A RESOLUTION EXTENDING AN INVITATION TO THE COUNCIL
OF NATIONAL CITY, SAN DIEGO, CALIFORNIA, U.S.A. TO BECOME A SISTER CITY OF OLONGAPO AND PARTICIPATE IN THE PHILIPPINE SISTERHOOD AND TWINNING PROGRAM (PHISTA) AND AUTHORIZING THE HONORABLE MAYOR, JAMES “BONG” GORDON, JR. TO ENTER INTO AGREEMENTS RELATIVE THERETO
WHEREAS, the People-to-People program inaugurated by the President of the United States in 1956 paved the way for establishing greater friendship and understanding between the people of the United States and other nations through the medium of direct personal contact;
WHEREAS, the Honorable Secretary of the Department of Interior and Local Government has endorsed the Philippine International Sisterhood and Twinning Program conducted for the broad purposes of exchange of ideas and people between the citizens of the Republic of the Philippines and the peoples of other nations;
WHEREAS, to implement the Philippine International Sisterhood and Twinning Program, the City of Olongapo and other communities may affiliate with cities in other nations of similar characteristics and mutual interest;

WHEREAS, the City of Olongapo endorses this program which is envisioned to lead a lasting friendship between the people of National City, San Diego, California, U.S.A. and the people of Olongapo City;
WHEREAS, former Subic Base employees who are now based in National City wrote to Honorable James “Bong” Gordon, Jr., City Mayor of Olongapo City and presented their intention to serve and assist the City in whatever way they can to boost the proposed exchange program particularly in the promotion of tourism;
WHEREAS, the City Government of Olongapo is confident that this program on local government administration, technical exchange and tourism promotion with National City, San Diego will attain the purposes for which it stands;
NOW, THEREFORE, with the unanimous accord of the Members of the Sangguniang Panlungsod present,
RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to invite, as it hereby invites the City Council of National City, San Diego, California, U.S.A. to become a Sister City of Olongapo and participate in the Philippine International Sisterhood and Twinning Program.
RESOLVED FURTHER, AS IT HEREBY FURTHER RESOLVED, to authorize the Honorable James “Bong” Gordon, Jr. to sign and enter into all pertinent agreements relative thereto.
RESOLVED FINALLY, AS IT IS HEREBY FINALLY RESOLVED, to furnish copies of this Resolution to the Mayor and City Council of National City, San Diego, California, U.S.A. and the PHISTA National Secretariat, Bureau of Local Government Supervision, Francisco Gold Condominium, EDSA, Quezon City, the Embassy of the United States of America and the former Subic Base Employees of National City, California, San Diego, U.S.A.
