A RESOLUTION EXPRESSING THE CITY’S DEEPEST CONDOLENCES
TO THE BEREAVED FAMILY OF MR. PAQUITO C. ADAO, PUROK
LEADER OF BARANGAY STA. RITA, OLONGAPO CITY


WHEREAS, Mr. Paquito C. Adao, one of the City’s enduring Purok Leaders from Barangay Sta. Rita, peacefully joined his Creator on December 21, 2005 at the age of 70;

WHEREAS, one of the most loved and respected community leaders of Sta. Rita, “Purok Adao” , as he is fondly called, had devoted his life for public service from the day he assumed his position as Purok Leader in 1969 up to his last breath;

WHEREAS, an implementer of City and barangay programs at Julo, Tabacuhan, “Gobernador”, the named tagged by then City Mayor and now Senator Richard J. Gordon, will always be remembered of his coordination skills where through his initiatives the entire Barangay Sta. Rita was greatly benefited;

WHEREAS, he will always be remembered as an ardent supporter of the administration’s leadership and an all-out volunteer whose dedication and devotion to public welfare are highly commendable;

WHEREAS, a responsible father to his eight children, their beacon and source of strength. Mr. Adao’s endearing presence will truly be missed;

WHEREAS, the City joins their family in appreciating the life that she lived well and prays that they graciously move on in this moment of loss;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Members of the Sangguniang Panlungsod in session assembled to express, as it hereby expresses the City’s deepest condolences to the bereaved family of Mr. Paquito C. Adao, Purok Leader of Barangay Sta. Rita, Olongapo City.

A RESOLUTION RECOGNIZING THE 100% COMPLIANCE IN THE ANNUAL VEHICLE INSPECTION 2005 OF ZONE III, ZONE III-A, ZONE IV, AND ZONE VI FOR TRICYCLES, J03 AND J06 FOR JEEPNEYS AND OB-OLONGAPO-BALANGA FOR MINI BUSES

WHEREAS, the city’s drive to keep the public utility vehicles as safe means of transportation thru its annual vehicle inspection is a valuable tool to monitor and regulate all public utility vehicles in the city;

WHEREAS, thru the leadership of different transport groups in the city, the annual vehicle inspection (AVI) is a successful endeavor;

WHEREAS, AVI compliance reached to 100 percent, particularly on the following;

A RESOLUTION AUTHORIZING THE CITY MAYOR TO CREATE
A TASK FORCE TO STUDY THE PUBLIC-PRIVATE PARTNERSHIP FOR ECONOMIC ENTERPRISES OF THE CITY OF OLONGAPO


WHEREAS, the nation is experiencing economic crisis and the City of Olongapo is not spared from the same situation;

WHEREAS, the body deems it proper to authorize the City Mayor to create a task force to study the public-private partnership for economic enterprises of Olongapo City to augment its financial condition;

NOW, THEREFORE, on motion of Councilor Cynthia G. Cajudo, co-sponsored by Councilors Bella P. Asuncion, Marey Beth D. Marzan, Angelina B. Andrada, Brian Patrick H. Gordon, Anselmo A. Aquino, Edwin J. WHEREAS, the late Pepito Robles, was a radio broadcaster and commentator of DWGO, passed away last December 16, 2005;

WHEREAS, he is a person one could count on especially in emceeing City Fiesta activities;

WHEREAS, the City Council deems it proper to recommend to the City Fiesta Committee Chairman, that a financial assistance be extended to his family;

NOW, THEREFORE, with the unanimous accord of the Members of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Members of the Sangguniang Panlungsod in session assembled to request, as it hereby requests the 2005 City Fiesta Committee to provide financial assistance to the bereaved family of the late Pepito Robles;

A RESOLUTION EXPRESSING PROFOUND LAMENTATIONS AND SYMPATHY TO THE BEREAVED FAMILY OF NATIONAL BUREAU OF INVESTIGATION (NBI) DIRECTOR REYNALDO WYCOCO


WHEREAS, National Bureau of Investigation (NBI) Director Reynaldo Wycoco passed away on December 19,2005 at the age of 59;

WHEREAS, General Wycoco is described as a brave and brilliant officer who battled the odds and burned the midnight oil in pursuit of his mission;

WHEREAS, prior to his appointment as NBI Director, Wycoco made an encouraging climb as a fine police officer and a gentleman who eventually clinched the PNP’s second in command, as its deputy chief for administration;

WHEREAS, it is in his stint that NBI garnered the Most Improved Government Agency of 2001 Award. He implemented sturdy policy frameworks, aside from the computerization system of the entire agency and directed his efforts towards its greater development;

WHEREAS, the late Angel A. Niro born on November 23, 1951 returned to Our Creator on December 23, 2005 at the age of 54;

WHEREAS, he was an active supporter of the city’s programs and undertakings especially in the tricycle transport sector being the Former President of Zone II Tricycle Drivers Association;

WHEREAS, Angel was a simple guy and was known as “mabait, marunong makisama at mayaman sa kaibigan”;

WHEREAS, our dear Pepito Robles peacefully joined our Mighty Creator on December 16, 2005 at the age of 67;

WHEREAS, “Peping” as fondly called by many, has been a public figure in the media arena in the City of Olongapo. He has served his community once as a government employee and spent much of his life as a Radio Announcer, a Commentator and an Anchor in his morning radio slot entitled “Magandang Umaga” at the DWGO;

WHEREAS, the City Government is very grateful to have “Peping” around as he always make way to all of the invitations to be the EMCEE on most of the programs and always actively support the civic activities being initiated for the community;

WHEREAS, he has shown so much goodness to the people whom he worked with specially to his family. He was even more appreciated when he sent his daughter “Flores” to join in the just concluded “Ms. Ulo ng Apo Festival” as he significantly showed his bursting support;

A RESOLUTION REQUESTING THE DEPARTMENT OF TRADE AND INDUSTRY (DTI) TO WAIVE THE PERMIT FOR BUSINESS PROMOTION FOR CITYWIDE MEGA FIESTA BONANZA ON DECEMBER 28, 29 AND 30 IN CELEBRATION OF CITY FIESTA 2005.

WHEREAS, the Olongapo City Fiesta Committee has started organizing various activities in its drive for featuring the best of Olongapo City and its business community. Highlights of events are the Ulo ng Apo Festival, Annual Mardigras, Fiesta Queen Coronation and the Fiesta Grand Parade.

WHEREAS, On December 30, 2005, the city will observe Rizal Day and the Grand City Fiesta where Olongapenos of all ages go out of their houses and lead to major streets of the city to witness the annual grand parade.

WHEREAS, a citywide “MEGA FIESTA BONANZA”, that will aim at providing sales, discounts, buy one take one, bargain, and similar sales and marketing/ promotion activities will entice people to go out of their homes and spend money. This will eventually help the business community in its desire to acquire additional revenues this yuletide season.

WHEREAS, the Department of Trade and Industry mandates all business establishments that wish to have sales promotional activities to secure permit before commencing.

WHEREAS, the Department of Trade and Industry is the city’s local partner in its endeavor to grow and expand its trade and industry, creating more jobs and generating more revenues to reinforce the city’s socio-economic progress. By exempting the permit for the sales promotion activities scheduled for Citywide Mega Fiesta Bonanza 2005, it will be able to contribute in meeting such objectives.

NOW, THEREFORE, on motion of Councilor Gina Gulanes Perez, with the unanimous accord of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Members of the Sangguniang Panlungsod in session assembled to request, as hereby request the Department of Trade and Industry (DTI) to waive the permit for Business Promotion for the Citywide Three (3) Day “Mega Fiesta Bonanza” on December 28, 29 and 30, 2005.

A RESOLUTION CONVEYING RECOGNITION AND APPRECIATION
TO THE PARENTS AND CANDIDATES
OF THE 2005 OLONGAPO CITY FIESTA QUEEN CONTEST

WHEREAS, the Olongapo City Fiesta Committee stepped up its quest to provide avenues to promote Olongapo City as the Mardi Gras capital of the country, present the best traditions we carry on as Olongapeños as well as engage in programs that will further spur economic growth;

WHEREAS, a full-packed fiesta celebration highlighted by the Olongapo City Fiesta Queen Contest is deemed the best way towards this end;

A RESOLUTION RENAMING THE “PROPOSED DRIFTWOOD BEACH BOULEVARD PYLON” TO “PROPOSED WELCOME ARC” AS PRIORITY PROJECT FOR 2005.


WHEREAS, upon assessment, the Members of the Sangguniang Panlungsod deem that the construction of a Welcome Arc at Barangay Barretto will be most appropriate to provide site distinction, as well as enhance the beauty of the said place;

WHEREAS, the said Proposed Pylon Project recommended for implementation shall be renamed as Proposed Welcome Arc to be included in the City’s priority projects for 2005;

NOW, THEREFORE, on motion of Councilor Anselmo A. Aquino, with majority decision of the Members of the Sangguniang Panlungsod present;

RESOLVED, AS IT HEREBY RESOLVED, by the Members of the Sangguniang Panlungsod in session assembled to rename, as it hereby renames the “Proposed Driftwood Beach Boulevard Pylon” to “Proposed Welcome Arc” as priority project for 2005.

WHEREAS, the nation’s top seed tennis player towed the Philippines to its first ever team gold in the 23rd Southeast Asian Games held last November 26 to December 4, 2005 at the Rizal Memorial Tennis Center;

WHEREAS, homegrown talent Patrick John Tierro, one of the men’s team, put on his usual guile, hit precision placements and high-kicking serves to the advantage of the doubles match, which together with his partner, clinched the gold;

WHEREAS, the City is so proud to have one young contingent in the SEA Games in the person of Patrick John Tierro, whose teamwork, focus and talent significantly anchored the country to rank first in the SEA Games overall standing amongst the 14 countries competing;

WHEREAS, the hardwork, dedication and discipline of the Filipino athletes, who towed the country to rank first in this regional sports spectacle were complemented by the untiring efforts of the volunteers who provided main backbone support, helping the athletes, the visitors and spectators on every amazing sports event;

WHEREAS, Olongapo City commends the excellent work of the volunteers in this shining moment of the country in the arena of sports;

A RESOLUTION DECLARING DECEMBER 16 OF EVERY YEAR AS BARANGAY COUNCILORS DAY

WHEREAS, the Barangay is the basic political unit of this country which serves as the primary planning and implementing unit of government policies, plans, programs, projects and activities in the community;

WHEREAS, it is also a forum wherein the collective views of the people may be expressed, crystallized and considered and where disputes may be amicably settled;

WHEREAS, the Barangay Councilors are the first leaders that carry out the above mentioned provisions who serve as the core-people who formulates policies, laws and resolutions which serves as the machinery in performing public service to the basic units of our society;

WHEREAS, aimed to unite the barangay councilors in the City, these leaders bonded themselves and created the Barangay Councilors League of the Philippines – Olongapo City Chapter last December 16, 2005 in order to promote camaraderie and strengthen the spirit of leadership and public service amongst them;

WHEREAS, to give due recognition and boost the morale of our Brgy. Councilors, it is but proper that these legislators be given due recognition by marking December 16 of every year as “Barangay Councilors Day;

A RESOLUTION ADOPTING NOVEMBER 24-30, 2005 AS NATIONAL BOOK WEEK IN OLONGAPO CITY

WHEREAS, Proclamation 109 designates the period from November 24-30 as National Book Week;

WHEREAS, the Local Government Code mandates the LGU’s to ensure and support among other things the preservation and enrichment of culture;

WHEREAS, the reading of good books or the printed page is one of the most effective methods of bringing enlightenment within the reach of the largest possible number of people, and or promoting the cause of popular culture with its tremendous social benefits;

WHEREAS, it is desirable that the task of arousing a widespread interest in the reading of good books be recognized highly as a patriotic duty as well as a privilege;

WHEREAS, the City of Olongapo celebrates Book Week from November 24-30, 2005 and includes the following suggested activities;

1. Announcement of National Book Week during the flag ceremony and message from the City Mayor;
2. Mounting of streamers and putting up of pylons to announce the events;

4. Little Mr. and Ms. Ulo ng Apo Festival;
5. Book Fair at Olongapo City Public Library;

7. Media Publicity.

NOW, THEREFORE, on motion of Councilor Cynthia G. Cajudo, sponsored by Councilor Marey Beth D. Marzan, with the unanimous accord of the Members of the Sangguniang Panlungsod present,

RESOLVED AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled to adopt, as it hereby adopts November 24-30, 2005 as National Book Week in Olongapo City.

A RESOLUTION CONFERRING TO HONORABLE RICHARD J. GORDON, SENATOR, REPUBLIC OF THE PHILIPPINES, THE HONOR AND DISTINCTION OF OUTSTANDING VOLUNTEER, AND CONGRATULATING HIM AS ONE OF THE NEWLY ELECTED MEMBERS OF THE GOVERNING BOARD OF THE INTERNATIONAL RED CROSS, RED CRESCENT MOVEMENT IN SEOUL, SOUTH KOREA


WHEREAS, Senator Richard J. Gordon, whose legacy cannot be denied in spearheading the idea and establishment of the Subic Bay Freeport has undoubtedly carried on the spirit of volunteerism in his heart and soul;

WHEREAS, through a vision-driven leadership, Richard Gordon inspired an initial of eight thousand volunteers and blazed their passions to turn the former US Naval Base into a bustling, developed and prosperous tourism and economic enclave, out from the devastations of Mt. Pinatubo eruption;

WHEREAS, the volunteers shared and owned the vision with him, which ultimately gave these patriots the firm resolve to protect and preserve the former U.S. facility and offered it as their heritage to the generation next;

WHEREAS, Richard Gordon’s caliber of volunteerism complemented and spurred the incredible sacrifices of both young and old, men and women alike, which led to the opening of 70,000 jobs from over 300 local and foreign investors that pumped over

US$3 billion into the economy. Such volunteer movement now comes as a centerpiece where cities and countries can learn and derive the impetus of propelling sources of livelihood and economic upliftment;

WHEREAS, with enthusiasm, Richard J. Gordon responded to the needs of his fellowmen with a keen sense of urgency, unprejudiced by status, race nor time;

WHEREAS, he equally honored the nation through volunteer acts of mercy and compassion, mitigated measures, coordinated fast relief operations and curtailed the further sufferings of the victims, in many calamity-stricken areas in the country as a Red Cross volunteer;

WHEREAS, in recent global catastrophes like the tsunami in East Asia, earthquake in South Asia and hurricane Katrina in the U.S.A., the Philippines, small and struggling as it is, failed not to act on the pressing needs of its neighbors, as it actively took part as a donor country and offered relief operations to the said countries. Richard Gordon, through the Philippine National Red Cross, took pains and was greatly instrumental in organizing and providing the said relief assistance;

WHEREAS, for this, international communities recognized the goodwill and participation of the Philippine National Red Cross as it impacts the world in the arena of compassion and alleviation of human suffering;

WHEREAS, this endeavor will not be possible without Richard Gordon’s indefatigable commitment and leadership, which earned the trust and confidence of the International Federation of Red Cross and Red Crescent Movement to elect him into the IFRC Governing Board;

NOW, THEREFORE, on motion of Councilor Cynthia G. Cajudo, with the unanimous accord of the Members of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled to confer, as it hereby confers to Honorable Richard J. Gordon, Senator, Republic of the Philippines, the honor and distinction of Outstanding Volunteer, and congratulating him as one of the newly elected members of the Governing Board of the International Red Cross, Red Crescent Movement in Seoul, South Korea.

RESOLVED FURTHER, AS IT IS HEREBY FURTHER RESOLVED, that this Resolution be presented on November 24, 2005, on the occasion of Volunteers Day at the Subic Bay Freeport Zone, Olongapo City, Philippines.

Let a copy of this Resolution be furnished Honorable Richard J. Gordon, Senator, Republic of the Philippines, for his information and record.

A RESOLUTION GIVING FUND AID TO MR. PATRICK JOHN TIERRO, AN ATHLETE FROM OLONGAPO CITY, PARTICIPATING IN THE 2005 SOUTHEAST ASEAN GAMES IN THE PHILIPPINES

WHEREAS, Olongapo is the home city of Mr. Patrick John Tierro, a 17 year old boy, whose family roots from his grandfather has been a source of pride for the city;

WHEREAS, Patrick John Tierro from his younger age has been amassing awards and distinctions as a young athlete in the tennis arena;

WHEREAS, now he is to compete not only in the national games but representing our country, Philippines to the Southeast Asian Games to be held this November to December 2005 in Manila;

WHEREAS, the untiring effort of Patrick John in this field of athletics is a model to be emulated especially by other aspiring youth;

WHEREAS, it is the desire of the city to support this kind of unwavering show of determination and strength and to boost the morale of this young boy as well as his equally supportive parents;

NOW, THEREFORE, with the unanimous accord of the Members of the Sangguniang Panlungsod present,

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to give fund aid to Mr. Patrick John Tierro, an athlete from Olongapo City, participating in the 2005 Southeast Asean Games in the Philippines.

RESOLVED, FURTHER, AS IT IS HEREBY FURTHER RESOLVED, that this fund shall be charged from the City Council to be taken from Donation under MOOE in the amount of Ten Thousand Pesos (PhP10,000.00).

A RESOLUTION REQUESTING THE SUBIC BAY METROPOLITAN AUTHORITY TO PRESENT TO THE CITY GOVERNMENT OF OLONGAPO AND TO THE OLLEGES/UNIVERSITIES OPERATING IN THE SAID CITY THE PROJECTED HUMAN RESOURCES REQUIREMENT OF THE SUBIC BAY FREEPORT ZONE FOR THE NEXT FIVE TO TEN YEARS

WHEREAS, the Constitution of the Philippines mandates that the state shall take into account regional and sectoral needs and condition and shall encourage local planning in the development of educational policies & programs;

WHEREAS, the curriculum of the higher education program should be attuned with the need of the industry since labor and employment is one of the main goals after graduation;

WHEREAS, Subic Bay Freeport Zone, an economic hub is the biggest industry and main source of employment for the people of Olongapo;

WHEREAS, Colleges in the City of Olongapo accumulatively produced thousand of graduates every year to be unfortunately included in the rosters of unemployed and underemployed not because there are no job opportunities but their educational qualifications do not match with the needs of the companies operating inside Subic Bay Freeport Zone;

A RESOLUTION SUPPORTING THE PASSAGE OF SENATE BILL NO. 2042 OTHERWISE KNOWN AS “AN ACT REQUIRING THE REGISTRATION OF SUBSCRIBER IDENTITY MODULE (SIM) CARDS IN MOBILE PHONES
AND HOUSE BILL NO. 2559 ENTITLED “AN ACT REQUIRING THE REGISTRATION OF PRE-PAID SIM CARD USERS AND MOBILE
PHONE UNITS AND FOR OTHER PURPOSES”.

WHEREAS, Mobile phones are useful and convenient tool of modern life;

WHEREAS, while mobile phones have brought us speed and efficiency in our transactions, unscrupulous individual take advantage of the technology by using it as a tool for their illegal activities to the point where terrorist utilize this device to detonate explosives;

WHEREAS, Senator Richard J. Gordon introduced Senate Bill No. 2042 otherwise known as “An act requiring the registration of Subscriber Identity Module (SIM) cards in mobile phones”, while Congressman Rozzano Rufino B. Biazon authored House Bill No. 2559 entitled “An act requiring the registration of Pre-paid SIM card users and mobile phone units and for other purposes”;

WHEREAS, the proposed act aim to regulate the ownership and use of SIM cards for legitimate purposes, to promote the general welfare and protection of the public and it will also promote responsibility and accountability in the use of SIM cards in mobile phones;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled to support, as it hereby supports, the passage of Senate Bill No. 2042 otherwise known as “An act requiring the registration of Subscriber Identity Module (SIM) cards in mobile phones and House Bill No. 2559 entitled “An Act Requiring The Registration Of Pre-Paid SIM Card Users And Mobile Phone Units And For Other Purposes”.

RESOLUTION NO. 153
(Series of 2005)

A RESOLUTION CONVEYING DEEPEST SYMPATHIES TO THE BEREAVED FAMILY OF THE LATE CITY COUNCILOR JULIAN MOLAS BUENAFE, JR.

WHEREAS, Hon. Julian M. Buenafe, elected City Councilor of Olongapo from 1992 to 2001, peacefully joined his creator last November 7, 2005;

WHEREAS, as public servant, he handled the Committee on Police and Public Safety and had passed important legislative agenda that greatly helped the city’s endeavors to fight criminality wherein the city’s peace and order is known for;

WHEREAS, he is one of the most loved and respected Councilors of Olongapo City, who had devoted his life for public service from 1988 to 1992. He was first elected as Barangay Kagawad of Barangay Barretto, Olongapo City and was once an Organic Civilian Agent, DND, GH, AFP, Headquarters Intelligence Service from 1980 to 1991;

WHEREAS, Kagawad “Jun” Buenafe, as he is known, came from a prominent family of pioneer businessmen operating popular beach resort and entertainment business;

WHEREAS, the City Council acknowledges Councilor Julian “Jun” Buenafe’s leadership, dedication and devotion to public service;

WHEREAS , the City Council joins the entire Buenafe family in their moment of pain and grief and prays that God’s love will sustain them;

NOW, THEREFORE, with the unanimous accord of the Members of the Sangguniang Panlungsod present,
