A RESOLUTION APPROVING THE ANNUAL BUDGET OF BARANGAY NEW KABABAE, CITY OF OLONGAPO FOR CALENDAR YEAR 2006


On motion of Councilor Edwin J. Piano, with the unanimous accord of the Members of the Sangguniang Panlungsod present,

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to approve, as it hereby approves the Barangay Budget of Barangay New Kababae, City of Olongapo for the Calendar Year 2006 considering that the budget as contained in Barangay Resolution No. 2, Series of 2006 of Barangay New Kababae, upon review by the Sangguniang Panlungsod, has substantially complied with the requirements and limitation set forth under R.A. No. 7160 or the Local Government Code of 1991 and other pertinent issuances, circulars and memoranda with respect to Barangay Budgets: PROVIDED, that the City Accountant is enjoined to observe that the conditions enumerated by the City Budget Officer in his endorsement letter of May 23, 2006 on the matter which form an integral part of this Resolution are strictly complied with, and the requirements imposed by City Resolution No. 3, Series of 1996 are fully satisfied.

A RESOLUTION AFFIRMING THE APPOINTMENT OF MR. DANTE P. RAMOS, AS CITY GOVERNMENT DEPARTMENT HEAD II, SG-26 UNDER THE ENVIRONMENTAL SANITATION AND MANAGEMENT OFFICE (ESMO)


WHEREAS, the City Mayor has appointed Mr. Dante P. Ramos as City Government Department Head II, Environmental Sanitation and Management Officer (ESMO) pursuant to Civil Service Laws, Rules and Regulations;

WHEREAS, Section 454(d) of Republic Act 7160, otherwise known as the Local Government Code of 1991, provides that heads of departments shall be appointed by the City Mayor with the concurrence of the majority of all Members of the Sangguniang Panlungsod;

NOW, THEREFORE, upon the unanimous accord of the Members of the Sangguniang Panlungsod present,

RESOLVED, AS IT IS HEREBY RESOLVED, by the Members of the Sangguniang Panlungsod in session assembled, to affirm, as it hereby affirms the appointment of Mr. Dante P. SECTION 1. The amount of Fifty Two Thousand Four Hundred Forty Six Pesos and 30/100 (PhP52,446.30) is hereby appropriated from the Unappropriated Balance of the General Fund not otherwise appropriated and the same is hereby made available to be taken from savings from various vacant positions under the James L. SECTION 1. The amount of One Million Pesos (PhP1,000,000.00) is hereby appropriated for the Livelihood Capital Assistance Project chargeable against the PAGCOR Fund.

SECTION 2. This appropriation Ordinance shall be subject to the usual accounting and auditing rules and regulations.

SECTION 3. The pertinent letter request of Honorable James Gordon, Jr. dated May 2, 2006 and a Certificate of Availability of Funds dated May 15, 2006 issued by Mr. Marcelino D. Andawi, City Treasurer are hereby made as integral parts of this Ordinance.

BE IT ORDAINED, BY THE SANGGUNIANG PANLUNGSOD IN SESSION ASSEMBLED, THAT:

SECTION 1. The amount of Five Hundred Thousand Pesos (PhP500,000.00) is hereby appropriated from the Unappropriated Balance of the General Fund, not otherwise appropriated and the same is hereby made available for the Olongapo City Skills Training Program.

SECTION 2. This Ordinance shall be subject to the usual accounting and auditing rules and regulations.

A RESOLUTION TO DESIGNATE VOLUNTEERS’ PARK AT PERIMETER ROAD AS A FREEDOM PARK

WHEREAS, pursuant to the provisions of Section 15 of Batas Pambansa Blg. 880 and in compliance with the directive of the Supreme Court En Banc in its Decision in G.R. Nos. 169838, 169848, 169881 and of DILG directive in its Memorandum Circular No. 2006-42 where cities and municipalities nationwide are enjoined to establish freedom parks in their localities;

WHEREAS, said freedom parks are intended for public assemblies free of charge;

WHEREAS, guidelines in the establishment of the freedom parks provided under the DILG Memorandum Circular 2006-42 must be strictly adhered to, thus must be made an integral part of this resolution;

NOW, THEREFORE, on motion of Councilor Cynthia G. Cajudo, with the unanimous accord of the Members of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HERREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to designate as it is hereby designates Volunteers’ Park at Perimeter Road as a Freedom Park.

A RESOLUTION REQUESTING SUBIC BAY METROPOLITAN AUTHORITY (SBMA)
TO DONATE FURNITURES AND FIXTURES FOR WOMENS CENTER IN LINE
WITH THE TRASH TO CASH PROGRAM OF SBMA


WHEREAS, the Office of the City Mayor, has been informed that the Subic Bay Metropolitan Authority (SBMA) has “disposable” 875 Each of Electric Blankets, 4 bundles of Empty Sacks, 15 Boxes of Assorted Books, 2 Traffic Outpost, Furniture, Beddings and Cabinets for Olongapo City that are classified as ready for immediate disposition to avert further dilapidation of Subic Bay Freeport Zone;

WHEREAS, the foresaid materials will surely be helpful in the city government’s various social service program especially the Womens Center;

NOW, THEREFORE, on motion of Councilor Bella P. Asuncion with the unanimous accord of the Members of the Sangguniang Panlungsod present,

RESOLVED, AS IT IS HERREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to request, as it hereby requests Subic Bay Metropolitan Authority (SBMA) to donate furnitures and fixtures for Womens Center in line with the trash to cash program of SBMA;

RESOLVED, FURTHER, AS IT IS HEREBY FURTHER RESOLVED, that authority be given to the City Mayor, Hon. James Gordon, Jr., to represent the City in requesting the donation from SBMA and to sign the appropriate Deed of Donation case SBMA approves the said request.

A RESOLUTION EXPRESSING SYMPATHIES AND CONDOLENCES TO THE BEREAVED FAMILY OF BRGY. KGD. ROMERO EATA ELAYDA OF OLONGAPO CITY

WHEREAS, Kagawad Romero Eata Elayda of Brgy. Barretto, Olongapo City died in God’s grace on May 13, 2006 at the age of 69;

WHEREAS, Kagawad Elayda’s accomplishments as public servant highlighted his unblemished dedication to the community he served whole heartedly first as a Purok Leader in 1980 to 1990 and finally, as elected Barangay Kagawad in 1990 up to his last breath;

WHEREAS, the late Kagawad Elayda has been awarded as the Most Outstanding Purok Leader (Purok 5), Bo. Barretto in 1981 and 1982 consecutively, and again an outstanding Lupon member on January 5, 1990;

WHEREAS, aside from being a Community Leader of the barangay, he is an active member of the Cursillo Movement, Immaculate Conception Parish Church and Member, Extra-Ordinary Minister of the Eucharist (EME), Diocese of Iba;

WHEREAS, as a responsible family man prior to his political career, he supported his family as a Taxi Driver at the former US Naval Base under the known transport services such as Blaylock, Guerrero, Violago and Navy Exchange;

A RESOLUTION STRONGLY ENDORSING THE SWIFT PASSAGE INTO
LAW OF SENATE BILL NO. 2206 GIVING SENIOR CITIZENS DISCOUNTS BEYOND DEATH, AND OTHER ADDITIONAL PRIVILEGES, AUTHORED BY SEN. EDGARDO ANGARA

WHEREAS, the City Government of Olongapo gives importance to its elderlies in the community, and as such, takes heed on the calls for support to any legal avenues that would expand the benefits received by the senior citizens;

WHEREAS, in Senate Bill No. 2206, the bereaved family of the deceased senior citizen would be beneficiary to the 20% discount on the burial, funeral expenses, cremation costs, burial plots and headstones;

WHEREAS, the grant of 20% discount on the water and electric bills of senior citizens, and exemption from the payment of realty taxes and from the 20% withholding tax on interest income for bank deposits are also in the provisions of Senate Bill No. 2206 which is in accordance with the provisions of Senate Bill No. 643 authored by Sen. Manuel Villar;

NOW, THEREFORE, on motion of Councilor Angelina B. Andrada, with the unanimous accord of the Members of the Sangguniang Panlungsod present,

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to strongly endorse , as it hereby strongly endorses, the swift passage into law of Senate Bill No. 2206 giving senior citizens discounts beyond death, and other additional privileges, authored by Sen. DARAPIZA, FOR THE ESTABLISHMENT OF THE “BOTIKA NG BARANGAY” (BnB) AT BARANGAYS BARRETTO, OLD CABALAN, STA. RITA AND GORDON HEIGHTS

WHEREAS, the DOH, in its Administrative Orders No. 23.3, series of 1996 and No. 70, series of 2002, regarding the establishment of the “Botika ng Barangay”, is focused on reforms to make accessible the low-priced generic over-the-counter drugs and two prescription drugs to the underprivileged in our communities through its BnB Project;

WHEREAS, the City Government of Olongapo, in its effort to achieve its mission-vision to efficiently deliver the basic services to its constituents, understands the advantages of the DOH “Botika ng Barangay” Project establishment in the city, to what is stated in the proposed Memorandum of Agreement;

WHEREAS, the specific terms and conditions stated in the Memorandum of Agreement for the implementation of the BnB must be strictly followed as part of the endorsement of this resolution;

A RESOLUTION APPROVING THE ANNUAL BUDGET OF BARANGAY OLD CABALAN, CITY OF OLONGAPO FOR CALENDAR YEAR 2006


On motion of Councilor Edwin J. Piano, with the unanimous accord of the Members of the Sangguniang Panlungsod present,

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to approve, as it hereby approves the Barangay Budget of Barangay Old Cabalan, City of Olongapo for the Calendar Year 2006 considering that the budget as contained in Barangay Resolution No. 01, Series of 2006 of Barangay Old Cabalan, upon review by the Sangguniang Panlungsod, has substantially complied with the requirements and limitation set forth under R.A. No. 7160 or the Local Government Code of 1991 and other pertinent issuances, circulars and memoranda with respect to Barangay Budgets: PROVIDED, that the City Accountant is enjoined to observe that the conditions enumerated by the City Budget Officer in his endorsement letter of May 11, 2006 on the matter which form an integral part of this Resolution are strictly complied with, and the requirements imposed by City Resolution No. 3, Series of 1996 are fully satisfied.

A RESOLUTION EXPRESSING APPRECIATION AND GRATITUDE TO HON. ANGELITO C. GATLABAYAN, CITY MAYOR, HON. DANILO O. LEYBLE, CITY VICE-MAYOR AND THE MEMBERS OF THE CITY COUNCIL OF ANTIPOLO FOR THE CORDIAL WELCOME AND RECEPTION ACCORDED TO THE OLONGAPO CITY COUNCIL MEMBERS AND STAFF DURING THEIR LAKBAY ARAL ON MAY 10, 2006

WHEREAS, the Olongapo City Council Members and Staff conducted a three-day study tour last May 10 to 12, 2006 to the cities of Antipolo, Tagaytay, Lipa and San Pablo and the municipalities of Silang, Cavite and Lemery, Batangas;

WHEREAS, the study tour to the Pilgrimage Capital of the Country – Antipolo City, highlights its multi-facets of good governance in the arena of education where the City garnered the Hall of Fame distinction in its literacy program and its endeavors to uplift their arts, culture, ecology and tourism assets;

WHEREAS, the Olongapo City delegation considers it as a great privilege to learn from their laudable achievements and honored to be part of an expanding network base where communities will built up and developed through Lakbay-Aral programs;

A resolution conveying the eternal gratitude and Boundless appreciation of the City Government Of Olongapo for the generous AND immeasurable contribution of the organizers, sponsors, and Government officials and employees, resulting to the successful celebration of Summer Saya 2006.

WHEREAS, the Summer SAYA 2006, comprising the Sibit-Sibit Festival, Summer Mardigras and Grand Santa Cruzan, was recently concluded last April 28-30 and May 6, 2006 in Olongapo City;

WHEREAS, as part of the efforts to invigorate the local economy through tourism programs, the Summer SAYA 2006 showcased the heritage and culture of the city to a national and international audience, through exposure gained from print and broadcast media;

WHEREAS, enlisting the aid of various organizations and individuals, the Tourism Task Force, which is composed of community leaders in different, yet equally relevant and important fields of endeavor, spearheaded the coalition that made the Summer SAYA 2006 a truly memorable event, shaping the outcome of this three-day Summer Festival;

WHEREAS, widely hailed as a successful tourism magnet, the Summer SAYA 2006 became a catalyst for the coordinated efforts of various sectors of the community to help promote and establish Olongapo City as a major summer destination for the rest of the country;

WHEREAS, the Herculean task of organizing the Summer SAYA 2006 rested on various organizations from both the public and private sector, working together to achieve the common goals of the Olongapo community namely the Olongapo City Tourism Council, Olongapo Business Club, Subic Bay Resorts Association, Association of Fashion Designers and Make-up Artists, Barretto Beach Boulevard, Association of Barangay Captains, Sannguniaang Kabataan, the Olongapo City Tourism Office, the Olongapo City Government, Live and Loud Productions, the Local Media (SBC, BBS, STV-6, and NUJP), Association of Fashion Designers and Make-up Artists, and the National and Local Sponsors, along with many other organizations whose names appear in the list attached to this resolution;

WHEREAS, for all these efforts in support of Olongapo City’s tourism programs the above mentioned organizations are recognized as overwhelmingly responsible for the success of the recently concluded Summer Saya 2006;

NOW THEREFORE, on motion of Councilor Gina Gulanes-Perez, with the unanimous accord of the Members of the Sangguniang Panglungsod present;

A RESOLUTION APPROVING THE ANNUAL BUDGET OF BARANGAY PAG-ASA, CITY OF OLONGAPO FOR CALENDAR YEAR 2006


On motion of Councilor Edwin J. Piano, with the unanimous accord of the Members of the Sangguniang Panlungsod present,

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to approve, as it hereby approves the Barangay Budget of Barangay Pag-asa, City of Olongapo for the Calendar Year 2006 considering that the budget as contained in Barangay Resolution No. 053, Series of 2005 of Barangay Pag-asa, upon review by the Sangguniang Panlungsod, has substantially complied with the requirements and limitation set forth under R.A. No. 7160 or the Local Government Code of 1991 and other pertinent issuances, circulars and memoranda with respect to Barangay Budgets: PROVIDED, that the City Accountant is enjoined to observe that the conditions enumerated by the City Budget Officer in his endorsement letter of March 30, 2006 on the matter which form an integral part of this Resolution are strictly complied with, and the requirements imposed by City Resolution No. 3, Series of 1996 are fully satisfied.

A RESOLUTION RATIFYING THE MEMORANDUM OF AGREEMENT BETWEEN THE CITY MAYOR JAMES GORDON, JR. AND TECHNICAL EDUCATION AND SKILLS DEVELOPMENT AUTHORITY FOR THE CITY SKILLS TRAINING PROGRAM

WHEREAS, Resolution No. 70, Series of 2006 authorized the City Mayor to enter into a Memorandum of Agreement (MOA) with the Technical Education and Skills Development Authority (TESDA) for the Olongapo City Skills Training Program;

NOW, THEREFORE, on motion of Councilor Edwin J. Piano, with the unanimous accord of the Members of the Sangguniang Panlungsod present,

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to ratify, as it hereby ratifies The Memorandum Of Agreement Between The City Mayor James Gordon, Jr. And Technical Education And Skills Development Authority For The City Skills Training Program.

RESOLVED FURTHER, AS IT IS HEREBY FURTHER RESOLVED, that the signed Memorandum of Agreement be attached to this Resolution.
