RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to enact the following Ordinance:


ORDINANCE NO. 01
(Series of 2006)

AN ORDINANCE APPROPRIATING THE SUM OF TWO HUNDRED THIRTY FIVE THOUSAND PESOS (PHP235,000.00) AS PAYMENT FOR THE FINAL SURVEY OF PMD NOS. 1375 AND 1387 BLOCKS A AND B


BE IT ORDAINED, BY THE SANGGUNIANG PANLUNGSOD IN SESSION ASSEMBLED, THAT:

SECTION 1. The amount of Two Hundred Thirty Five Thousand Pesos (PhP235,000.00) is hereby appropriated from the Unappropriated Balance of the General Funds not otherwise appropriated and the same is hereby made available for the proposed Land Classification Survey of PMD Nos. 1375 and 1378 Blocks A & B located in Barangays New and Old Cabalan, this City is available from the lot sales collection of the City’s Mass Land Titling Program.

SECTION 2. This ordinance shall be subject to the usual accounting and auditing rules and regulations.

SECTION 3. The pertinent letter request of Honorable City Mayor James Gordon, Jr., dated , and the Certificate of Availability of Funds dated January 11, 2006 issued by Mr. Marcelino D. Andawi, City Treasurer are hereby made as integral parts of this Ordinance.

SECTION 4. This Ordinance shall take effect upon its approval.

A RESOLUTION RATIFYING THE AGREEMENT ENTERED INTO
BETWEEN THE CITY GOVERNMENT OF OLONGAPO THROUGH ITS CITY MAYOR JAMES GORDON, JR. AND TCR TECHNOLOGY AND ADVANCEMENT SYSTEM AS REGARDS THE COMPUTERIZATION OF THE PROCESSING AND ISSUANCE OF POLICE CLEARANCE IN THE CITY OF OLONGAPO


WHEREAS, the Sangguniang Panlungsod approved Resolution No. 151, Series of 2005 entitled “A Resolution Authorizing the City Mayor James Gordon, Jr. To Enter Into A Memorandum of Agreement Regarding the Computerization on the Processing and Issuance of Police Clearance in the City of Olongapo” last October 26, 2005;

WHEREAS, in the interest of public service the Memorandum of Agreement needs to be formally ratified to complete the legal requirements for its implementation;

NOW, THEREFORE, on motion of Councilor Brian Patrick H. Gordon, with the unanimous accord of the Members of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Members of the Sangguniang Panlungsod in session assembled to ratify, as it hereby ratifies the agreement entered into between the City Government of Olongapo through its City Mayor, James Gordon, Jr. and TCR Technology and Advancement System as regards the computerization of the processing and issuance of police clearance in the City of Olongapo.

RESOLVED FURTHER, AS IT IS HEREBY FURTHER RESOLVED, that a signed copy of the Memorandum of Agreement be made an integral part of this Resolution.

A RESOLUTION COMMENDING THE PRIMAL EFFORTS
OF THE PNP 3RD REGIONAL CRIMINAL INVESTIGATION AND
DETECTION UNIT (CIDU) OF THE CITY HEADED BY POLICE SUPT. CHRISTOPHER TAMBUNGAN, DSC, MPA EXEMPLIFIED DURING THE ENTRAPMENT OPERATION CONDUCTED LAST DECEMBER 3, 2005
AT BARANGAY GORDON HEIGHTS, OLONGAPO CITY THAT
LED TO THE ARREST OF TWO (2) BIG TIME SWINDLERS


WHEREAS, the satisfactory tactical, intelligence and military skills of the City’s Criminal Investigation and Detection Unit (CIDU) exemplified during the entrapment operation conducted last December 3, 2005 at Barangay Gordon Heights, Olongapo City, resulted to the arrest of two (2) big time swindlers;

WHEREAS, the swindlers were able to sweet talk 208 persons in Barangays Gordon Heights, Old Cabalan and New Cabalan with the promise that they will facilitate the titling of 2850-hectare land situated in Gordon Heights, Old and New Cabalan from the Land Registration Authority (LRA), Quezon City. Around half a million pesos had been collected from their victims;

WHEREAS, the impact of the CIDU’s operation and the excellent work of the team as part of the City’s thin red liners will significantly inspire our constituents to cooperate with proper authorities for such foster a stronger and deeper partnership towards growth;

WHEREAS, the 1st joint CLR-NCR Regional Jamborette was held last December 26-30, 2005 at the Subic Bay Industrial Park Phase II, Subic Bay Freeport Zone, Olongapo City;

WHEREAS, James L. Gordon Council hosted the said Jamborette which was attended by more than Six Thousand (6,000) Scouts from 22 different Councils;

WHEREAS, said Jamborette would not have been successful if not for the help of the various organizations, government offices and private institutions who always believe and support the scouting movement;

NOW, THEREFORE, with the unanimous accord of the Members of the Sangguniang Panlungsod present;

A RESOLUTION COMMENDING THE SWIFT RESPONSE AND EXCELLENT EFFORTS OF THE MILITARY AND CIVILIAN GROUPS,
GOVERNMENT EMPLOYEES AND NGOs THAT
SIGNIFICANTLY CONTROLLED THE FIRE
AND STAMPEDE DURING THE
DECEMBER 30, 2005
FIESTA GRAND PARADE


WHEREAS, a fire broke in the mid of the City Fiesta Parade last December 30, 2005 at the 21st Street, East Bajac Bajac beside the Olongapo City Public Market;

WHEREAS, people in the area, vendors, buyers and spectators were stunned by the massive fire and explosions caused by the collision of fire crackers that reached the Mansion Bakeshop and several stalls. This led to a stampede and caused injuries to many;

WHEREAS, such disaster called for the brave and fearless people who immediately responded and exerted their full efforts to control the fire and stampede. It is worthy to name the following military, civilian groups, government employees and offices and NGOs who defied danger and whole-heartedly rushed to the said emergency to save lives and properties, to wit:

1. The Philippine Army Reservists Contingent led by Lt. William Dulay;
2. The City Hall Civilian Security and Safety Officers, the Rescue Team and
Disaster Management Office headed by Mr. Angelito Layug;
3. The Bureau of Fire Protection headed by Fire Chief Gary Alto;
4. The City Mayor’s Office;

NOW, THEREFORE, with the unanimous accord of the Members of the Sangguniang Panlungsod present,

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to commend, as it hereby commends the swift response and excellent efforts of the military and civilian groups, government employees and NGOs that significantly controlled the fire and stampede during the December 30, 2005 Fiesta Grand Parade.

WHEREAS, Mr. Rolando R. Salenga, Purok Leader of Barangay East Bajac-Bajac, this City peacefully died on January 3, 2006 at the age of 68;

WHEREAS, Purok Leader Salenga, a well-loved public servant will always be remembered by his community as the gate keeper of the East Bajac-Bajac Elementary School, who through his voluntary efforts had maintained the school’s cleanliness and safeguarded its grounds;

WHEREAS, even in near death situations, such as the hostage taking that recently broke out at Katipunan Street, endeavored to be of service by pacifying the fear-stricken neighbors, and appeased the culprit as well as the victim, that significantly controlled the situation;

WHEREAS, through his commitment, he had inspired many Sangguniang Kabataan members to utilize their efforts to worthwhile activities and participate in the regular clean-up drives in their community;

WHEREAS, the City recognizes the contributions of the late Rolando R. Salenga and salutes the man who dared to make a difference in the lives of people;

NOW, THEREFORE, with the unanimous accord of the Members of the Sangguniang Panlungsod present,

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to express, as it hereby expresses deepest condolences to the bereaved family of Mr. Rolando R. Salenga, Purok Leader, Barangay East Bajac-Bajac, this City.

A RESOLUTION CONFIRMING THE APPOINTMENT OF
MS. JULIA U. REYES AS CITY GOVERNMENT DEPARTMENT
HEAD II (COLLEGE PRESIDENT) SG-26 AT THE GORDON COLLEGE


WHEREAS, the City Mayor has appointed Ms. Julia U. Reyes as City Department Head II, (College President) Gordon College pursuant to Civil Service Laws, Rules and Regulations;

WHEREAS, Section 454(d) of Republic Act 7160, otherwise known as the Local Government Code of 1991, provides that heads of departments shall be appointed by the City Mayor with the concurrence of the majority of all Members of the Sangguniang Panlungsod;

NOW, THEREFORE, on motion of Councilor Marey Beth D. Marzan, with the unanimous accord of the Members of the Sangguniang Panlungsod present,

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to confirm, as it hereby confirms the appointment of MS. JULIA U. REYES as City Government Department Head II (College President), SG-26 at the Gordon College which effects the appropriation in the amount of Two Hundred Seventy Thousand Two Hundred Fifty Two Pesos (PhP270,252.00) in the item City Government Department Head II under the account “Salaries” of the Gordon College.

RESOLVED FURTHER, AS IT IS HEREBY FURTHER RESOLVED, that copies of this Resolution be furnished MS. JULIA U. REYES and the Civil Service Commission thru the Personnel Office of the City of Olongapo for their information and reference.

A RESOLUTION RECOGNIZING THE INVALUABLE CONTRIBUTION OF
DR. CONCORDIA A. LIGAD TO THE CITY OF OLONGAPO FOR HER
DEDICATED SERVICE AT THE JAMES L. GORDON MEMORIAL HOSPITAL

WHEREAS, Ate Cording as we fondly call her, is a physician recruited in the public service since the time of Honorable Mayors Richard and Kate Gordon;

WHEREAS, she particularly handled the screening of social service patients determining the capacity of the patients to pay and recommending discounts and medical assistance needed;

WHEREAS, she was also active in the free medical indigency services rendered by the city in many barangays;

WHEREAS, in her performance of duty to people she is equipped with understanding and accommodating attitude. She is amiable and patient in all her works;

WHEREAS, December 31, 2005 culminates her work in public service and her retirement from service now gives her time to private and family life;

NOW, THEREFORE, on motion of Councilor Cynthia G. Cajudo and co-sponsored by Councilors Bella P. Asuncion, Marey Beth C. Marzan, Angelina B. Andrada, Brian Patrick H. Gordon, Anselmo A.
