A RESOLUTION ENCOURAGING ALL BUSINESS ESTABLISHMENTS TO JOIN THE CITYWIDE “MEGA SUMMER BONANZA” ON APRIL 7, 8 AND 9 AND APRIL 28, 29 AND 30, 2006 IN CELEBRATION OF SIBIT SIBIT FESTIVAL 2006.


WHEREAS, the Olongapo City Tourism Office was created to formulate, implement and execute policies and programs that will promote the tourism activities within the city.

WHEREAS, tourism results in the increase of tourist arrivals and growth of business revenue of the City as well as of the other related industries.

WHEREAS, the Olongapo City Tourism Office, in its efforts to create events and marketing and promotion activities, ultimately helps the business community in all its endeavors to organize events and fund raising activities;

WHEREAS, every peak of summer, business people think of many ways to attract consumers and encourage them to buy;

WHEREAS, one of the most effective sales promotion approaches is the scheduling of massive sales and mark down prices in most tourism related areas;

WHEREAS, to have a citywide “MEGA SUMMER BONANZA” this year that will aim at providing sales, discounts, buy one take one, bargain, and similar sales and marketing/ promotion activities will entice people to go out of their homes and spend money. This will eventually help the business community in its desire to acquire additional revenues this summer;

NOW THEREFORE, on motion of Councilor Gina Gulanes Perez with the unanimous accord of the Sangguniang Panlungsod present;

RESOLVED, AS IT HEREBY RESOLVES, by the Members of the Sangguniang Panlungsod in session assembled to encourage, as it hereby encourages all business establishments to join the Citywide “Mega Summer Bonanza” on April 7, 8 and 9, 2006 in celebration of Summer Saya 2006 as well as on April 28, 29 and 30, 2006 for the celebration of Subit Sibit Festival 2006.

A RESOLUTION REQUESTING THE DEPARTMENT OF TRADE AND INDUSTRY (DTI) TO WAIVE THE PERMIT FOR BUSINESS PROMOTION FOR CITYWIDE MEGA SUMMER BONANZA ON APRIL 7, 8 AND 9 IN CELEBRATION OF SUMMER SAYA 2006 AND APRIL 28, 29 AND 30, 2006 IN CELEBRATION OF SIBIT SIBIT FESTIVAL 2006


WHEREAS, the Olongapo City Tourism Office with the city’s official event organizer has started preparing various activities this summer. Highlights of events are the Summer Mardigras, Sibit Sibit Festival, Beach/ Water Sports Activities, Rave Party, Band and Dance Competitions, Trade Fair and many others;

WHEREAS, On April 7, 8 and 9, the City will celebrate SUMMER SAYA Festival where Olongapeños of all ages go out of their houses and lead to major streets of the City to witness the annual Summer Festival;

WHEREAS, On April 28, 29 and 30, the City will hold its annual SIBIT SIBIT Festival to highlight beach and wondrous summer activities along the famous Subic Bay waters;

WHEREAS, a citywide “MEGA SUMMER BONANZA”, that will aim at providing sales, discounts, buy one take one, bargain, and similar sales and marketing/ promotion activities will entice people to go out of their homes and spend money. This will eventually help the business community in its desire to acquire additional revenues this summer;

WHEREAS, the Department of Trade and Industry mandates all business establishments that wish to have sales promotional activities to secure permit before commencing;

WHEREAS, the Department of Trade and Industry is the city’s local partner in its endeavor to grow and expand its trade and industry, creating more jobs and generating more revenues to reinforce the city’s socio-economic progress. By exempting the permit for the sales promotion activities scheduled for citywide MEGA SUMMER BONANZA 2006, it will be able to contribute in meeting such objectives.

NOW THEREFORE, on motion of Councilor Gina Gulanes Perez with the unanimous accord of the Sangguniang Panlungsod present;

RESOLVED, AS IT HEREBY RESOLVES, by the Members of the Sangguniang Panlungsod in session assembled to request, as it hereby requests the Department of Trade and Industry (DTI) to waive the permit for Business Promotion for the Citywide “Mega Summer Bonanza” on April 7, 8 & 9 And April 28, 29 and 30, 2006 in celebration of Sibit Sibit Festival 2006.

ORDINANCE NO. 09
(Series of 2006)

AN ORDINANCE PRESCRIBING THE GUIDELINES FOR THE RENEWAL OF THE COMPUTERIZED DRIVER’S ID CARD FOR MOTORIZED PUBLIC UTILITY VEHICLES

BE IT ORDAINED, BY THE SANGGUNIANG PANLUNGSOD IN SESSION ASSEMBLED, THAT:

SECTION 1. All drivers of public utility vehicles whose City Planning IDs are expiring may be renewed through a computerized IDs after complying with all the requirements set for the renewal thereof by existing Ordinance.

SECTION 2. The computerized City Planning IDs is renewable every three (3) years starting from the date of issue.

SECTION 3. Payment of the IDs shall be Ninety (PhP90.00) Pesos to correspond to the three year-period of its validity.

SECTION 4. Loss of IDs must be reported immediately and an affidavit of loss for the same shall be submitted for proper recording.

SECTION 5. Renewal of lost IDs must be applied and be paid for the amount of PhP90.00.

SECTION 6. Penalty Clause

a. Wearing or using of invalid IDs will be penalized by a fine of Two Hundred (PhP200.00) Pesos
b. Use of IDs, not by the rightful owner shall be liable for the confiscation and revocation of the same

SECTION 7. Repealing Clause – Any part or parts of any existing Ordinance/Ordinances which is contrary to this Ordinance is hereby repealed, modified or amended accordingly.

SECTION 8. This Ordinance shall take effect upon compliance with the required public hearing and posting in three (3) conspicuous places within the City.

A RESOLUTION ENJOINING ALL BARANGAYS TO CREATE BARANGAY COMMITTEE ON TOURISM


WHEREAS, the city tourism office aims to formulate, implement and execute policies and programs that will promote the tourism activities of the city, resulting in the increase of tourist arrivals, the growth of tourism revenues of the city, as well as other related industries.

WHEREAS, the creation of Executive Order Number 99, Series of 2005 establishing “Task Force Tourism”, through the leadership of Honorable City Mayor James “Bong” Gordon, Jr, is a clear indication that tourism is one of the city administration’s topmost priorities for economic growth.

WHEREAS, in its most basic level, Tourism can be achieved by cleanliness, orderliness and discipline of the people in the Barangay levels.

WHEREAS, Barangays in the city can assist in making these conditions a reality, cooperate with the City administration in the execution of tourism related policies and programs, and contribute in whatever way they can in an effort to boost the local tourism situation, which will result in the improvement of the local economy;

WHEREAS, the creation of a Committee on Tourism per Barangay will commence and mobilize tourism efforts on the grassroots level, thereby establishing a solid foundation for the tourism industry;

NOW THEREFORE, on motion of Councilor Gina Gulanes-Perez, with the unanimous accord of the Sangguniang Panlungsod present;

A RESOLUTION RATIFYING THE MEMORANDUM OF AGREEMENT AND THE CONTRACT OF AFFILIATION ENTERED INTO BY AND BETWEEN THE JAMES L. GORDON MEMORIAL HOSPITAL, REPRESENTED BY THE CITY MAYOR, HON. JAMES GORDON, JR. AND COLUMBAN COLLEGE REPRESENTED BY ITS PRESIDENT,
REV. FR. ROLAND M. ALMO, PH.D.


WHEREAS, Olongapo City recognizes that the partnership forged between the City-owned James L. Gordon Memorial Hospital and other institutions that offer the B.S. Nursing Course such as the Columban College will provide significant benefits in meeting the health concerns of the City populace while the students of the said school get their much-needed training;

WHEREAS, the Sangguniang Panlungsod deems to approve the terms and conditions stated therein in the Contract of Affiliation as well as in the Memorandum of Agreement, which noted explicitly that the James L. Gordon Memorial Hospital will serve as their base hospital, provided, however, that the required training intended for the students of the Gordon College, which is also owned and operated by the City, will not be jeopardized;

NOW, THEREFORE, on motion of Councilor Marey Beth D. Marzan, with the unanimous accord of the Members of Sangguniang Panlungsod present;

A RESOLUTION CONGRATULATING AND RECOGNIZING LOU BRAD NAZARENO-IGNACIO FOR WINNING THE TITLE, “OUTSTANDING SWIMMER” IN THE WORLD SWIM MALARIA COMPETITION LAST DECEMBER 10, 2005 HELD AT THE YMCA, OLONGAPO CITY


WHEREAS, Olongapo City is honored that its young contingents clinched the highest awards for both the male and female divisions in the World Swim Malaria Competition last December 10, 2005 at YMCA, this City;

WHEREAS, Lou Brad Nazareno – Ignacio took the lead with his best swimming glides and poured in all his energies from his extensive training with his discipline, determination and values worthy of emulation by everyone, young and old alike ;

WHEREAS, the City acknowledges the effort of another yet swimming champion, young as he is, in adding another feather in the cap of the Olongapo City in the arena of sports;

NOW, THEREFORE, with the unanimous accord of the Members of Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Members of the Sangguniang Panlungsod in session assembled, to congratulate, as it hereby congratulates Lou Brad Nazareno-Ignacio for winning the title, “Outstanding Swimmer” in the World Swim Malaria Competition last December 10, 2005 held at the YMCA, Olongapo City.

RESOLUTION NO. 20
(Series of 2006)

A RESOLUTION REQUESTING THE PHILIPPINE NATIONAL POLICE REGIONAL DIRECTOR TO HOLD IN ABEYANCE THE ORDER OF TRANSFER OF P/INSP FELIPE PILLIONAR BOLINA, PRECINCT COMMANDER, POLICE STATION 6, BARANGAY BARRETTO, OLONGAPO CITY AND EXPRESSING CONFIDENCE AND SUPPORT IN HIS PERSON AS A BEMEDALED OFFICER AND A GENTLEMAN

WHEREAS, the Olongapo City Government has painstakingly exerted efforts to maintain peace and order over its territorial jurisdiction;

WHEREAS, the Philippine National Police and the Olongapo City Government have been partners and acted in concert to reduce crime rate and enjoy resident-confidence among its constituents;

WHEREAS, the aforementioned arms of government condemn any act or acts tending to abet or condoning criminal activities in its locality and are staunch advocates of good governance, truth, justice, fair play and respect for dignity of each and every citizen;

WHEREAS, it has been established that an alleged drug pusher en route to the province of Zambales was apprehended on January 8, 2006 and is detained at the Barretto Police Station headed by P/Insp. Bolina;

WHEREAS, Zambales Representative Milagros Magsaysay allegedly, suddenly barged into the Barretto Police Station last 18 February 2006 hurling clearly unfounded and baseless accusations, invectives and conjectures against P/Insp Bolina and Olongapo City Police Director Florencio Buentipo; said Member of the House of Representatives threatened P/Insp Bolina that he will answer to the Regional Director-PNP;

WHEREAS, the Honorable Regional Director, Region III of PNP has issued an Order relieving P/Insp Bolina of his duties and further instructing him to report at Camp Olivas without the benefit of any investigation which is clearly violative of the due process clause as provided for in the Constitution;

WHEREAS, P/Insp Bolina at a bemedaled officer, had been credited for his leadership in several operations that yielded positive results which eventually contributed to the awarding of Olongapo City as the Best Police Office and Best Peace and Order Council in the Region;

NOW, THEREFORE, with the unanimous accord of the Members of Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the members of the Sangguniang Panlungsod in session assembled to request, as it hereby requests the Philippine National Police Regional Director to hold in abeyance the order of transfer of P/Insp Bolina pending investigation of the alleged incidents.

RESOLVED FURTHER, AS IT IS HEREBY FURTHER RESOLVED, that the City expresses support and confidence on the person of P/Insp Bolina as a bemedaled officer and a vital figure in the reliable Police Force assigned in Olongapo that help curb crimes in the City.

Let copies of this Resolution be furnished Her Excellency Gloria Macapagal-Arroyo, the President of the Philippines, the House of Representatives, Department of the Interior and Local Government, Philippine National Police for their immediate action, information and guidance.

A RESOLUTION EXPRESSING PROFOUND GRATITUDE TO THE OLONGAPO CITY ASSOCIATION OF SAN DIEGO, CALIFORNIA, U. S. A.

WHEREAS, the City of Olongapo, in its role as parens patriae, carries its mission to create and provide a safe, nurturing and loving environment where children can develop and realize their full potentials and become productive members of the society;

WHEREAS, part of this avowed City policy is to give affordable quality education to its young populace through the grant of scholarships to poor but deserving students;

WHEREAS, it is through the leadership of then Congressman and now City Mayor James Gordon, Jr. and the complementary efforts and support of the citizenry of Olongapo, wherever they may be, that such programs are being continuously implemented ;

WHEREAS, the City is grateful for the response of the Olongapo City Association of San Diego, California, U.S.A., headed by its President, Ms. Connie Leyva, to be one of the financial providers of a number of qualified scholars. As such, they had earmarked one thousand U.S. dollars ($1,000) for the said purpose;

WHEREAS, such gesture driven by their huge concern and commitment to the City will indeed bear proximate and imminent positive effects to the lives of the scholars as well as their families;

WHEREAS, this exemplary act of this bond of individuals, who took the City’s mission at heart despite the geographical distance, will serve as an impetus from where partnerships on noble causes such as this, can be forged;

WHEREAS, the City accepts such donation with utmost thanksgiving for the kindred spirit exemplified by the Olongapo City Association of San Diego, California, U.S. A.;

NOW, THEREFORE, with the unanimous accord of the Members of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Members of the Sangguniang Panlungsod in session assembled to express, as it hereby expresses profound gratitude to the Olongapo City Association of San Diego, California, U. S. A.

RESOLUTION NO. 15

A RESOLUTION APPROVING THE PROJECT PROPOSAL OUTLINE OF THE ENVIRONMENTAL SANITATION AND MANAGEMENT OFFICE (ESMO)

WHEREAS, the City of Olongapo, dubbed as one of the cleanest and greenest highly urbanized cities in the country, is a model for other Local Government Units;

WHEREAS, as the first city to implement the Integrated Garbage Collection System, the City introduced some innovations in the garbage collection system;

WHEREAS, in 1994 after the successful launching of the Solid Waste Management Program in Olongapo, the City became the recipient of the “Galing Pook Award” which also paved way to the receipt of several regional, national as well as international awards;

WHEREAS, the Environmental Sanitation and Management Office (ESMO), has prepared a Proposal Outline to the Presidential Management Staff Office of Special Projects for the acquisition of two (2) bancas to be used in the clean-up operations and monitoring of rivers and surrounding waters in order to protect the environment from pollutions;

WHEREAS, the acquisition of the bancas will indeed enhance better the delivery of services to the constituents of Olongapo as well as to its neighboring towns;

NOW, THEREFORE, on motion of Councilor Cynthia G. Cajudo, with the unanimous accord of the Members of the Sangguniang Panlungsod present;

A RESOLUTION RATIFYING THE MEMORANDUM OF AGREEMENT BETWEEN THE NATIONAL MAPPING AND RESOURCE INFORMATION AUTHORITY (NAMRIA)AND THE CITY OF OLONGAPO


WHEREAS, Olongapo City recognizes the value of maps as a potent reference for various City projects;

WHEREAS, presently, the City needs the land classification as alienable and disposable the areas covered by Preliminary Map Data (PMD) Nos. 1375 and 1387 Blocks A and B located in New and Old Cabalan, Olongapo City, which will require the service of an expert mapping agency;

WHEREAS, the Sangguniang Panlungsod deems that through the services of the National Mapping and Resource Information Authority (NAMRIA), a government agency tasked to provide the DENR and other agencies with map-making services and acts as the central mapping channel, the said need can be fully addressed;

NOW, THEREFORE, on motion of Councilor Cynthia G. Cajudo, with the unanimous accord of the Members of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Members of the Sangguniang Panlungsod in session assembled to ratify, as it hereby ratifies the Memorandum of Agreement between the National Mapping and Resource Information Authority (NAMRIA) and the City of Olongapo.
