College in acquiring their Related Learning Experience (RLE);

WHEREAS, the abovementioned Board Resolution is necessary to carry out the purposes and functions of Gordon College;

WHEREAS, the Sangguniang Panlungsod deems proper that the Resolution No. 14 endorsed by Gordon College Board of Trustees is necessary for adoption;

WHEREAS, City Ordinance No. 8, Series of 2010, entitled: “An Ordinance Amending the Legal Basis on the Creation and Operation of Gordon College” defines the functions and powers of supervision vested in a Board of Trustees of the Gordon College which includes a representative from the elected officers of the faculty;

WHEREAS, the aforementioned Board Resolution is necessary to carry out the purposes and functions of Gordon College;

NOW, THEREFORE, on motion of City Councilor Benjamin G. Cajudo II, with the unanimous accord of the Members of the Sangguniang Panlungsod present;

A RESOLUTION ACCEPTING SM PRIME HOLDINGS, INC.’S UNSOLICITED PROPOSAL FOR THE LONG TERM LEASE OVER THE OLONGAPO CITY PROPERTY LOCATED  AT BARANGAY EAST TAPINAC AND DELA CRUZ DRIVE, OLONGAPO CITY, APPROVING THE COMPETITIVE CHALLENGE METHOD AS A PROPER AND LEGAL MODE FOR THE AWARDING OF A LONG TERM LEASE CONTRACT
 OVER THE SAID PROPERTIES

            WHEREAS,  the City Government of Olongapo is duly authorized under its charter and under the provisions of Republic Act No. 7160,  otherwise known as the Local Government Code of 1991, to acquire, develop, lease, encumber, alienate or otherwise dispose of its real or personal property and to apply their resources and assets for productive, developmental, or welfare purposes;

            WHEREAS, on January 8, 2014 SM Prime Holdings, Inc. submitted an Unsolicited Proposal for the long-term lease of the KGB Complex located at  Barangay East Tapinac, Olongapo City, Philippines with an aggregate area of Forty-Five Thousand Five Hundred Forty Two  (45,542) square meters more or less, more particularly described as follows:

and the City’s approximately  Eight Hundred Forty One (841) square meter property located along Dela Cruz Drive wherein the Lutheran Church structures  and ground are currently located, which is also known as Lot 1731 (the “Dela Cruz Drive Property”);

            WHEREAS, the above-described real properties are eligible to be leased-out to private entities;

            WHEREAS, it has been evaluated that the SM Prime Holding, Inc.’s Unsolicited Proposal to be complete, eligible and advantageous to the City;

            NOW, THEREFORE,  on motion of City Councilor Noel Y. Atienza, co-sponsored by City Councilors Aquilino Y. Cortez, Jr., Benjamin G. Cajudo, II, Eduardo G. Guerrero, Elena C. Dabu, Alreuela M. Bundang-Ortiz, Edna A. Elane, Emerito Linus D. Bacay and Randy C. Sionzon, with the majority decision of the Members of the Sangguniang Panlungsod present,

            RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled to accept, as it hereby accepts SM Prime Holdings, Inc.’s Unsolicited Proposal for the long term lease over the Olongapo City property located at Barangay East Tapinac and Dela Cruz Drive, Olongapo City, approving the competitive challenge method as a proper and legal mode for the awarding of a long term lease contract over the said properties.
