RESOLUTION NO. 73

A RESOLUTION APPROVING THE ANNUAL BUDGET OF
BARANGAY PAG-ASA, CITY OF OLONGAPO
FOR CALENDAR YEAR 2005


On motion of Councilor Edwin J. Piano, with the unanimous accord of the Members of the Sangguniang Panlungsod present,

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to approve, as it hereby approves the Barangay Budget of Barangay Pag-asa, City of Olongapo for the Calendar Year 2005 considering that the budget as contained in Barangay Resolution No. 50, Series of 2004 of Barangay Pag-asa, upon review by the Sangguniang Panlungsod, has substantially complied with the requirements and limitation set forth under R.A. No. 7160 or the Local Government Code of 1991 and other pertinent issuances, circulars and memoranda with respect to Barangay Budgets: PROVIDED, that the City Accountant is enjoined to observe that the conditions enumerated by the City Budget Officer in his endorsement letter of May 17, 2005 on the matter which form an integral part of this Resolution are strictly complied with, and the requirements imposed by City Resolution No. 3, Series of 1996 are fully satisfied.

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to enact the following Ordinance:

ORDINANCE NO. 42
(Series of 2005)

AN ORDINANCE REVERTING THE AMOUNT OF ONE HUNDRED FIFTY TWO THOUSAND PESOS (PHP152,000.00) FROM SALARIES AND WAGES -CASUAL/CONTRACTUAL UNDER PERSONAL SERVICES TO OFFICE EQUIPMENT UNDER CAPITAL OUTLAY (CO) BOTH UNDER THE JAMES L. GORDON MEMORIAL HOSPITAL

BE IT ORDAINED, BY THE SANGGUNIANG PANLUNGSOD IN SESSION ASSEMBLED, THAT:

SECTION 1. The amount of One Hundred Fifty Two Thousand Pesos (PhP152,000.00) is hereby reverted from Salaries and Wages – Casual/Contractual under Personal Services to Office Equipment under Capital Outlay (CO) both under the James L. Gordon Memorial Hospital

SECTION 2. This Ordinance shall be subject to the usual accounting and auditing rules and regulations.

SECTION 3. The pertinent letter request of the Honorable City Mayor James Gordon, Jr. dated June 22, 2005, memorandum of Mr. Ferdie M. Magrata, Hospital Administrator, James L. Gordon Memorial Hospital, dated 02 June 2005 and the detailed descriptions of the items to be purchased are hereby made as integral parts of this Ordinance.

SECTION 4. This Ordinance shall take effect upon its approval.

A RESOLUTION EXPRESSING PROFOUND APPRECIATION
AND COMMENDATION TO THE INVALUABLE CONTRIBUTIONS
OF DR. JOHN JAMES A. LARAFOSTER AND MR. ELMER M. MADRIAGA,
AS FACILITATORS OF THE SANGGUNIANG PANLUNGSOD’S TEAMBUILDING SEMINAR/WORKSHOP CONDUCTED AT FONTANA RESORT, CLARK FIELD, PAMPANGA LAST JUNE 24 TO 26, 2005

WHEREAS, as the legislative arm of the City, the Sangguniang Panlungsod believes that its bedrock foundation should be fortified with teamwork, camaraderie and cooperation amongst its Members and staff ;

WHEREAS, when these bond of unique individuals discover their designs and respond in accordance to their purposes in the organization, the Sangguniang Panlungsod will attain its optimum growth;

WHEREAS, holding on to this proven postulate, the Sangguniang Panlungsod conducted a Teambuilding Seminar Workshop on June 24 to 26, 2005 at Fontana Resort, Clark Field, Pampanga;

WHEREAS, the event was packed with powerful messages about the core values of the organization, communication levels and human management incorporated with unpredictable and exciting group dynamics and heartwarming choruses. These all were made possible through the skills, humor and creativity of Dr. John James A. Larafoster and Mr. Elmer M. Madriaga, who unselfishly shared unique and lifechanging insights toward building the Sanggunian as a team;


WHEREAS, Dr. Larafoster’s energy, wit and humor made the subject matters delightfully penetrating. He presented important conscious razing precepts, hammered down and drove the behavioral changes we seek to catalyze our development as a team;

WHEREAS, on the other hand, the sessions spearheaded by Mr. Elmer M. Madriaga provided relevant, timely and motivational lessons which led us to deeper introspection and kept us focused and captivated;

WHEREAS, the Sangguniang Panlungsod expresses its profound appreciation and gratitude for their efforts and enthusiasm in leading the said momentous event of bonding. This will indeed remain an experience indelibly etched in the hearts of the SP Members and staff;

NOW, THEREFORE, with the unanimous accord of the Members of the Sangguniang Panlungsod present,

RESOLVED, AS IT IS HEREBY RESOLVED, by the Members of the Sangguniang Panlungsod in session assembled, to express, as it hereby expresses profound appreciation and commendation to the invaluable contributions of Dr. John James A. Larafoster and Mr. Elmer M. Madriaga, as facilitators of the Sangguniang Panlungsod’s Teambuilding Seminar/Workshop conducted at Fontana Resort, Clark Field, Pampanga last June 24 to 26, 2005.

RESOLUTION NO. 74

A RESOLUTION REQUESTING THE CITY MAYOR TO GRANT EDUCATIONAL ASSISTANCE FOR THE YEAR 2005 TO THE PERSONNEL OF OLONGAPO CITY GOVERNMENT SUBJECT TO THE LIMITATION PROVIDED UNDER BUDGET CIRCULAR NO. 2005-3


WHEREAS, Administrative Order No. 126 dated June 7, 2005 was issued authorizing the grant of Educational Assistance as a one-time financial aid to government personnel for the FY 2005 in recognition of their contributions in providing quality service despite the government’s austerity measures and to help their families up with the rising cost of education;

WHEREAS, with the recent opening of classes for the year 2005, parents of students had to face the enormous economic hardships due to the incessant increase of prices of basic commodities and necessities such as the sending of children to school;

WHEREAS, due to the high cost of education and with the increase of school tuition, educational supplies and the recent implementation of fare increase of transportation, parents can no longer cope up with the meager income that the family receives;

WHEREAS, with the granting of One Thousand Pesos (PhP1,000.00) educational assistance for government employees, this will serve as a big welcome relief for them to help augment the expenses on the schooling of their children;

NOW, THEREFORE, on motion of Councilor Noel Y. Atienza, with the unanimous accord of the Members of the Sangguniang Panlungsod present,

RESOLVED, AS IT IS HEREBY RESOLVED, by the Members of the Sangguniang Panlungsod in session assembled, to request, as it hereby requests the City Mayor to grant Educational Assistance for the year 2005 to the personnel of Olongapo City Government subject to the limitation provided under Budget Circular No. 2005-3.

RESOLVED FURTHER, AS IT IS HEREBY FURTHER RESOLVED, that Budget Circular No. 2005-3 be attached to this Resolution.
