A RESOLUTION STRONGLY URGING THE CITY MAYOR AND THE OLONGAPO

 CITY POLICE OFFICE TO CAUSE THE IMMEDIATE REMOVAL OF CHRISTMAS BAZAAR AT COLUMBAN STREET

WHEREAS, a Memorandum of Agreement was engaged by the City Mayor Honorable Rolen C. Paulino with Bez Finds Exhibit represented by its agent Mr. Sonny Boy M. Bayantol regarding the conduct of Christmas Bazaar from October 10, 2014 to January 31, 2015;

WHEREAS, Ordinance No. 23, Series of 2014, an ordinance temporary closing portion of Columban Street from the corner of Magsaysay Drive to corner of Fendler Street starting October 10, 2014 to  January 31, 2015 in line with the operation of Olongapo City Christmas Bazaar was also enacted, approved by the City Mayor on 10 October 2014;

WHEREAS, following the Memorandum of Agreement and the road closure ordinance wherein the effectivity of the operation of the Christmas Bazaar has already expired, it is but appropriate and timely for the City Council to urge the City Mayor for the immediate removal of the Christmas Bazaar located at Columban Street;

WHEREAS, local business establishments and local vendors who are legitimate taxpayers are also pleading for the removal of the Christmas Bazaar which has already served its purpose since Christmas time has also already passed, and this is the time for them to make up for reduced profits; 

WHEREAS, the continuous operation of the night market/Christmas Bazaar on a non-yuletide season would cause further economic loss to local businessmen and vendors;

NOW, THEREFORE, with the unanimous accord of the Members of the Sangguniang Panlungsod present,

            RESOLVED, AS IT HEREBY RESOLVED, by the Sangguniang Panlungsod in  session assembled strongly urge, as it hereby strongly urges the City Mayor and the Olongapo City Police Office to cause the immediate removal of Christmas bazaar at Columban Street.

Let a copy of this resolution be furnished to the Office of the City Mayor  the Olongapo City Police Office and the DILG for their information and appropriate action.

A RESOLUTION AUTHORIZING THE CITY MAYOR JAMES GORDON, JR. TO ENTER INTO A MEMORANDUM OF AGREEMENT WITH THE PHILIPPINE NATIONAL POLICE (PNP) REPRESENTED BY CHIEF PNP GEN. JESUS VERSOZA FOR THE PNP’S SCUBASURERO/COASTAL CLEAN-UP PROJECT AND FOR OTHER ENVIRONMENTAL PROTECTION PROGRAM & ACTIVITIES OF THE CITY GOVERNMENT AND THE PNP


WHEREAS, the City Government of Olongapo, knowing the importance of safeguarding and protecting its waters and beaches from environmental degradation and pollution in order to preserve the local tourism industry and livelihood of its people, is vigilant to advance this cause;

WHEREAS, the Philippine National Police, vanguards of peace and order and stewards of the environment and natural resources, identified the majestic waters of Subic Bay and beaches of Olongapo for its PNP Scubasurero/Coastal Clean-Up Project;

WHEREAS, the City Government of Olongapo represented by Honorable Mayor James Gordon, Jr. wants to establish closer cooperation with the Philippine National Police, represented by Gen. Jesus Versoza in promoting the protection of the environment, hereby enters into a Memorandum of Agreement for cooperation and assistance;

WHEREAS, the Environmental Sanitation and Management Office (ESMO) of the City Government shall assist annually the PNP Scubasurero Project by providing manpower, equipment and supplies if and when available;


WHEREAS, the PNP and the City Government of Olongapo shall undertake the establishment of the country’s first PULIS KALIKASAN/ENVIRONMENTAL POLICE squad wherein these organic police force, aside from its role in keeping peace and order shall be the partner of the City Government in enforcing national laws and local ordinances in protecting the environment;

WHEREAS, the City’s PULIS KALIKASAN/ENVIRONMENTAL POLICE shall monitor and report cases and incidents of environmental pollution and degradation caused by companies and individuals;

NOW, THEREFORE, on motion of City Councilor Aquilino Y. Cortez, Jr., with the unanimous accord of the Members of the Sangguniang Panlungsod present,

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to authorize, as it hereby authorizes the City Mayor James Gordon, Jr. To Enter Into A Memorandum Of Agreement With The Philippine National Police (PNP) Represented By Chief PNP Gen. Jesus Versoza For The PNP’s Scubasurero/Coastal Clean-Up Project And For Other Environmental Protection Program & Activities Of The City Government And The PNP.

WHEREAS, City Government of Olongapo’s primary industry is tourism thus it aims to ensure the safety of foreign and local tourists who wish to explore the beauty of Olongapo;

WHEREAS, the Philippine National Police, Olongapo City Police Office and the City Government have joined forces to organize a group of Tourist Police who shall be identified as protectors of foreign and local tourists in all means;

WHEREAS, Tourism Industry recently launched the newly organized group of Tourist Police to undertake the official function as stated;

WHEREAS, utilization of Tourist Information Center in Barretto as a Tourist Police Central Command Post is ideal due to its strategic location;

NOW, THEREFORE, on motion of Councilor Jonathan G. Manalo, co-sponsored by John Carlos G. delos Reyes, Rodel S. Cerezo, Edwin J. Piano, Angelito W. Baloy, Aquilino Y. Cortez, Jr., Anselmo A. A RESOLUTION COMMENDING PHILIPPINE NATIONAL POLICE (PNP) CITY DIRECTOR, P/S ANGELITO N. PACIA, FOR HIS EXEMPLARY PERFORMANCE AND LEADERSHIP AS DIRECTOR OF THE OLONGAPO CITY POLICE OFFICE FROM MAY 29, 2006 TO SEPTEMBER 13, 2007

WHEREAS, P/S Superintendent Angelito N. Pacia, outgoing City Director of the Olongapo City Police Office, trekked his new post as Chief, Directorial Staff, CDS, Region III after a short two-year yet proliferant stint in Olongapo City;

WHEREAS, Col. Pacia, a native of Pampanga, began his military career as a PMA cadet in 1976 and rose from the ranks as a junior officer and Ex-O in his assignment to Maguindanao until he reached the rank of Senior Superintendent in 2001, where he made significant accomplishments in all devoirs;

WHEREAS, as a military officer, he is noted for his sheer tactical abilities, wit and administrative skills which earned him numerous awards and commendations. Above all, he exemplified a life committed to community service by being a staunch enforcer of the law and protector of the people;

WHEREAS, during his term as City Director, the Olongapo City Police Office was awarded Best Police Community Relation (PCR) Branch for Region III 2006-2007, Best PCR Branch, nationwide of the same year, Best Citizen Friendly Station, accorded to Station 2 in 2006 and Best City Police Office of the Year, for the regional level given last February 2007. He was also commended as the NAPOLCOM City Police Officer of the Year in 2006;

WHEREAS, for the awards he had given the City, Olongapo stands privileged to have been led by an officer and a gentleman that he is as will as proud and grateful to usher him to the next larger assignment where his peacekeeping prowess can be best displayed at the Regional Office;

NOW, THEREFORE, with the unanimous accord of the Members of the Sangguniang Panlungsod present,

RESOLVED, AS IT IS HEREBY RESOLVED, by the Members of the Sangguniang Panlungsod in session assembled to commend, as it hereby commends Philippine National Police (PNP) City Director, P/S Angelito N. Pacia, for his exemplary performance and leadership as Director of the Olongapo City Police Office from May 29, 2006 to September 13, 2007.
