WHEREAS, Section 394 (d) of the RA 7160 otherwise known as the Local Government Code provides that “the Barangay secretary shall: (6) Keep record of all the inhabitants of the barangay containing the following items of information: name, address, place and date of birth, sex, civil status, citizenship, occupation and such other items of information as may be prescribed by law or ordinances”;
WHEREAS, Section 37 of RA 7279 otherwise known as the Urban Development and Housing Act (UDHA) of 1992, mandates local government units in collaboration with relevant agencies to set up an effective mechanism to monitor population movements;
WHEREAS, with the numbers of educational institutions, business enterprises, industries and flourishing tourism the City of Olongapo, had established a concrete manifestation of development;
WHEREAS, today the City is known for being the “melting pot” of Region III because of the increasing number of migrants not only from its neighboring towns but nationwide;
WHEREAS, accurate statistical population report will definitely ensure continuous development of the city;
WHEREAS, with this uncontrollable scenario, Olongapo is now having intricacies in giving assurance of the safety and protection of its constituents;
NOW, THEREFORE, on motion of Councilor Gina Gulanes-Perez co-sponsored by Councilor Carlito A. Baloy with unanimous accord of the Sangguniang Panlungsod present;
RESOLVED, AS IT HEREBY RESOLVED by the Members of the Sangguniang Panlungsod in session assembled, to enact the following Ordinance:

(Series of 2006)
AN ORDINANCE ON THE BARANGAY REGISTRATION OF MIGRANTS
AND TRANSIENTS IN OLONGAPO CITY”
BE IT ORDAINED, BY THE SANGGUNIANG PANLUNGSOD IN SESSION ASSEMBLED, THAT:
SECTION 1. Definition of Terms. The following are defined to avoid confusions in the ordinance:
(a) Council. Refers to the policy making body of this ordinance.
(b) DILG. Department of the Interior and Local Government
(c) Health Services. This includes the dental and medical examination/treatment which affects the physical well being of a person offered by the city government of Olongapo.
(d) Local Migration. To move from one place to another, especially to another city or town.
(e) Migrant. Individuals who are staying in a particular domicile for a short period of time, specifically more than 90 days of stay or may be referred as City Local Migrants without changing their official residence.
(f) Migration Information Center. The venue for the systematic gathering of data and information on in-migrants through the enforcement of a migration registration mechanism in each of the Barangays in a city or municipality.
(g) Social Services. These are the public services enjoyed by the residents of the City of Olongapo such as scholarship grants, educational assistance, legal assistance, issuance of Phil Health Cards, etc.
(h) Transient Residents. Individuals who are staying in a particular domicile for a short period of time, from one month to three months of stay.
SECTION 2. Objectives of the Registration for Local Migrants of Olongapo City. The following are the specific objectives of this ordinance:
(a) To monitor the local migration in the City of Olongapo;
(b) To have accurate and official number of population of Olongapo, including the transient residents of the City;
(c) To use as an effective tool for City development;
(d) To use as a means in proportioning the number of city’s inhabitants to it’s own energy and natural resources;
(e) To adjust the necessary social services for the residents of Olongapo and;
(f) To give enough security and protection for both the transient and registered residents of the City as defined in Section 4, infra.
SECTION 3. Scope. The registration covers all the migrants in Olongapo which shall be classified as follows:
(a) All the transient residents who are staying in Olongapo City regardless of time but registered as residents in other political entity;
(b) Students of all levels from elementary to college who rent in a board and lodging basis, as well as those who are staying with their relatives of any family degree;

(c) Those who are working both in Olongapo proper and in Subic Bay Metropolitan Authority, staying in transient status (see Section 1 infra) and;
(d) Those individuals who temporarily stay in a given period of time as defined in the succeeding section to any of his/her relatives for personal purposes.
SECTION 4. Time Duration.
(a) Official Resident/Constituent- An individual shall become an official resident and a voter of a political entity upon inhabiting the place for a period of at least six (6) months.
(b) Transient Resident- An individual shall be entitled of this designation when he/she stayed in a given place for a minimum of thirty (30) days and maximum of ninety (90) consecutive working days.
(c) City Local Migrant – An individual shall be entitled of this designation when he/she stayed in a given place for a period of more than ninety (90) days.
SECTION 5. Issuance of Migrants and Transient I.D. - There shall be a distribution of Identification Cards for all the migrants and transient residents of Olongapo City mentioned in the preceding section that is renewable every six (6) months for Migrants and quarterly for Transients from the Office of the City Population Commission and shall be issued in every Barangay concerned. The ID shall be signed by the Migrant resident, Barangay Chairman, City Population Commission Department Head and the Chairman of the City Migrant Registration Council. Any form of tampering and corruption of this ID is punishable. The distribution of ID shall be a week after the data is submitted to the City Migrant Registration Council and forwarded to the City Population Office for releasing to the Barangay concerned.
SECTION 6. Benefits of the Migrant and Transient ID. The owner of this ID shall have the following benefits:
(a) Health Services and;
(b) Other Social Services of the City through the coordination of the City Migrant Registration Council.
SECTION 7. Source of Fund for the Migrant and Transient ID. The initial fund for the said ID and all expenses that may be incurred in relation to it shall come from the annual fund of the City Population Commission which may cost to P50,000.00
SECTION 8. Concurrence of the Local Government Agencies. The following are the Local Agencies (en banc) that shall be held responsible of the said City Registration for the local Migrants:
(a) City Department of the Interior and Local Government;
(b) City Department of Education;
(c) City Population Office;
(d) National Statistics Office;
(e) City Planning and Development Office;
(f) City Department of Labor and Employment and;
(g) City Civil Registry.

SECTION 9. Creation of the City Migrant and Transient Registration Council. There shall be a body that shall be created to take- charge of the said City Migrant Registration and issuance of ID; it shall be composed of the Local Chief Executive as the Chairman and Local Government Agencies mentioned in the preceding section as Members and the City Population Commission Department Head as the Action Officer.
SECTION 10. Functions of the City Migrant and Transient Registration Council. The council shall have the following functions:
(a) To monitor the number of migrants and transient residents of the City.
(b) It shall be responsible for the Transients and Migrants Registration Program in the City.
(c) Keep and secure the files gathered and observe confidentiality of the data.
(d) Carry out other functions as deemed necessary in the effective performance of its duties.
SECTION 11. Role of the Barangay in the Local Registration of Migrants and Transients. In accordance with this ordinance the following are the functions of the Barangays:
(a) The conduct of survey for migrants and transients population.
(b) The information dissemination in their Barangay constituency on the details of the program.
(c) Coordination and submission of list of migrants and residents to the City Migrant and Registration Council.
(d) Distribution of identification cards to migrants and transients in their Barangay.
(e) Perform other functions as deemed necessary in relation to its duties and responsibilities.
SECTION 12. Duration of Local Registration. There shall be quarterly and semi – annual renewal of ID, for regularity purposes.
SECTION 13. Information Dissemination. The City Government spearheaded by the Public Affairs Office, Barangay officials, Educational Institutions at all levels in the City and in coordination with the City DILG and Population Commission shall be held responsible for massive information dissemination, along with the owner of houses, apartments and the like shall be responsible in informing the migrants and transient residents in the City.
SECTION 14. Implementing Rules and Regulations. The Local Chief Executive as the Chairman of the Council shall issue an Executive Order to serve as guidelines for the effective implementation of this Ordinance.
SECTION 15. Effectivity. This Ordinance shall take effect upon its approval.
