A RESOLUTION COMMENDING OUTGOING CITY COUNCILOR ANSELMO A. AQUINO FOR HIS INVALUABLE CONTRIBUTIONS AS A PUBLIC OFFICIAL AND A THREE-TERMER CITY COUNCILOR FOR CY 2001-2010

WHEREAS, City Councilor Anselmo A. Aquino made an amazing career track record as a public official. He started as a Barangay Councilman of West Tapinac, full of enthusiasm from the year 1972 up to 1982. With an unprecedented opportunity, he was elected as a Barangay Captain from 1982 up to 1986;

WHEREAS, serving faithfully to the institution, that is, the City Government of Olongapo, he was triumphant in his stint as a City Councilor working all along under the administration, with commendable legislations passed particularly under on the Committee on Public Works and Engineering among many others;

WHEREAS, the spectacle of Councilor Elmo Aquino’s hailing a successful career as a public official is evident with his completion of the three consecutive terms as a City Councilor from CY 1988-1998, and another three term from CY 2001-2010;

WHEREAS, ‘Kuya Elmo’ as he is fondly called by his colleagues and friends, is a natural leader, a businessman turned politician, a man of substance with the sincere desire to uphold the common good, truly befits the description;

WHEREAS, in a pause to his political journey, the City of Olongapo lauds the man for his untiring efforts and devotion to his duties as a City Councilor, who will be missed by the Sangguniang Panlungsod Members and staff with whom he established a bond of friendship;

NOW, THEREFORE, with the unanimous accord of the Members of the Sangguniang Panlungsod present,

A RESOLUTION APPROVING THE CONSTRUCTION OF A CONCRETE FOOTBRIDGE AT BLOCK 27, BARANGAY STA. RITA AS ONE OF THE PRIORITY PROJECTS FOR 2010

WHEREAS, residents of Blk. 27, Purok 5D, Balic-Balic, Barangay Sta. Rita requested the City Government for the construction of a footbridge in their area;

WHEREAS, it is necessary that the said project be approved as soon as possible for the general welfare of the constituents;

WHEREAS, the Committee on Public Works and Engineering after thorough and careful deliberation on the matter, approved the said proposal and that the project is deemed worthy of implementation as a priority project of the City;

NOW, THEREFORE, on motion of City Councilor Anselmo A. Aquino, co sponsored by City Councilors Gina G. Perez, Rodel S. Cerezo, Edwin J. Piano, Aquilino Y. Cortez, Jr., Elena C. Dabu, Jonathan G. Manalo and Cheenee F. Hoya, with the unanimous accord of the Members of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to approve, as it is hereby approves the Construction of a Concrete Footbridge at Block 27, Barangay Sta. Rita as one of the Priority Projects for 2010.

A RESOLUTION ACKNOWLEDGING THE ACCOMPLISHMENTS OF CITY COUNCILOR ANSELMO A. AQUINO AND INDORSING HIM TO THE PHILIPPINE COUNCILORS LEAGUE AWARD FOR THREE TERMER COUNCILORS 2007-2009

WHEREAS, City Councilor Anselmo A. Aquino has been serving the City of Olongapo for several years as a remarkable public servant with various accomplishments both in the legislative and executive functions;

WHEREAS, City Councilor Aquino has started as one of the young and vibrant barangay officials in the city as a Barangay Councilman of West Tapinac from 1972 to 1982;

WHEREAS, his exceptional service, initiative and dedication were so evident that he was elected as Barangay Captain (Chairman) from 1982 to 1986. Such track record made him as one of the administration’s bet as City Councilor which he won and served for three consecutive terms (1988-1998), pushing major legislative programs especially in public works;

WHEREAS, due to R.A. 7160, Councilor Aquino had been the Olongapo City’s Vice-Mayor from March 22, 1995 to June 30, 1995;

WHEREAS, after this stint, he was again selected to complete the line up and once more elected as City Councilor from July 1, 2001 to end on June 30, 2010, another three term fulfilling a total of six (6) terms of unrelenting government service as City Councilor;

WHEREAS, with utmost perseverance to enforce law, he had been an appointed Board Member of the People’s Law Enforcement Board from January 6, 1999 to February 1, 2008;

WHEREAS, the aforementioned leader in Olongapo has proven to be a strong symbol of excellence that Olongapeños should emulate above all in public service;

NOW, THEREFORE, on motion of City Councilor Gina Gulanes Perez, co-sponsored by City Councilors Rodel S. Cerezo, Edwin J. Piano, Elena C. Dabu, Jonathan G. Manalo, Angelito W. Baloy, Aquilino Y. A RESOLUTION AUTHORIZING THE HONORABLE CITY MAYOR JAMES GORDON, JR. TO REPRESENT THE CITY OF OLONGAPO AND ENTER INTO A CONTRACT OF LOAN WITH THE DEVELOPMENT BANK OF THE PHILIPPINES (DBP) IN THE PRINCIPAL AMOUNT OF EIGHTY ONE MILLION PESOS (PHP81,000,000.00) FOR THE PURPOSE/S STATED HEREIN AND TO SIGN THE LOAN AGREEMENT, DEED OF ASSIGNMENT, THE PROMISSORY NOTE AND OTHER DOCUMENTS RELATED THERETO

WHEREAS, the City Council adopted Resolution No. 181, Series of 2008 approving the acquisition of Dredging Machine for the use of regular desilting and maintenance of all rivers in the City;

WHEREAS, the acquisition of such machinery forms part of the flood control program of the City and shall be partially appropriated in the yearly mitigating project of the Disaster Coordinating Council and that there is a urgent need in order to prevent or minimize floods and disasters in the City;

WHEREAS, the equipment specified as :

(1) One unit versi dredge with star wheel drive - PhP67,500,000.00
(2) One unit sewer drainage vacuum cleaner and declogging machine- PhP13,500,000.00
TOTAL - PhP81,000,000.00

shall require funding at the level of Eighty One Million Pesos (PhP81,000,000.00) which can be sourced through a loan;

NOW, THEREFORE, on motion of Councilor Jonathan G. Manalo co-sponsored by Councilors Edwin J. Piano and Anselmo A. Aquino with the majority decision of the Members of the Sangguniang Panlungsod present,

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to authorize, as it hereby authorizes the Honorable City Mayor James Gordon, Jr. to represent the City Of Olongapo and enter into a contract of loan with the Development Bank Of The Philippines (DBP) in the principal amount of Eighty One Million Pesos (PhP81,000,000.00) from the DBP in behalf of the City for the following purpose:

1. The continuing assignment of the City’s applicable portion of the Internal Revenue Allotment (IRA), Realty Taxes and other taxes and other revenues in favor of DBP;

2. The issuance of an authorization/instruction letter to the Department of Budget and Management (DBP) to remit all or a portion of the City share of the IRA directly to DBP for deposit to the City’s deposit account thereat;

3. The undertaking not to cause the transfer of the remittance of IRA or any portion thereof by the DBM from DBP to any other bank without the DBP’s prior written consent until the loan and other charges shall have been fully paid;

4. The designation of DBP as its principal depository bank and the opening and maintenance of a deposit account (The “Deposit Account”) with DBP where the City’s share in IRA or a portion thereof shall be deposited during the term of the loan and payment of its loan obligations shall be debited;

5. The assignment of the appropriate portion of the City’s other revenues with undertaking to remit the same to DBP in case of IRA, realty tax collections, project revenues are insufficient to service the loan amortization;

6. The undertaking of the City to include in its annual budget the required amortizations to service its loan obligation with DBP;

7. The undertaking of the City that it will not incur additional obligation/indebtedness without the prior written consent of DBP which consent will not be unreasonably withheld;

8. The undertaking of the City to mortgage equipment to be acquired;

9. To mortgage, as security for the loan, properties acceptable to DBP.

RESOLVED FINALLY, AS IT IS HEREBY FINALLY RESOLVED, that this Resolution once approved and executed shall be valid and effective until the Loan with DBP has been fully settled and paid.

A RESOLUTION APPROVING THE CONTAINER VAN-OFFICE AT THE ENGINEERING COMPOUND AS ONE OF THE PRIORITY PROJECTS FOR THE BUDGET YEAR 2009.

WHEREAS, a Container Van-Office to be included to the City Priority Projects for 2009 was submitted to the Sangguniang Panlungsod amounting to PhP 1,846,802.70;

WHEREAS, it is necessary that the said project be approved as soon as possible for the general welfare of the constituents;

WHEREAS, the Committee of Public Works and Engineering has convened and discussed the inclusion of a container van-office to the Priority Projects for 2009 and after thorough and careful deliberation on the matter, the body approved the said proposal that the project is deemed worthy of implementation;

NOW, THEREFORE, on joint motion of Councilors Anselmo A. Aquino, Edwin J. Piano and Rodel S. Cerezo with the majority decision of the Members of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to approve as it is hereby approves the container van-office at the engineering compound as one of the priority projects for the budget year 2009.

A RESOLUTION APPROVING THE LIST OF CITY INFRASTRUCTURE PROJECTS FOR CY-2009.

WHEREAS, a list of the City Priority Projects for 2009 was submitted to the Sangguniang Panlungsod amounting to PhP37,939,178.79;

WHEREAS, it is necessary that the said projects be approved as soon as possible for the general welfare of the constituents;

WHEREAS, a copy of the projects is hereto attached as part and parcel of this resolution;

WHEREAS, the Committee of Public Works and Engineering has convened and discussed the infrastructure projects and after thorough and careful deliberation on the matter, the body approved the said proposal that all projects listed are deemed as worthy of project implementation;

NOW, THEREFORE, on joint motion of Councilors Anselmo A. Aquino, Edwin J. Piano and Rodel S. Cerezo with the unanimous accord of the Members of the Sangguniang Panlungsod present;

A RESOLUTION SUPPORTING SENATE BILL NO. 3061 WHICH SEEKS TO AMEND REPUBLIC ACT NO. 9257 OR THE SENIOR CITIZENS ACT OF 2003 BY EXEMPTING SENIOR CITIZENS FROM THE TWELVE PERCENT VALUE ADDED TAX ON MEDICINES

WHEREAS, there has been persistent clamor from various Senior Citizens’ Group in the country to promote the Cheaper Medicines Law;

WHEREAS, while it is true that the twenty percent discount privilege accorded to Senior Citizens eased their financial burdens, the imposition of twelve percent Extended Value Added Tax on the sale of goods and services diminished its effect;

WHEREAS, most of our Senior Citizens have no steady source of income after retirement, the twenty percent discount and exemption from the twelve percent Extended Value Added Tax would be a great help to them;

WHEREAS, the bill will also impose higher penalty for persons who will abuse the privileges and incentives as well as persons who refuse to give Senior Citizens’ Value Added Tax Exemptions;

NOW, THEREFORE, on motion of Councilor Anselmo A. Aquino, with the unanimous accord of the Members of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to support as it is hereby supports Senate Bill No. 3061 which seeks to amend Republic Act No. 9257 or the Senior Citizens Act of 2003 by Exempting Senior Citizens from the twelve percent Value Added Tax on Medicines.

A RESOLUTION AUTHORIZING THE HONORABLE CITY MAYOR JAMES GORDON, JR. TO REPRESENT THE CITY OF OLONGAPO TO ENTER INTO A MEMORANDUM OF AGREEMENT BETWEEN THE DEPARTMENT OF PUBLIC WORKS AND HIGHWAYS FOR THE IMPLEMENTATION OF THE SPECIAL LOCAL ROAD FUND (SLRF) UNDER REPUBLIC ACT 8794 OR THE MVUC LAW

WHEREAS, Pursuant to Republic Act No. 8794, the Motor Vehicle User’s Charge Law (MVUC Law), under Section 1 which declares that “it is the policy of the State to provide for and ensure the adequate maintenance of national and provincial roads through sufficient funding for the purpose”;

WHEREAS, Section 7 of the said Act, which states that all monies collected under this Act shall be earmarked solely and used exclusively (1) for road maintenance and improvement of road drainage, (2) for the installation of adequate and efficient traffic lights and road safety devices, and (3) for air pollution control”. It further provides that 5% of all monies collected shall be deposited in the National Treasury under the Special Local Road Fund (SLRF), which shall be apportioned to provincial and city governments in accordance with the vehicle population and size of the road network under their respective jurisdiction, and shall be used exclusively for maintenance of local roads, traffic management and road safety devices. It also directs that the Special Fund, the Special Local Road Fund and Special Road Safety Fund shall be under the DPWH;

WHEREAS, pursuant to Sections 3 and 5 of Executive Order No. 124, dated 30 January 1987, the DPWH shall decentralize its responsibilities to the fullest extent possible; and, may delegate to any agency it determines to have adequate technical capability, any of its powers and functions. Consistent with its policy of decentralization, the DPWH shall assist the LGUs in developing the latter’s capabilities by allowing them greater participation in the local road maintenance and safety provisions;

WHEREAS, it is necessary that a Memorandum of Agreement should be entered into for the purpose of delineating responsibilities regarding the implementation of policies, standards and procedures at the LGU level in accordance with the pertinent provisions of the SLRF under MVUC Law and its IRR;

NOW, THEREFORE, on motion of Councilor Anselmo A. Aquino co-sponsored by Councilors Edwin J. Piano, and Rodel S. Cerezo, with the unanimous accord of the Members of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled to authorize, as it is hereby authorizes the Honorable City Mayor James Gordon, Jr. To Represent The City Of Olongapo To Enter Into A Memorandum Of Agreement Between The Department Of Public Works And Highways For The Implementation Of The Special Local Road Fund (SLRF) Under Republic Act 8794 Or The MVUC Law.

WHEREAS, the City puts in place necessary infrastructure and road projects in different barangays of the city to match the needs of the community and serve as frameworks to sustain upcoming programs, which includes the repair of Long Road, Barangay Gordon Heights in this City;

WHEREAS, with reference to the landslide incident which was reported 21 July 2008 and 20 August 2008 by the Engineering Office, it is endorsed that immediate rehabilitation of the collapsed stone masonry slope protection is urgently necessary;

WHEREAS, the Committee of Public Works and Engineering assessed the said project and is worthy of project implementation;

NOW, THEREFORE, on motion of Councilor Anselmo A. Aquino, with the unanimous accord of the Members of the Sangguniang Panlungsod present;

A RESOLUTION EARNESTLY REQUESTING HON. HERMOGENES E. EBDANE, JR., SECRETARY OF THE DEPARTMENT OF PUBLIC WORKS AND HIGHWAYS, THRU THE DPWH DISTRICT ENGINEER TO EFFECT THE ASPHALTING OF ROAD SHOULDERS ALONG THE NATIONAL HIGHWAY FROM BARANGAYS OLD AND NEW CABALAN, KALAKLAN AND BARRETTO, OLONGAPO CITY

WHEREAS, there are some road shoulders in different areas along the National Highway particularly the roads from Barangay Old and New Cabalan, Kalaklan and Barretto, Olongapo City that remain unasphalted and if left unattended, will pose threat to lives and properties of motorists and commuters in the City;

WHEREAS, to ensure safety of motorists and commuters plying these routes and to avoid further loss of lives and properties, this body hereby earnestly requests the Honorable Secretary of the Department of Public Works and Highways to effect the asphalting of road shoulders along these particular areas of the City;

NOW, THEREFORE, on motion of Councilor Anselmo A. Aquino, with the unanimous accord of the Members of the Sangguniang Panlungsod present,

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to request, as it hereby requests, Hon. Hermogenes E. A RESOLUTION APPROVING THE LIST OF CITY PRIORITY PROJECTS FOR CALENDAR YEAR 2008

WHEREAS, an updated Annual Investment Program (AIP) for 2008 was submitted to the Sangguniang Panlungsod amounting to PhP241,630,663.78;

WHEREAS, revisions were proposed on the above-mentioned AIP as follows:

a. Brgy. Sta. Rita - instead of Proposed Concreting of Road at Camia St. (Begonia St. to Filtration St.) will be Begonia St. from Filtration St. to Begonia Ext.;

WHEREAS, it is necessary that the said projects be approved as soon as possible;

NOW, THEREFORE, on motion of Councilor Anselmo A. Aquino, with the unanimous accord of the Members of the Sangguniang Panlungsod present;

RESOLUTION NO. 129

A RESOLUTION AUTHORIZING THE HONORABLE CITY MAYOR JAMES GORDON, JR. TO REPRESENT THE CITY OF OLONGAPO AND ENTER INTO A CONTRACT OF LOAN WITH THE DEVELOPMENT BANK OF THE PHILIPPINES (DBP) IN THE PRINCIPAL AMOUNT OF SEVENTY MILLION PESOS (PHP70,000,000.00) FOR THE PURPOSE/S STATED HEREIN AND TO SIGN THE LOAN AGREEMENT, DEED OF ASSIGNMENT, THE PROMISSORY NOTE AND OTHER DOCUMENTS RELATED THERETO

WHEREAS, the City Council adopted Resolution No. 47, Series of 2007 approving the acquisition of Dredging Machine for the use of regular desilting and maintenance of all rives in the City ;

WHEREAS, the acquisition of such machinery forms part of the flood control program of the City and shall be partially appropriated in the yearly mitigating project of the Disaster Coordinating Council and that there is a fervent need in order to prevent or minimize floods and disasters in the City;

WHEREAS, the City of Olongapo is situated below sea level and the heavily silted rivers and waterways had caused the increase of the incidence of floods in the City ;

WHEREAS, there is a need to immediately acquire a dredging machine to carry out the integrated program of the City in systematically dredging the heavily silted rivers and water ways of Olongapo City;

WHEREAS, such projects shall require at the outset funding at the level of seventy million pesos (PhP70,000,000.00) which can be sourced through a loan;

WHEREAS, the Development Bank of the Philippines, the major creditor of the City, has indicated that it is willing to consider providing major funding in the amount of seventy million pesos (PhP70,000,000.00) for the aforementioned projects;

WHEREAS, it is hereby requested that the PhP70,000.00 shall be treated as a Supervised Loan of the DBP;

NOW, THEREFORE, on joint motion of Councilors Marey Beth D. Marzan, Anselmo A. Aquino and Rodel S. Cerezo, with the unanimous accord of the Members of the Sangguniang Panlungsod present,

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in the session assembled to authorize, as it is hereby authorizes the Honorable Mayor James Gordon, Jr. to enter into, negotiate and obtain a loan up to the principal amount of Seventy Million Pesos (PhP70,000,000.00) from the DBP in behalf of the City for the following purpose:

1. To finance the acquisition of a dredging machine amounting to seventy million pesos (PhP70,000,000.00);
and

That the Honorable City Mayor James Gordon, Jr., be authorized to negotiate and conclude such loan; and, to sign, execute and deliver loan and collateral agreements, promissory notes and such other pertinent papers, instruments, and documents and to do all acts and things necessary, proper and convenient under the premises, for and in behalf of the City.


RESOLVED FURTHER, AS IT IS HEREBY FURTHER RESOLVED, to authorize, as it hereby authorizes the City Mayor James Gordon, Jr. to do, undertake execute and perform the following acts:

1. The assignment of the City’s applicable portion of the Internal Revenue Allotment (IRA), Realty Taxes and other revenues in favor of DBP;

2. The issuance of an authorization/instruction letter to the Department of Budget and Management (the “DBM”) to remit all or a portion of the City’s share of the IRA directly to DBP for deposit to the City’s deposit account thereat;

3. The undertaking not to cause the transfer of the remittance of IRA or any applicable portion thereof by the DBM, from DBP to any other bank without the DBP’s prior consent until the loan and other charges shall have been fully paid;

4. The designation of DBP as its principal depository bank and the opening and maintenance of a deposit account thereof shall be deposited during the term of the loan and payment of its loan obligations shall be debited;

5. The assignment of the appropriate portion of the City’s other revenues with undertaking to remit the same to DBP in case the IRA, realty tax collections, project revenues are insufficient to service the loan amortization;

6. The undertaking of the City to include in its annual budget the required amortizations to service its loan obligations with DBP;

7. The undertaking of the City that it will not incur additional obligation/indebtedness without the prior written notice sent to DBP;

8. The undertaking of the City to mortgage equipment to be acquired;

9. To mortgage, as security for the loan, properties acceptable to DBP.

RESOLVED FINALLY, AS IT IS HEREBY FINALLY RESOLVED, that this Resolution once approved and executed shall be valid and effective until the Loan with DBP has been fully settled and paid.

Let copies of this Resolution be furnished the Offices of the City Mayor, the Treasurer, the Auditor, and the DBP and that the following documents: 1. City Resolution approving the acquisition of the dredging machine, 2. Specifications submitted by the Office of the City Engineering and 3. Letter of the City Mayor requesting for such authority shall be made as integral parts of this resolution.

RESOLUTION NO. 114

A RESOLUTION APPROVING THE ACQUISITION OF A DREDGING MACHINE FOR THE USE OF REGULAR DESILTING / DREDGING AND MAINTENANCE OF ALL RIVERS IN THE CITY


WHEREAS, Assistant City Engineer, OIC Narciso L. Martinez Jr. recommended that the City acquire it’s own dredging machine to be used for the regular desilting/ dredging and maintenance of all Rivers in the City;

WHEREAS, all the rivers in the City (Sta. Rita River, Mabayuan River, Cabalan River, East Bajac-Bajac Channel, Drainage Channel, Jadjad River) converge in Kalaklan River;

WHEREAS, the City had already spent millions of pesos for the desilting/ dredging of all Rivers in the City but the desired original depth is not attained. Thus, the acquisition of the said machine will generate savings for the City in this particular project;

NOW, THEREFORE, on joint motion of City Councilors Anselmo A. Aquino, Edwin Piano, and Rodel Cerezo with the unanimous accord of the members of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to approve, as it hereby approves the acquisition of a dredging machine for the use of regular desilting/dredging and maintenance of all Rivers in the City;

Let copy of the City Mayor’s letter dated July 24, 2007 to Vice Mayor and Presiding Officer and the Members of the Sangguniang Panlungsod, this City can be made an integral part on this resolution

RESOLUTION AUTHORIZING THE CITY MAYOR JAMES GORDON, JR. TO ENTER INTO A MEMORANDUM OF AGREEMENT FOR AND IN BEHALF OF THE CITY GOVERNMENT OF OLONGAPO AND DEPARTMENT OF PUBLIC WORKS AND HIGHWAYS REPRESENTED BY MARCELINA N. OCAMPO, ASST. REGIONAL DIRECTOR FOR MAINTENANCE AND OPERATIONS


WHEREAS, the City Government of Olongapo recognizes the need for vital road networks, regional linkages and adequate maintenance of roads as fundamental support for the City’s economic development;

WHEREAS, partnership forged between the Department of Public Works and Highways (DPWH) and the City regarding the implementation of the general plans and program to address this need is highly indispensable;

WHEREAS, as such the Sangguniang Panlungsod deems that it is but timely for the City to enter into an agreement with DPWH for the implementation of the Special Local Road Fund (SLRF) under Republic Act 8794 or the Motor Vehicle User’s Charge (MVUC) Law which earmarks any collection thereof solely and exclusively for road maintenance, improvement of road drainages, installation of adequate and efficient traffic lights and road safety devices as well as air pollution control;

NOW, THEREFORE, on joint motion of Councilors John Carlos G. delos Reyes and Anselmo A. Aquino, with the unanimous accord of the Members of the Sangguniang Panlungsod present,

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to authorize, as it is hereby authorizes the City Mayor James Gordon, Jr. to enter into a Memorandum of Agreement for in behalf of the City Government of Olongapo and Department of Public Works and highways represented by Marcelina N. Ocampo, Asst. Regional Director for Maintenance and Operations.

A RESOLUTION APPROVING THE CONCRETING OF ROAD AND CONSTRUCTION OF DRAINAGE SYSTEM AT CRISTOBAL STREET(STA. RITA ROAD – CRISTOBAL EXTENSION) STA. RITA, OLONGAPO CITY WORTH FOUR MILLION THIRTY EIGHT THOUSAND THREE HUNDREDSEVENTY SIX PESOS AND TEN CENTAVOS (PHP4,038,376.10)


WHEREAS, to boost the capacity of the City to provide better services to its constituents, the Committee on Engineering and Public Works met and studied the additional list of priority projects, which includes the concreting of road and construction of drainage system at Cristobal Street (Sta. Rita Road – Cristobal Extension), this City;

WHEREAS, the committee assessed that said complementary project is worthy of project implementation;

NOW, THEREFORE, on motion of Councilor Anselmo A. Aquino and co-sponsored by Councilors Edwin J. Piano and Rodel S. Cerezo, with the unanimous accord of the Members of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled to approve, as it hereby approves the concreting of road and construction of drainage system at Cristobal Street, (Sta. Rita Road – Cristobal Extension) Sta. Rita, Olongapo City worth Four Million Thirty Eight Thousand Three Hundred Seventy Six Pesos and Ten Centavos (PhP4,039,376.10).

Let copies of the Program of Works, Cost Estimate and Plan of the aforesaid project be made as integral parts of this resolution.
